parks that we have. in some ways, the national parks originated with a place that didn't become a national park until much later, i think the 1940s or '50s, which is niagara falls in new york. before a lot of western expansion really started bringing awareness of the big monumental western landscapes that we are familiar with, before that, the early 1800s, niagra falls was considered one of the most stunning natural landscapes that north america had to offer. it is pretty darn stunning. i have never been there. i've just seen pictures, but it's pretty great. after the erie canal opened up easier transportation in the new york area, it became -- it still doesn't seem fast to us. it would take at least two days to get from new york city to niagra falls, but that was instead of a week. so greatly easy. greatly easier to get there and you get this big influx of tourists coming from new york and boston and sort of the urban cities wanting to go and visit niagara. it's this beautiful place, they go and have their photograph tak

ranger for the last park years. while at muni he was a 10 time cable car ringing champion and has traveled all over the world and been on late night television and maybe, you know, recreation and parks commission's prominent celebrity for his cable car bell ringing. interesting story. while he was at muni and ringing the cable car bell and riding. people noticed he was good at spotting pickpockets. somebody suggested he become a police officer. this was later in his life, and at the time this goes back to i think like the 1980s. he was denied the opportunity to become a police officer because of his age. he sued the city and county of san francisco in a lawsuit that went to federal court, and it is one of the most important age discrimination cases in federal law. he won and went on to have a long and productive career as a police officer. in his glory years he is spending time with the ranger television and great public ambassador in the parks. he is very special. robert muhammad is the acting park services manager

the memorandum cited the use at the time as unauthorized parking, and in a subsequent memo from the then planning director in december of 71, he stated its use as informal free parking lot. even though it was zoned as nct-nrh2. there was also a report submitted by the city planning commission in march of 1970 that stated the remainder, which was our lot, should be reserved for a public parking lot under the city's neighborhood parking program. we know that the parking authority at that time did not show interest in doing so. so we do know that the city and our family has continuously used the property for parking for nearly half a century. we do understand from the board that there does not appear to be a legal basis to overturn the zoning administrator's decision to allow for paid parking, but we continue to believe that the zoning administrator erred in his decision. in his letter dated september 1, 2017, he states that although evidence demonstrates that the property has been used for pa parking since the 70s, it was never permitted as a public parking lot. we assert that it was both

the national parks service supports keeping the national park service 'em brkation port where it is and we've worked several years closely with the port faf to make this a reality. -- to and from alcatraz island, pier 31 1/2, we heard earlier discussion about experiences and that is certainly one of the highlights here. it's unfortunate that we do have this disagreement with the city of sausalito, who is a long-standing partner to the park, who we've worked with for many, many years, and this is around this proposal to send two boats from pier 31 1/2 to frisk in the future. the goal for the limited fort baker service is to provide an alternative transit option that would allow some visitors to avoid driving to fort baker. our plans and our contract documents would limit the fort baker ferries to weekend service as i mentioned and carrie no more than 40,000 visitors over the entire year. the national parks service did complete an environmental impact statement under the national environmental policy act that analyzed limited ferry service to fort baker. the project considered significant

the parks alliance is the largest park organization serving san francisco's diverse parks and open spaces. we currently sponsor and support a network of over 200 groups, leveraging their ability to develop and maintain creative spaces to maintain in this city. the san francisco parks alliance raises millions to sustain parks and open spaces. today i'm here to -- in the parks alliance, we believe the creation of the. some of the community concerns focus on first last mile access to the balboa park station area and the station itself, personal security at local transit stops, particularly at night, student parking demand and the impact on neighborhood parking as well as ongoing coordination between the city, city college and the public. just to give you a sense of what's in the document. there are about 45 recommendations again for each of the three sub areas. all the recommendations are either physical or operational. they include case study, best practices, conceptual targets. not actual targets since we are not quite at the point where we can have numbers. and monitoring programs to ensure the targets are met. since weer still in the conceptual phase of tdm, the document acknowledges that further data and analysis will be necessary before an actionable plan is put together. and the document includes some lessons learned on how to collect that data in the future. just a couple of examples of those 45 recommendations include student transit pass similar to what sf state passed last year. shared par

i'm gary mccoy, policy manager with the parks department. i wanted to briefly -- hopefully briefly on my end so i can receive as much feedback and questions, go over the healthy saturdays program. before i get into the closures, background on how we got here. healthy saturdays was legislated 10 years ago with the board of supervisors -- sorry, 2017 was the 10th year. last august, august of 2016, mayor lee gave an executive directive to our department and the mta to look at long-term and short-term improvements for golden gate park. we began doing an outreach process as a member of san francisco initiative to see what we would do to make sure it was safe for pedestrians and bicycles. that was on the tale of a couple of fatalities that we had within the park. we began doing outreach with a lot of the stake holders that are within the park that use the park frequently and some of the immediately adjacent groups, including supervisors. we started getting feedback from a lot of folks that we spoke with. we did on-line surveys. we found the top fiv

to the city, so we're contributing to our neighborhoods, park needs, in addition to the entire southern bay front's park needs by actually over delivering with those eight acres of open space. the scale of the project has been broken-down substantially from what you see in the mission bay neighborhood, so our blocks are much smaller. about a third to half the size of a typical mission bay block, which creates a much more welcoming pedestrians environment with narrower streets, wider sidewalks, and a more vibrant street scene than you see in mission bay overall. the mix of uses of residential, office, and retail on the ground floor of all of the components -- of all of the buildings will again contribute to that vibrant neighborhood feel. 40% of the housing will not affordable to families from a low income range of 45% of area median income, all the way up to 150% of area median income. i think we want to acknowledge that transportation has a lot to do with affordablity, as well, and so by delivering affordable units in this very well connected part of our region, we are
