we are the only city in california to tax the cost of labor. only 10% of all businesses are subject to our city payroll tax, and they unfairly shoulder that burden. i proposed a more progressive payroll tax. six months ago, mayor lee and i asked our city economist to research an alternative. i very much want to thank our staff for the tremendous work they have done, which is the basis of the proposal i am introducing today along with the mayor. i know supervisor avalos is also proposing to base on the gross receipts. this is a tax used in three dozen cities. it is structured in a progressive way, unlike a flat payroll tax. it scales up with gross receipts. i think it is a fair way to ask the business community to help us with city services. we are proposing six different services. i want to see business tax reform. i want to thank the business community. so many individuals and companies have taken part. we are closer than ever to business tax reform. i appreciate the proposal mayor lee and i are putting forth, which would create $13 million in

we all know that san francisco is the only city in the state of california that charges a business payroll tax as our main way of asking our business community to help us pay for city services. as the only city in the state that does that, obviously, that has created a certain amount of disincentives to the creation of jobs. at this time, only 10% of all businesses pay the business payroll tax and there has been for many years a discussion of the unfairness of those businesses that have had to shoulder the burden and a lot of small businesses that have been in more labour intensive industries. in 2010, i have asked the commission to consider when possible variation of the payroll tax which we considered and debated for a number of months. mayor lee and i asked our city controller and chief economist to spend a number of months researching in detail what for possible alternatives to the business payroll tax which has led us to the conversation that we're about to have today. i think you know the gross receipts tax is used in over three dozen cities in california. i want to thank our control

putting the moral outrage aside for a second, this situation also puts cities at great risk. we've only gotten a taste of the destruction that -- disruption as possible with the numerous revolutions that broke out. the crisis will land hardest in cities. i see city's borrowing language from complexity theory, i see the boys and a critical state. it is a new situation. 50% of global population is urban, young, and connected by mobile phones. the young are the hardest hit here. in spain, the unemployment rate for young adults is around 50%. in the united states, college graduates are leaving school with an average of $24,000 in student loan debt into labor market for their age group that has not been as bad as it is today since the depression or the 1940's. the smallest thing can trigger a crisis now. it is a powder keg. on the other hand, along with this crisis is a powerful new set of tools that have arrived so breakthrough is also possible. we have a decision to make. let me talk about the sharing economy and how it plays into this. we define it broadly. we see it as a shift from a top
