campbell or the p.u.c. staff. i think the frustration is with the p.u.c. as a commission not acting when we expected them to act. but obviously, we are grateful to staff for the work that they do but that's not within their control. in terms of moving forward, miss miller, when will we know if there is a possibility for a joint meeting or is there a possibility of the special meeting at the p.u.c. where this action could be taken? >> i would suggest -- i made that request on tuesday. i would suggest that we send a letter to the chair insisting on a joint meeting. i can give them, you know, late august, depending on your calendars through september for that as well as the -- the -- insisting on the special meeting for them to have questions answered. would i also have in that letter staff of lafco would be contacting them to meet to discuss questions and issues. so i think that's one thing. when i will know, you know, i actually think that it also will be helpful if i have you contact the chair of the s.f. p.u.c., in addition to me contacting ed again. super

we understand there are other opportunities people, we get into the p.u.c. through having those conversations which is what you call the as-needed list. now, we understand that to be in wastewater you need a wastewater certificate or an o.i.t. which is operator in training. but there's no requirement about a state -- by the state that you have to have an a.p. license. what you guys allow people to come in with an a.p. license. that a.p. license basically is an air frame and power plant certificate that you can get, but that allows them that local to come in at 90,000 to $100,000 versus $17.50 an hour. we don't have an argument with that program. we want to be included with those type of programs. the rest of the coalition will be here later. we're looking for a more robust-of-why, creative, job creation opportunity. we don't want it in the portion after everything's in place and we're playing catch-up. it's time to change those policies that you guys have been using and really engage this community who has been long waiting for this. you have the seta program

as our general manager said the p.u.c. owns the facility and that means we are responsible, reliable, we put money in and the hope is we don't get stuck on the dynamic of who owns the building. i think that the truth is we want to collaborate with the southeast community facility commission and community members as we think about the maintenance, upkeep and how to make the building vibrant with what everybody was hoping would happen. the next slide. 9 consensus from much is this is not living up to what was promised and i think that whether it is with regard to the programming and being a place people are using and finding a resource or esthetically what is happening in the building. our commission adopted a community benefits policy in january that really provides a framework as we thought about what is the impact the p.u.c. is having in maybe hunters point where we have the sewer plant and the intention about wanting to be a good neighbor which provides the frame of hour we have been thinking of what is our responsibility

and the inability for the p.u.c. als the owner to -- as the owner to quality control and if we take that on it helps the city college but allows us to take control of whatever is happening in the building and hire local firms as we think about those pieces of work. around the security piece, we met with the police chief. he was not the police chief when we met him but to talk about security in the area and opportunities to think through a collaboration both with the police department, shiver's department -- sheriff's department and hiring local security to get through the security issues. some of it is people power, a situation where we need more people in the building that are doing security. the other piece as we talk about building improvements some esthetic improvements will help us deal with security issues. the hrlast piece of this with cy hall as far as the partnership -- and this is based on what we heard from the community -- wanting access to other city college campuses. so we are in conversations about prov

yes, the p.u.c. did put out its own scope believed what it is the local buildout. but when we tested it, it was a failure. it went nowhere. and so the scope that's been developed now and i suppose there could be more conversation in the next couple of weeks is calculated to work. when we took that as a community group and said this is the plan to build if your neighborhood to deliver tangible results after we begin with this kind of first flavor of this program, that gets people excited. so if you don't have this buildout, if you don't have the plan if you don't start doing the work and don't get it done, the plan is not calculated to succeed because if you don't have a local buildout there's no plan. this is what we're most excited about and we've been here on these two parallel tracks. we want to do this type of work, to have the local 3wil8dout. i'm sure you'll have these conversations with your local vendor. other than having these conversations with barbara heal, well, the first one he blessed them with his hand. that's how this scope is formed. it's feedback.

utilities commission wants to cut the tree down to make way for a new pipe lichblt and neighbors say the p.u.c has not taken a look at the options to save the tree. >> what does it doft remove it? you all costs, including the value of the tree. it's acceptable. and two, what is the cost to move it some wrr else? >> there is and the san francisco tenants union turned in thousands of signed petitions this afternoon, aimed at getting a measure on the november ballot to stop redevelopment of park merced. the board approved a plan to build 7200 new high-rise units near san francisco state university bu. that means more than 1500 rent control garden apartments will be demolished. advocates claimed they gathered twice as many as needed to get a measure on the ballot in november. >> and there are sections of 580 going to be closed. caltrans doing work there. being done between north livermore and airway boulevard. and tuesday from 1:00 a.m. to 4:00 a.m. motorists can take the on ramp from there, you can go to portolla avenue to return to eastbound 580. >> and well, they're used to stars in langs but t
