also in the east bay, changes to the oakland police department. the police chief says he's planning to reshuffle the department due to budget cuts. marlin ark tellez joins us live from oakland with a preview. good morning. >> reporter: good morning, laura. a little later this morning chief anthony batts is going to talk about his plan to reorganize his department and those changes are going to happen very soon. this weekend, in fact. now facinga current deficit and budget cuts chief batts says the department needs to be reshuffled because it's losing officers and currently has 200 fewer than it did almost three years ago right now 638 officers are on staff compared to 832 back in november '08. just last july budget cuts forced 80 officers to be laid off. even worse attrition has them losing six sworn pernesonnel fo the next two years. on the website chief batts posted a letter to community members. in it he writes -- now, what this means exactly and how this is really going to affect public safety, we'll wait to hear what he has to say about his pl

back to you, scott. >> thanks for pulling double duty. >>> changes coming to the oakland police department, the city's police chief says he's planning to reshuffle the department due to budget cuts. marla tellez joins us from oakland with a preview. good morning, marla. >> reporter: good morning, scott. we all know that change can be good, but in this case it may not be for the oakland police department. the police chief says the department needs to be reshuffled because it currently only has 638 officers. that's almost 200 less than its peak strength of 832 officers back in november of '08. now, a year ago keep in mind budget cuts forced 80 officers to be laid off, now attrition has his department losing six officers a month at least for the last nine months. he says the major feature of his reorganization plan is to divide the current bureau field operations into two bureaus, each to be led by a deputy police chief. the president of the police union that represents the opd, the plan means less priority will be put on priority crimes such as burglaries and thefts and in many cases wouldn'

the scene. there is no description on them. oakland is no stranger to unsolved violent crime and murder including one that has people feeling raw this week. that is the killing of brother john, paris powell. he made a name for himself feeding the homeless in oakland. he was shot on 47th avenue this week. his pregnant wife and his young daughter wer -- were also hit. brother john was removed from life support on wednesday. the community has been reacting to this over the past 48 hours. anthony batts calls it an outrage. jean quan plans to meet with the family. show hopes this was a case of mistaken identity. -- she hopes this was a case of mistaken identity. no leads in the case. just one of many unsolved murders. there are dozens here in oakland and when you think about it that way, you can think about the fact that already a lot of murderers running around free in this city. coming up, we are going to hear a little more about how police have been trying to work smarter in the wake of budget cuts to try to round up any suspects. >> tha

right now we are on tunnel road in the berkeley oakland hills. you can see from the sign here this is a very popular route with cyclists. already this morning we've seen several people on bikes going past us. this is also a very windy and hilly road with some sharp dropoffs. we can show you the view down the hill just on the other side of this guardrail. but the missing man's girlfriend says that he used to be a professional cyclist, he felt very comfortable on a bike and knew how to navigate roads like this. however saturday evening another cyclist found 29-year- old mike martin's cell phone dropped on the side of tunnel road here. his friends and family haven't seen martin since saturday afternoon. that's why they're concerned. he's 29 years old berkeley resident 6 feet tall with brown hair and brown eyes. working on a phd in physics at uc berkeley. he had plans to go on vacation with family members across the country today but friends and family have not seen him since saturday afternoon. >> he was taking off on tuesday to go across country, dr

. >>> this morning the city of oakland formerly launches a new campaign to fight crime. ktvu kraig debro tells us that the city's fruitvale district will be blanketed with crime cameras. >> reporter: that is right. six blocks on international boulevard will be covered. in april of this year a long- time resident of fruitvale was killed. later today they will announce a plan to prevent others from becoming victims. city leaders have approved the purchase of 30 surveillance cameras for fruitvale. they already have video surveillance cameras. the difference is some of the cameras will be placed inside businesses as well as outside. the momentum to buy the camera is the direct result of jesus com pose. he was shot and killed april 8th. the resulting outrage over campos killings lead to outrage. one of the plans set to be announced later today is spending $35,000 in redevelopment money for the cameras. they won't prevent crime but supporters are hoping the would- be criminal would think twice before committing a crime. knowing cameras are watching as well as the police. police
