we work with a lot of students who had issues with the police, being harassed by the police in their neighborhood to being profiled. it makes them it important for police to be at school to provide safety. it's really about how do we bridge that gap and make sure the police are there to serve and work with the students rather than there to make sure that people fall in line. our youth want to see clear outlines of the role of the police officer at school sites. and the thing that they will not get involved with like school discipline, someone breaking the school policies, as well as students having a say in which officers actually get to be at their schools. a lot of our youth were concerned with the fact that when police come to their school, they carry pistols and guns, which doesn't promote safety at campus. we would hope that police on campus wouldn't feel the need to shoot any student. >> thank you. it is separate from the police department and the police commission is also a civilian body. we conduct investigations to find out what happened. if we follow the evidence by interviewing the person who brought the complaint, the involved police officers, and other civilian witnesses. we have subpoena power to compel testimony and obtain evidence. we obtain additional evidence from the police department in the form of police reports and other documentation generated by the police department. we also visit the site of alleged occurrences and may take photographs of the places and persons. our goal is to complete investigations in nine months. it was limited exceptions, we must complete investigations in one year. once we complete an investigation, we make a finding of whether or not the complaint officer violated any police department rules or local, state, or federal laws. the standard of proof is the preponderance of evidence which means the probability of a complaint of conduct occurred is more likely than not. the probability is greater than 50%. if after an investigation,

i'd like to show you just a page or two of the police report, just to confirm that. if you can see here, officer revis transported and booked johnson into the main jail for 594a3b vandalism and for 23103a reckless driving. and the report is kind of long so i'll go to another page of the charges. basically mr. johnson, he was actually filmed on video, for reckless driving and he deliberately swerved side to side, causing the vehicle to roll over and he was booked into the main jail and these are his charges, 594a vandalism over 5,000. the other thing that kind of disturbs me about that is that was a 16,000 pound vehicle -- truck. let me go on. so basically mr. johnson failed to appear for numerous hearings after i called him and told him that he would have some municipal code violations. only after a letter on may 10, informing mr. johnson that he needed to appear or his application would not be processed, he did appear. i informed him at that time he was in violation of the municipal police codes. and i'd like to show you which codes those are. i'll put those on as we
