i am matt bell, civil year with the port. the goal of the structural assessment program is to ensure safety by identifying and assessing damages. load restrictive facilities are yellow tagged and will typically have load limits posted to prevent excessive weight on the areas. fully restricted facilities are red tagged and barricaded to prevent access. we make recommendations for structural repairs which can be the starting point for future repair projectses. ensuring safety is the mandate. information on the structural condition is used to make decisions about asset management, potential changes in use and long-term capital planning. we work with finance on the update to the 10 year capital plan and with planning on the update process to help demonstrate the capital needed to maintain our aging facilities. since engineering's last update two years ago our inspections revealed new yellow and red tagged areas. over the same time period we made a significant number every pairs to previously restricted facilities. here is the scen

as mentioned, negotiating numerous documents with the help of port council. t this point, i'd like becca to talk about the project's finances. >> thank you, phil. rebecca benacini. very pleased to be here, summarizing the returns all the parties. the reason we're all getting involved in this is not only to produce this wonderful neighbourhood, but also to make sure that the investments we've all made in our time and dollars will be well compensated. so i wanted to note that the developer return and investment at the site is identical to what was shown in the november 2017 informational presentation. they're anticipated to achieve an 18% i.r.r. and you'll recall that this project has two key return threshholds for the developer, including the multiple. so, in the base case performa that we're running today, the governor of the return either the 18% or the multiple and it is 18% in the base case scenario. so they're anticipating a 18% and 1 30i8 on the multiple investment on the site. the port cash flow we segmented into a couple of different revenue streams. we

it would be within the existing port wide ifd. establishing the ifd would allow the port as the city's fiscal agent to direct the city's share of new property tax dollars. it equates to 65% of the tax dollar that would go to the eligible sources or eligible uses that i mentioned earlier, infrastructure, public parks, rehabilitation and shoreline protection. estimate costs include about $191 million for backbone infrastructure in 2017 dollars. we also have estimated about $90 million in historic preservation for pier 48. that may be different depending on who the tenant is and what their needs are. we have part of the infrastructure financing plan the ability to direct money from the property tax from the site to future seawall improvements that are identified. they are working on identifying these right now, and future sea level rise improvements that would be needed on site and also port wide. this is the funding source that we can use into the future over the 45-year term of the ifd to protect other parts of the city from sea lev
