we're only as strong as the organization's. we need to be able to support them around their finances. we found we have lost organizations -- not because of the passion -- because of their ability to provide and manage their dollars. we have to get in front of the issues so the organizations can be around to provide the kind of services we have heard about tonight. [applause] supervisor campos: thank you. mr. mayor? mayor lee: this is a good time to make sure you know this. there is something new we are going to do this year for departments and community-based agencies. we're going to start looking at five-year plans. we have to. it is what barbara just said. we cannot have sustainable services unless you plan for them in the long run. what are you going to do next year when the state cuts you? what are you going to do if the federal government cut you? what is your private funds dry up? we have to ask these questions now. plan with us for five years ahead so we know where the strength of the organizations will be working with us

is that enough cash flow to allow the organization to take these corrective actions? >> a qualified yes. the $500,000 it is the number that was presented to us by hfs, and that was based on an analysis of the operating budget compared with revenue, which includes the existing debt. the numbers that i shared with you our projections. that is how we see them possibly happening. as indicated earlier, we would have to continue our analysis to figure out where that comes from. the threat at this point is if we cannot raise or least have some assurance is there is half million dollars in the bank or available to us by the end of the month, then we would have to be looking at the exit strategy, at the closure strategy. at that point, that would give us enough financial resources to finance a closure of that has to happen. supervisor kim: the related time frame is to see at the end of the month where we stand with the foundation possibility or the organization's ability to receive the money that has been talked about? >> yes, as well as looking internally at the revenue projec

as nicole mentioned, there were many discussions in the community with residents and community organizations. what surfaced was a priority. that priority was for you. in particular, we looked at the development of programs that would provide enrichment opportunities, the employment opportunities, and opportunities for young people to creatively express themselves through the arts. so with that, in the summer of 2010, we launched the powerhouse arts project, a project that focuses on four different disciplines, media, literary, culinary, technical and design parts, for young people between the ages of 14 and 17. we were able to get funding through the department of children and families to provide wages and stipends for young people participating in those programs. we worked with a number of leading arts organizations throughout the city to provide instructors, artists, access to unique facilities throughout this facility, such as museums and galleries for our young people, who would otherwise might not have access to any of this. you are going to hear a little bit about the building later in

tenderloin filipino community association, which began on july 27, 2010, and has been at the forefront of all of our organizing efforts to address issues confronting the filipino community, senior community in the tenderloin as well as affordable housing issues. she was recently elected as a tenderloin filipino association secretary and chairperson of health care and healthy food committees. she is a public housing resident as well as the garden coordinator at tenderloin people's garden, which many of you see on the corner of mcalester and walked in, which is bringing access to fresh and healthy food into our neighborhood where we do not have a grocery store. she is also responsible for organizing and coordinating many volunteer efforts among tenderloin resident and as someone that many of us admire and respect because of dedication and the amount of hours that she puts in into the community. she has done an amazing job in maintaining the garden and also leading the monthly harvest days. she also volunteered and serves lunch every day for seniors and homeless at the senior center, a true community service and
