oakland. right off of broadway in the auto row area of oakland. you are looking at live images as firefighters try to contain the flames and you can see just kind of the blackened middle of the building. bob redell on scene we understand right now. what are you seeing and hearing from oaklands. >> reporter: good morning. i'm actually still enroute in my car. but i can tell you that this fire was visible 15 miles away. as i was heading north on 880, first noticed a large plume of smoke roughly around the castro valley with a look of being a wildfire. now in the downtown area. you can can see the plume rapidly rising among the high-rise buildings approaching looks like bart headquarters here and maybe the kaiser permanente building. my point is that this fire is so large it's visible from a good chunk of the bay area. it is something this people going to this morning are going to be talking about because it's very visible from the freeways and especially given the fact we have a clear weather day in terms of visibility. but i'll be on scene within mo

respond to allegations that the city of oakland mishandled a police sex scandal. ktvu crime reporter henry lee joins us live from the federal building in san francisco. henry. >> reporter: well, ken, the oakland police department has been under a federal judge's oversight for more than 14 years, ever since the misconduct case. when the sex scandal erupted last year this judge was none too pleased. today he ordered oakland city and police officials to appear before him to explain why they bungled an internal investigation. cameras were not allowed in federal court today as the federal judge henderson took city officials to task. jasmine abuslin said officers sexually exploited her. a court appointed investigators filed the report saying the department's internal affairs probe treated abuslin more as a suspect than a victim. the report also said then oakland police chief sean whent did not consider the case a priority. one attorney said he has seen plenty of broken promises from a revolving door of police chiefs. >> i hope this isn't -- as i said this is deja vu all

atf investigators are meeting with the oakland firefighters and police. i spoke briefly with one of these agents off-camera said the national response team comes to help investigate when there is a big fire like this. they have not determined the cause of the fire and they have not had chance to into the building to investigate because they are not sure whether it is safe enough to do so. the challenge for those that live and work in the area, yesterday more than a dozen glass panels from the office building near the fire started shattering and falling to the ground below. it was due to the radiant heat from the fire, sending the windows and two days later when the windows began to cool down they first falling to the ground. this is 180 grand and they went briefly to retrieve work supplies and laptops. dennis gathered stuff from his office, prepared to work from home for a while. >> it is unfortunate because a lot of people have been displaced for quite some time. we don't know what the fire was set intentionally, and certainly don't know the purpose of th
