park. grandview is one of the first parks to have worked on the trails of restoration part of the park spawned. the community process was seriously flawed. the park neighbors were never contacted, the neighborhood association, when rec and park was developing the plans. they did contact the advocacy groups. ironically, it resulted in the closure of the only trail that accessed the park from the north and west. in addition, they did wholesale habitat conversion in places that were not close to any trail, removing plants that held the sand in place to put in a new butterfly habitat. it is hard to see how this was part of a 12 restoration. it was similar to the habitat conversion called for in the management plan for grandview. it is now a fait accompli in those parts of a grand view. whether the sand will drift remains to be seen. there were similar plantings in some of the other parks. rec and park has used money set aside for trail restoration for the management plan, even before it is implemented. those plans are very controversial. there needs to be a lot more public comment on them. we hope

i'm the president of friends of mclaren park. it is one of the oldest neighborhood community park groups in san francisco. i give a lot of tours through the park. during those tours, a lot of the folks in the group will think of the park as very scary. it has a lot of hills, there's a lot of dense groves. once you get towards the center of the park you really lose your orientation. you are very much in a remote area. there are a lot of trees that shield your view from the urban setting. you would simply see different groves that gives you a sense of freedom, of being outdoors, not being burdened by the worries of city life. john mclaren had said that golden gate park was too far away. he proposed that we have a park in the south end of the city. the campaign slogan was, people need this open space. one of the things that had to open is there were a lot of people who did a homestead here, about 25 different families. their property had to be bought up. so it took from 1928 to 1957 to buy up all the parcels of land that ended up in

[applause] today we honor a true friend in the recreation and park apartment. tom clark came to san francisco as a director of the president's cup in 2008. as the championship for five years prior to moving to montreal. tom stayed on as the executive director for the championship. he has been a tremendous resource for the san francisco recreation and park department, management, and staff, and as our local representatives. tom immediately embraced san francisco as his own and has been a champion for san francisco. he now moves to atlanta to become the fifth executive director of the pga tour championship in its long history. he will be sorely missed by all who know him and to have had the pleasure of working with him. while we are sad about him leaving, we wish him all the best in his new home and expand an open invitation to return to san francisco soon and often. let's present it. i'm saving $10 million, so i saved the parks. it is something that even during the great depression, no governor has ever closed a state park in california history. >> did we save the rangers to go with them? >> that is a good point. there are 700 open jobs of people who retired and people who have gone on to other jobs. the number of rangers is the same as it was 25 years ago. although the number of visitors has gone up. there are fewer. there are fewer camp fire programs available. it means that a lot of the parks system has been building up a huge maintenance backlog. $1.2 million in crumbling roads. the voters had a chance in november of 2010 to raise their own registration fee for $18 a year. that would have doubled the parks budget. they were no mood. they voted no. now the people don't really have a clear idea on where to go next. brown has basically, as one legislator told me, has taken the parks out of the icu, but they are still in the hospital. >> that's all for tonight. thank you both, paul and josh. visit our web site

the national park service. they do a tremendous job. there is a tension between keeping park space pure and pristine and acknowledging that we live in a tiny city with over 800,000 people, with huge recreational needs. trying to sort of address that tension. i am seeing that here again today, when we hear the national park service, at least initially, expressed concerns about disturbing the natural area, and even some of the public comment. it seems there is a desire to keep western golden gate park -- have not that many people there. this would bring in more people for recreational activities. can you made the comment on that attention? it seems to be a recurring one. >> it is true that an urban park system has a different mission from the national park service. we are in the recreational business, focused on youth and health. the national way. the dialogue between our agencies has been very good and very productive on this issue. we took verifies and recommendations. we pursued a lighting system they recommend

i am the human resources director for the recreation and parks department. with me today is the recipient of our employee recognition award. in 2003, he started with the recreation and parks department as a lifeguard. since that time, he has moved up the ranks from a seasonable -- seasonal pool manager now to the coordinator for the recreation watersports in 2010. rex has taken on additional assignments of coordinating our outdoor programming, some of the new and innovative programs that he has created include kayaking, canoeing, stand-up paddling, and various new camps, including the aquamarine neptunes. rex has worked with the san francisco yacht club to create scholarships for sailing lessons. this fall he will start his classes at lake merced. in the outdoor area, he has created mixed martial arts classes, including new year and adults muay thai an extreme, athletics. with the assistance of tim roth, he has also coordinated the indoor rock climbing, mountain biking, and even ventures. he has taken on outdoor recreation to the kids by having a mobile recre
