the types of habitat the park houses. india basin open space is on the southern portion of india basin shoreline park. parts of both areas are constructed on port property, but were improved and have been operated and maintained jointly by rec park. rec park staff run a huge storage chip program and also in natural areas -- a youth stewardship program and also a natural areas program. both could complement the programs at heron's head park. similarly, india basin and heron's head offer similar wetlands habitat and passive recreation opportunities and would complement each other well in terms of the capacity that rec-park has for soliciting public participation and the unique habitat is that both of these sites offer. for example, the it red anc and aprpark program called "the greenagers" is made to increase teenagers' commitment to working in a natural environment and give those youth peea peer group among those who share interests. we think a group like that would be great to tap for their interest and involvement in hero

i do want to talk about the shadow on the park. basically your department, as well as the proclamation, have determined that the new shadow on the park will not significantly affect the use of the park. this is not one of the 15 parks that this commission, back in 1989, have determined that there should be no add shazz do -- additional shadow or have a limit on the amount of new shadow to be cast. this is not one of those. so because of that, the new shadow that was analyzed by the computer based on the computer run of every seven days and 50 minutes every day for the whole entire year demonstrated that the new shadow that will be cast on the park, the difference between a 40-foot -high building, which can have any amount of shadow on the park and a 48-foot high shadow to make sure that we have the kind of high ceiling height that this commission wanted as a matter of policy for retail space and for p.d.r. space is less than half of a percent. not only that, but this is not counting the shadow that -- that's been cast by the trees,

plan with the california parking company. i am also with the san francisco parking association.$20 million shortfall and we will try to substantiate that. with that number came from, but three or four years ago, a nationwide firm that specializes in blocking such parking audits -- that specializes in parking audits. so far, he has collected over $15 million per year. the way he came up with the to $20 million was that he extrapolated the number by taking the number of parking locations in san francisco, the average number of spaces per location, then he takes the rate per space. then he comes to an average location and an under reporting rate of 20%. so, we did a quick study of the parking locations of san francisco. we extrapolated what we can come up with as far as we thought should have been reported. we have 625 businesses, we have about 185 spaces per facility. the average ticket price is above $15. when we look at the generation per year, this is about $424,000. this should be about 84 million. there is the under reported amount of about 20 million. i don't think the audit

next question. >> going off the bicycle parking to all the mobile parking, i am with the san franciscobicycle coalition. we were talking last night in oakland about various cities and the congestion issues and congestion pricing versus perhaps parking pricing. i was wondering if he could tell us the politics of pricing automobile parking versus congestion parking. in at san francisco, one of the biggest challenges is car is going past you at 40 m.p.h. and getting cars to go slower and not be in the city as we were looking at on market street. a lot of it is about reducing cars. i know in copenhagen, we look at what has been done with diminishing car parking, but maybe speak to car parking as part of this. >> in copenhagen, the cars cost double price because of taxes. not so many people have a car. copenhagen is like new york, i guess, people do not need cars as much. many people want to commute into the center from the suburbs. that is what we want to prevent. that is why we have such high costs, high taxes on parking your car. the closer that you get to the center, the more expensive.

that is the golden gate park for station plan, prepared in 1980. despite the department's up and downs in terms of the rotation and the number of trees planted every year, it is still ongoing program and a very successful one. the situation is not as successful in the parse and square. the department actually removes more trees than it plants each year in the parks and squares. at least urban forestry operation does. these numbers don't include what i would describe as capital projects like martin spoke to you about. we know there is a regeneration gap there. an example of that, washington square, in 1957, the plan prepared had about 95 trees to be installed at washington square. there are about 67 now. we know there has been a decline in the tree population there. one of the things associated with that is when the planting gets done for the capital projects, we don't record those numbers, necessarily. it is a simple workflow matter. more importantly, many of the individual properties lack what i would describe as the master planting plans, or maste

i'm the president of friends of mclaren park. it is one of the oldest neighborhood community park groups in san francisco. i give a lot of tours through the park. during those tours, a lot of the folks in the group will think of the park as very scary. it has a lot of hills, there's a lot of dense groves. once you get towards the center of the park you really lose your orientation. you are very much in a remote area. there are a lot of trees that shield your view from the urban setting. you would simply see different groves that gives you a sense of freedom, of being outdoors, not being burdened by the worries of city life. john mclaren had said that golden gate park was too far away. he proposed that we have a park in the south end of the city. the campaign slogan was, people need this open space. one of the things that had to open is there were a lot of people who did a homestead here, about 25 different families. their property had to be bought up. so it took from 1928 to 1957 to buy up all the parcels of land that ended up in
