if you look at page 12, none of the d9 parks are among the top ten performing or scoring parks in the city. if you look at page 13, 2 of the district nine parks are among the ten lowest performers. you know, rolf and garfield. and if you look at page 18, district nine actually has the lowest cleanliness in terms of any district in this city. and you have a number of decreases in terms of scoring with some pretty, you know, ski parks, jose coronodo 20 to 18.8 which was a 30 percent reduction. 84.3 to 91.1, 5.1 reduction. and nenos from 93 to 90. so you can see that there is this trend and i know that you talked about having a list of parks that you are looking at. so you know, is that a document that we can so and what are you doing when you have something like this? but there is a trend where you know there are lower scores in a district like district nine? >> right. >> what is your strategy? >> absolutely we can get you that list of the parks on the watch list and that is the value of this report is that it draws our attention to what you draw our attention to and that is the further

and again, over time, so the red here is parks that are scoring less than 80 percent, the yellow is parks between 80 and 80 percent and the green is the parks over 90 percent, consistent relative to last year with the improvement with the parks scoring below 40 percent, relative to last year and so if you go back to the fiscal year ten, a slight decrease over those scores. these next two slides are just going to show you the district results so kind of like this map here because it gives a pretty clear indicator of how the districts are doing relative to one another across the city. traditionally the parks in the south east section of the city do tend to score lower over time or at least they have over the beginning of the evaluations over this year, district ten and eleven have seen improvement and eleven has seen the over all improvement and that went up by 3.3 percentage point which was a really large jump and this second side is showing you district results and it is showing you over time which districts were the lowest scoring and which were the highest scoring, just to kind of give

so the red there is parks below 80%. the yellow is parks between -- i believe it's 80 and 90%. and then the green there is parks scoring above 90%. and so overall the distribution has been fairly consistent and actually improved a little bit over last year. you can see fewer parks scoring in that red-zone there. and then overtime you can see there is a general improvement in the distribution of scores. this map here just shows how parks in various districts across the city are scoring relative to one another and overall, all districts are scoring above 00%, which 80%, which is good and again, fairly consistently the southeastern part of the city, districts 10 and 11, although i will say district 11 went up 3.3 percentage points this year. and then this again just shows you kind of the breakdown across districts. and i think what is interesting about this chart is actually you can see from fy'06 until now, the disparities between districts is narrowing and overall it's showing more consistency which is a very good thing. >> excuse me. as you know, we manage our maintenance activi

the plan identified park propertis with the highest priority for assessment and methodology. so an assessment was done in golden gate park between january and october of 2011. over 3,000 trees were assessed in over three phases and there were 90 different tree species identified, which i thought were interesting. monterey cyprus and the assessment included three components. one the failure potential of the tree. size of the part of the tree that would fail and the target that would be impacted should a failure occur. so those were the three factors and each component was ranked on a scale from 1, which was a low-risk, to 4, which was high. and then results were added together to yield a summary rating that ranged from 3-12. and the program identified a rating of 9 as the threshold for actually abating the tree -- meaning removing the tree. so in golden gate park, and we did this citywide, in golden gate park. there were 336 trees overall with a ranking of 9 or above and among those 126 were monterey pines and 78 were monterey cyprus and the rest blue gums. from there, hort sci

scores, to evaluate the consistency of our parks scoring methods for the larger parks like golden gate park. so continue to retrain our evaluators to account for excused absences in our measurements of when staff are at parks and to strategically plan for improvements for those districts that are lagging behind. we have done that already this year and taken some initiative to jump on these things. we're in close collaboration with the controller's office. this is an example:we have displayed on the website for a number of years the number of times or the percentage of times that we can find park employees at a park, according to the posted schedule. we thought that number was lower than we wanted and adjustments naturally employees go on leave and have vacations and hillsboroughs and sick-leave and we never accounted for that amount. so we adjusted those numbers and that is in the right-hand column, it brought the numbers back into the column. it's hard for an evaluator to apply standards equally across a large area that may take 3-9 hours to walk. and it's difficult for the park staff

the park. the first phase concentrated on the perimeter of golden gate park, primarily lincoln and fulton. the first phase was completed in 2012. phase 22 hazardous tree assessment and mitigation work is concentrated on trees along city streets within golden gate park, primarily along jfk, mlk, middle drive. as well as those near children's playgrounds. this bid was advertised in early january and bids were due on january 31st. we had established a pre-qualified pool of contractor because with this work it's very important to do that obviously for quality control, looking at both the pruning and the removal and disposal work itself and the bid -- the package was bid publicly. and other contractors who wished to submit a bid could submit documentation of their qualifications at time of bid. we received five bids. and the apparent low bidder from arborwell professional tree management in the amount of $435,000. that was in excess of our engineer's estimate was was just under $400,000, but it inclu

and i think ricardo is joining us from the department of parking and traffic, thank you. >> good morning, chair, kim, members of the board, ricardo lao with agency and i am the city traffic engineer. the tragic events that happened on saturday, it is something that we really are concerned with. our department is striving hard to promote bicycle both as a alternative mode of transportation and every year, about one to two bicyclists are killed on our roadways and that is something that we want to stop so this is something that we are going to be looking into. at this point, we have not gotten the collision report from the san francisco police department and so we don't know the exact details of what happened in terms of the collision, what we know is what you have seen in the press and in blogs, so i don't want to speculate in terms of that incident and i know that i will be looking at that roadway, between third and second in the westbound direction of the roadway that does not have a bike lane and we will looking to see what we can do to improve that. we most recently changed all. pedes

the friends of dee boers park, this is actually one of the projects that we're requesting retroactive authorization. they raised $104,000 for a new youth play area in duboce park in the lower haight neighborhood. it's a very exciting and creative outdoor play area for school age kids. oftentimes our play grounds are for younger kids, and this one really benefits children who are in elementary and middle school and really even adults as well. in golden gate park, the [speaker not understood] club has raised about $25,000 to repair and upgrade the green number 1. there are three greens, but this is for one of them. the fifth project is for the lincoln park steps in the richmond neighborhood, district 1. this group has raised about $21,000 to improve and beautify the lincoln park steps. the six projects -- sixth project is in noe courts at douglas and 24th streets in district 8. this group has raised about $42,000 to fix drainage issues and add seating and community gathering space. and they just want to overall upgrade the appearance of this park. and the seventh project is the upper do

next question. >> going off the bicycle parking to all the mobile parking, i am with the san franciscobicycle coalition. we were talking last night in oakland about various cities and the congestion issues and congestion pricing versus perhaps parking pricing. i was wondering if he could tell us the politics of pricing automobile parking versus congestion parking. in at san francisco, one of the biggest challenges is car is going past you at 40 m.p.h. and getting cars to go slower and not be in the city as we were looking at on market street. a lot of it is about reducing cars. i know in copenhagen, we look at what has been done with diminishing car parking, but maybe speak to car parking as part of this. >> in copenhagen, the cars cost double price because of taxes. not so many people have a car. copenhagen is like new york, i guess, people do not need cars as much. many people want to commute into the center from the suburbs. that is what we want to prevent. that is why we have such high costs, high taxes on parking your car. the closer that you get to the center, the more expensive.

in january of this year, i was hired by the rec and parks department as one of six new park officers, i was one of the most experience officers and the only female. based on hiring requirements, we were to complete the six month probationary period, however, a week before our probation ended, we were told we were going to be extended because of a department error, we bargained for a two month extension, i was able to work all shifts during that time frame, however, a few days before my probation was to end, i was released by the department without just cause. i would like to state i have never been released from any position in any capacity. i took great pride in my job and focused on promoting good public relations for the department, i took that extra step to assist the park rangers when possible. i believe creating positive relationships is essential to provide all. i was pleased to read in the newspaper recently that there's an effort to professional the park patrol unit, they should serve the community by upholding its mission. i hope the department will adopt written performing

the danger lies. i think this is not just about parks. there are uses of the civil rights movement and the way that a very narrow history, and of martin luther king. and she was very disappointed. she's fought really hard for a king holiday and then she sort sees the king holiday turn into this fuzzy green thing that is now is. and the substance of the activist she knew starts to kind of get lost in the holiday. and i think, i imagine she might have the same in terms of sort of the, some of the ways that she is honored and the way, the substance of her. in terms of the later stuff, let me tell another story. so during the boycott, local 600 wants to bring rosa parks to detroit, to speak to the local. local 600 is a real kind of militant local uaw. it had been purged of its communist and it was a very much seen by walter as a troublemaking local. and so walter actually opposes local 600 wanting to bring rosa parks to detroit. but they raised the money and they bring it anyway, kind of his objection. is so interesting, obviously six years, s

i want to thank the park alliance for arranging it and the staff for on or organizing it. so i want to encourage everybody that is participating in that effort to double-down and let's make it happen. it's a great opportunity to create a great recreation space. secondly, commissioner bonilla and i had the pleasure of touring the stables in golden gate park this week, and i must say that it is challenging to find a solution to this problem, but i found it interesting to see the police department's stables there and how well-maintained they are and how well they operate. so i think the sense of commissioner bonilla and i have is that we would like to direct staff and i know you are overworked and underpaid to try and put together a package to seek public input, and proposals, to see if there is a market solution to creating stables in golden gate park. if there isn't, i think commissioner bonilla and i share the same opinion that we should then focus on what is the appropriate reuse of that area for recreation purposes. with that, that concludes my report. >> is there anyone

the union. he and rosa parks wants to transform the bridge into a more activist branch. he runs for president and wins in 1945. he and parks go out to investigate cases of voter registration, acts of brutality. there is controversy in the branch, many that oppose this, they try to unseat nixon and parks. she is doing this very dangerous work. it sounds not so dangerous but to see -- be a naacp activist in the 1940's, taking testimony of people, getting them to sign affidavits, that is extremely courageous work. only a handful of people in montgomery were committed to doing that work. >> how does this moment happen? as you point out in the book, it was not the first time that rosa parks had refused to get up on the bus. explain what was different, when she tried it the first time, compared to 1955? >> there is a longer history of resistance on buses in montgomery. there have been numerous cases after world war ii of people getting arrested on the bus. she knows what can happen. a neighbor of hers in 1950 is thrown off the bus and killed by police. claude that colton is man

park. she is the coordinator for the neighborhood parking management proposals, including all the technical work and outreach. and let me just say i've been able to witness firsthand in both small community meetings and large that she really has i think an exceptional ability to deal with what can be a very difficult and contentious issue and a very professional and responsive and open way. but i think even those who may not be convinced of the merits of what we're talking about, i appreciate the professionalism and the openness with which she approaches all this. so, because of that she has helped advance the parking management policies that we see as essential to implementation of the strategic plan and she's done so and helped make those policies more coherent, transparent, and helped establish that clear linkage to the strategic plan. she works across the agency, very much with the sustainable streets division with the enforcement folks and does that well. and i guess basically is i think a model of the professional thoughtful next persistence required to get even difficult to get proje
