basically it's a letter that's delivered to the person in question saying that they have to attend the police station when and where they say essentially to hand yourself in we received a statement from the police which said that this surrender notice was a normal next step in the extradition process if as he has now fails to surrender then he will be liable for for arrest but the key thing here is that he was already of course liable for arrest he was in breach of his bail conditions which stated that he was supposed to spend every night at his registered address but in fact he spent the last nine days at the ecuadorian embassy so two points really in a way why would he surrender he can hardly be more dire straits than he is already he loses nothing really by ignoring this request he thinks of course that if he goes to sweden then he won't get a fair trial on these allegations of sexual assault and not only that but he will then be extradited to the u.s. to face espionage charges and secondly of course he says that he received legal advice that asylum law internationally and domestically takes prece
