we understand there are other opportunities people, we get into the p.u.c. through having those conversations which is what you call the as-needed list. now, we understand that to be in wastewater you need a wastewater certificate or an o.i.t. which is operator in training. but there's no requirement about a state -- by the state that you have to have an a.p. license. what you guys allow people to come in with an a.p. license. that a.p. license basically is an air frame and power plant certificate that you can get, but that allows them that local to come in at 90,000 to $100,000 versus $17.50 an hour. we don't have an argument with that program. we want to be included with those type of programs. the rest of the coalition will be here later. we're looking for a more robust-of-why, creative, job creation opportunity. we don't want it in the portion after everything's in place and we're playing catch-up. it's time to change those policies that you guys have been using and really engage this community who has been long waiting for this. you have the seta program

as our general manager said the p.u.c. owns the facility and that means we are responsible, reliable, we put money in and the hope is we don't get stuck on the dynamic of who owns the building. i think that the truth is we want to collaborate with the southeast community facility commission and community members as we think about the maintenance, upkeep and how to make the building vibrant with what everybody was hoping would happen. the next slide. 9 consensus from much is this is not living up to what was promised and i think that whether it is with regard to the programming and being a place people are using and finding a resource or esthetically what is happening in the building. our commission adopted a community benefits policy in january that really provides a framework as we thought about what is the impact the p.u.c. is having in maybe hunters point where we have the sewer plant and the intention about wanting to be a good neighbor which provides the frame of hour we have been thinking of what is our responsibility

yes, the p.u.c. did put out its own scope believed what it is the local buildout. but when we tested it, it was a failure. it went nowhere. and so the scope that's been developed now and i suppose there could be more conversation in the next couple of weeks is calculated to work. when we took that as a community group and said this is the plan to build if your neighborhood to deliver tangible results after we begin with this kind of first flavor of this program, that gets people excited. so if you don't have this buildout, if you don't have the plan if you don't start doing the work and don't get it done, the plan is not calculated to succeed because if you don't have a local buildout there's no plan. this is what we're most excited about and we've been here on these two parallel tracks. we want to do this type of work, to have the local 3wil8dout. i'm sure you'll have these conversations with your local vendor. other than having these conversations with barbara heal, well, the first one he blessed them with his hand. that's how this scope is formed. it's feedback.
