the port applied for and fra rail line and relocation grant in october of 2010. we were notified of a $3 million award in september of 2011. the grant requires a 10% match making this a minimum of $2.2 million project. during 2012 and 2013 port staff completed pulmonary engine and work with the fra to develop project scope that fit the budget and meets the intent of the grant award. port staff applied for and received negative declaration from the city planning department and in april of 2013 and then in october 2013 we were here before the commission were you authorize us to accept and expend the grant funds. it's been a while and the holdup has been with the [inaudible] process. after the port we finally achieved compliance with [inaudible]. the fra grant us a categorical solution a few weeks ago. i just want to note this is a 16 month long process. by far the longest component of this project. finally, with it cleared the fra to provide us with a complete grant agreement last week. today's request we are here before you, as a mission, to seek authorization to enter into the track u

i mentioned the team just to make the port commission feel secure we have a complete team reviewing our financial statement from our disclosure and bond council and co- bond council ship and harden the sdpoofz and our underwriters and steve serving as co- underwriter. so the commissioners are familiar with the plan for 2014 port revenue issuance in may of last year you saw and approved our financing plan that gave us access inform the plan and december of last year on the 12th you approved the issuance of bonds and several few minutes ago documents including the second vegetation of trust and gave our executive director authority to enter into the contracts. on february 11th this year i was here to look at the financial statements for our 5 year financial projection that are includedn the preliminary official statement. so today we're asking you to approve the preliminary statement and authorize the document to potential investors and to approve the certificate. the preliminary official statement is a document to really let investors know what could go wrong with the port of san francis

i'm here as diane said with my colleague porter albert and diane and all the colleagues from the port i see here today. as diane mentioned i'll to start with the brief overview and reminder if you're not familiar with the planning efforts they've been underway for a year now it gives us context to those precise projects i'm going to be talking about. the planning area is extending along the bay area waterfront of the city from fort mason to exempting point in the planning analysis we're take into account all of the development that has been anticipated through 20040 and in addition to that, the development i'm sure our familiar with are underway and those weren't initially anticipated in a lot of the planning and transportation planning so we're taking a step back. we see this as an opportunity to increase take a strategic planning development that will result in identification and elevation and prioritization to support the future of the transportation. i'm going to go over 4 steps of phase one of the waterfront. phase one began in late 2012. and we initiated the process by reviewing

we know the port is we don't give them money from the general fund that has huge capital needs around the piers and elsewhere. if development is either reduced or delayed or shutdown entirely, do you see that eventually having impacts on the general fund or are we going to start letting the pier just slide into bay. how do you see that playing out you know it's a good question. i think there is a couple of things to think about. the port has some different deferred capital needs and they fund those capital investments through rent paying tennis on port properties and they are benefited by that development and by the ability to have new tennants. so i think that's important to think about. in terms of the overall general fund picture, the way i would think about it is, the loss of that development, how does that relate to any revenue outlook that the city's general fund might have. to the degree that there is less commercial activity plan or less commercial activity happens in a proposed development because it's down sized or eliminated altogether. that could have an impact on a revenu

at most recent meeting of the port authority, chairman david sampson's governor chris christie's top gency should be summoned to discuss how to improve operations. this came after sampson praised the oversight committee at its creation of the authority in the february meeting. >> while i would like to comment more specifically about some of the outstanding issues, i recognize that there are established efforts to examine the events that occurred. i defer to these procedures. and i trust that when the facts unfold, and they will unfold, the public will have a complete picture. >> samson declined to participate in one of those established efforts, the christie administration's internal review which came to a close last month. the other members of his law firm were also not made available for that investigation, nor were members of the port authority interviewed as part of it. they weren't even asked. the day after the release of that report which recommended reforms be instituted at the port authority, samson resigned as chairman with christie announcing the news. >> he believes the bes

i'm with the port of san francisco. here today to request the supplemental appropriation in the amount of approximately $1.1 million for various port park projects. by way of background -- sorry, could you activate the overhead, please? thank you. by way of background, back in 2008 the voters of san francisco generously approved a $185 million general obligation bond issuance. included in that 185 million was an allocation of 33-1/2 million for port park projects. as they are appropriated today, the chart in front of you shows how that 33-1/2 was allocated to individual projects. today i'm asking to reallocate 1.1 million from the projects in red which are completed or near completed, and have savings to the two projects in green which have shortfall. specific amounts of the appropriation which are also in the budget analyst report are in this table. again, we're just taking savings from completed projects and near completed projects and moving them to projects, bayview gateway and [speaker not understood] park. a little

the port authority had obviously done it on purpose. the reason why they had done it, this traffic study idea, had seemed bogus from the very beginning. it was called bogus by the executive director of the agency. that seemed pretty clears that there was something weird going on there. so the committee had these subpoena powers already, and they used the subpoena powers they already had from that previous investigation into the port authority to compel a few people involved in this bridge issue to hand over documents about what happened. that is how this whole thing happened. that is how the whole thing blew up. ryanlyza wrote about it at great length for the new yorker this week. how on the night of december 26th, the night after christmas, assemblyman john wisniewski from new jersey was alone in his office at home poring over these hundreds of pages of documents that had been turned over to his committee from the port authority and he was the one who found that e-mail, late at night, on the 26th, alone in his office, the one that said,

just as a bit of contextual information, the port starting in 2010 re-entered the bond market after a bit of a hiatus due to increasing our internal financial capacity and also with the support of the mayor's office and the board of supervisors to make more investments in capital, in our capital infrastructure, and the intention of the revenue bond program is really to invest in larger scale investments and with your approval today will be at about $100 million since 2010. the city issued cop's on our behalf in 2013 around this will round it off. you did previously approve our ability to issue bonds in the amount of 25.3 million in may of 2013, you gave us access to the city's commercial paper program which allowed us to keep phase ii of the cruise ship terminal on target. the purpose of these bonds is phase ii of the cruise ship terminal and also to make improvements at pier 31 in the northern waterfront in the amount of 1.9 million and we're using additional funds for pier 31, but that will allow us to open up red tagged facility, meaning it's shut to public use for private leasing

this is a very important park for the city as well as the port. it's also a really important catalyst for the historic rotation of the 20th street buildings we need to keep it moving to get it done and open to the public as quickly as possible as anna said the eastern neighborhoods when it was rezoned it had a lot of mixed use for industrial doesn't include much paradoxes or open space. so the port has role been tasked with providing that open space and i think the participation of the dog patch and katrero hill community and all the neighbors along third street has been informative because the support for this project and the support for this park has been overwhelming i can't tell you how many meetings they've been well attended. we've evolved the design over time and a come has been responsive what should go where and also very responsive to the waterfront design citizen's advisory committee comments and the ac/dc comments it doesn't look like it did when we started but we're landline to see the evolution and there's money from 2008 and 2012 one
