we are the first police department to do that. in thinking about the implementation of that department general order and that ordinance, it became clear that the issue of youth and how police interact should be something that we should focus on as we begin implementation. my hope out of this meeting is we will be able to identify the positive things that are already happening in terms of the things the police department is doing around the issue of youth. also to identify ways in which we can improve what is already happening. i know that training is already taking place. you will be hearing not only from the use commissioners but the experts from the kind of bath -- best practices training that has been implemented. my hope is we can have a dialogue about how we can incorporate some of those best

the police usually use excessive force or verbal harassment with the youth, and we need police officers to be a lot more conscious of the decisions they make because they shape the thought a the mentality of the youth and the actions that they used to commit. police have a big role in shaping our lives. and the things that they do make us afraid of the people that are here to protect and serve us. it would be a good thing for the police to establish a relationship with the youth and let us know their position. the need to actually check up on the status of the youth, not just health wise, but mentally. i think that the police should play a bigger role in helping sustain the community and rebuilding our community. when the youth see police, they only see them in dangerous situations or causing third or removing chaos within our communities. i think it is a bad thing because we need to see police and our communities when bad things aren't going on. when we are having community meetings, events, stuff like that. the police in there helping on a daily basis. president mazzucco: i'm sorry, y

our office has worked with the san francisco police department and the u.s. commission on matters involving youth issues. we provide mediation as alternative to discipline when a person files a complaint, instead of our office investigating that complaint, there is an option that the person who complained and the officer can participate in a mediation. we have done that involving youth, parents, guardians and a police officer. when we do this, it allows the plaintiffs to resolve issues with the accused officer in person in a dispute format. the goal of this is to bring the involved parties together to achieve mutual understanding. we have heard a lot of testimony this evening about interactions between youth and the police where there could have been a mutual understanding developed if a mediation had occurred. we provide a neutral mediator so for our program. -- mediators for our program. we are located on the seventh floor of -- we are easily accessible by public transportation. we receive walking complaints between 8:00 a.m. and 5:00 p.m. monday through fr

the police jurisdiction has authority over this. another way to we serve is to provide mediation as an alternative to discipline. last year our office this of the dated 68 mediations. -- facilitated 68 mediations. it allows complains to resolve issues with the accused officer in person. the goal of our mediation program is to bring the involved parties together in an effort to achieve mutual understanding. we have a partnership with community boards in the sand and cisco part -- board association. we are able to cry -- provide neutral mediators. our mediators can conduct the mediation in languages other than english. participation is voluntary, and then complains it enplaned of officer must agreed to mediate before it can go forward. i am proud to report that eligible officer participation last year was 92%. that mediation participation rate is the highest per capita of similar mediation programs in the united states. now i would like to share a few statistics about the complete we received in 2011, and how we resolve in them. in 201

it seems like the police department is doing a lot. they can do more. officers, get out of your car and talked to a kid, a juvenile or youth. say hi to a police officer. maybe we can close some of those gaps. i will turn over to the commissioners for anything they would like to say. >> i want to hear from the use commissioners. -- youth commissioners. >> so just really quickly, after hearing a lot about the public comment, i guess we have some recommendations for the commission. one of the big ones was training for police officers on how to interact with youth, training that includes, like, scenario-based training, cultural competency training, stuff like that. the second recommendation, a more comprehensive distribution of the juvenile sfpd know your rights pamphlets. so distribution through schools, working with sfusd to distribute these pamphlets to schools in the beginning of the year and also to cvo's and other programs. another recommendation would be more police in community-based organization activities and partnerships with in the community. we

of the police department. there are many people who work hard to make sure we have a civilian oversight in place. civilian oversight of the body like the police department cannot function as intended if you have agencies that have the ability to enter into these kinds of secret agreements, even if they are with a federal agency. that's why it's so important for us to make sure we codify the practices that all of us believe our practices that should be dieting how the police department and engages in that relationship, especially with an agency like the fbi. i'm confident with our chief at the san francisco police department, the issues people are concerned about our issues that are going to be handled in a way consistent with the values of san francisco. the chief has demonstrated that and that among the reasons and along the lines of what president chiu was indicating, it's not that we get right with the chief of police, this is codifying it so that your respective of who the chief of police is, whoever sits o
