it is incredible what all the she has done for this city and the port in her time. she joined in december of 1992. looks like a few days before christmas. i still wonder who does that, but jennifer did, and she came in the real estate division where she spent approximately six years, and then, she moved over to the planning and development commission where she spent the remaining 12 years. i'm 18 years she has been here, she has been promoted six times, so that is a great batting average. jennifer, congratulations. jennifer, as you know, is responsible on the port side for the project at 1.5, 3, and 5, which is spectacular. simon, wherever you are, we're taking all the credit for that project, so congratulations, wherever you are. also for the exploratory project that is coming to us at pier 15 and eventually 17, says she has as two great projects under her belt as well as numerous other tendencies and projects under the way. it is unimaginable that she would consider abandoning us in this way, but she has, and so, we will look hard and high and low into all of you i

i am here to express strong support for the proposed new cruise terminal developed by the port of san francisco. since the finding of sentences go day in 1775, the vitality of the city has always been associated with the port. it is truly important. today, the situation has not changed. one of the large driving forces of the economic vitality of san francisco is tourism and travel. in the future, this should be the same. therefore, the city must continue to promote all areas that will continue to expand these pillars of its economy -- tourism and travel. the new cruise terminal proposed by the port should be a major aspect of that continued economic vitality. unless san francisco develops a new cruise terminal, it will become a has-been at port -- has-been port and will have lost an important element that makes the city and attractive tourist destination. the poor is commended for being able to undertake this project. as we all know, there have been a number of efforts in the past to develop a new cruise terminal here in san francisco. they have been public-private partnerships. today

for the port until the customer base does increase some, so we'll be doingmou work with the port, so that will bring in additional revenue that can be completed by current staff but can be put forward into the operating fund at the end of this fiscal year, the one we are currently in now, so we are projecting in the budget that this both to the board of supervisors, that we will be adding to the fund balance each year from now on, not taking from the fund balance, so that is the plan going forward, that we will not prepared a budget and present the commission with a budget that will be pulling from the operating fund. we will be balancing the budget with current funds against current funds and adding to the operating fund balance each year. >> the other thing is that to the extent that we are seeing more projects come through, because they can defer their impact fee payment, if that concept works, we may get larger projects because some developers have been waiting for something to be, you know, and the test to be able to bring in stuff, and we are seeing that right now. what would b

the port is doing work on the blue-green way as well. i think this is a key spot for san francisco visitors as well as residents to have an opportunity to explore this area further. a bit of a side note -- i had a bicycle stolen in front of this site. i had a friend's get broken into in front of this site. there was a stabbing at broadway and embarcadero a couple of nights ago. while there is no direct connection to urban planning and crime, it figures that in the dark area is not a great place to be. i think this plan, not specifically the sea wall, but all of the open spaces including lot 314 -- that is the corner of bay and embarcadero -- if we feel this is an important juncture, that one is more important from a traffic point of view. going straight to fisherman's wharf along the waterfront, are going left -- that is a key point. i am applauding the work that was presented and thank you. i want to clarify with the director that there is no action to be taken. that is correct. >> that is correct. it is not that the port of.studies of

the port's waterfront land use plan was adopted in 1997. so much time, effort, and financial resources have been invested in this area of the waterfront, and this study adds more detail to the port for the waterfront land use plan. there is no doubt the study represents good planning principles, historic sensitivity, acknowledgment of open space requirements, and connectivity between neighborhoods and the day. every planning process in this city faces certain special interest groups who are investing in maintaining the status quo. however, the city must make bold steps in order to insure our waterfront's viability and success, and this study does just that. at the end of the day, the study supports with the city searches for, a template for creation of extraordinary experiences at the city's waterfront, tempered by guidelines regarding site design, building management, and pedestrian access. thank you for your time. commissioner fong: thank you. >> good evening, commissioners. my name is roger wong. i'm a resident of san francisco for over 3

herman cruise terminal and nebraska work plaza public improvement project, located along the embarcadero. >> i am a port project director. i will present a brief summary of the project development since january of this year. next, the design team will present to conceptual designs of the cruise terminal and the wharf plaza. finally, john dahl will present the feasibility study and the public outreach process. in january of this year, the design team, which includes k &d architects in association with cruise terminal design consultants, committed to the design process. this began with internal workshops that led to a development of what engineers call a design basis. port staff presented this information to the commission in april. i would like to reiterate a couple of key elements of the design parameters. up first is and 80,000 square foot building which would handle 26,000 passengers -- 2600 passengers to 4000 passengers. the norwegian start and the norwegian pearl are examples of the peak design load. i think the reference of the queen mary, which was here recently, has a design load of 3000 passenge

there's a bridge between areas of the port that's only a few feet above sea level. obviously that bridge will not be functional for much longer into the future. so we are in a mode of looking at prevention but we are also looking at adaptation. because we have no choice. we have to be doing both at the same time. we also, i think, need to be looking not only at the quantity of supplies of things but also of quality when it comes to our water supply the aqua duct that supplies southern california, the state water project owned aqua duct is also vulnerable to small levels of -- small amounts of sea level rise which could breach the levies in the san francisco sacramento bay delta region. so we are intimately tied to and connected to that overall city. our plan is simply to work with everybody we can find, every partner we can find, to try to find ways to address these issues, to help with funding and to make sure that we are aware of the science to be doing some proactive planning on our own system, and of course to be supporting legislation that will lead to the kinds
