[ laughter and applause ] at any rate. if we could only get that $11.4 billion back, we'd be able to keep a couple post offices open. but such mandated obligations have really been an enormous drag on our financial stability, and they are obligations which we've had absolutely no control over. consider this -- during the worst downturn in mail volume in 2008 and 2009, the operations of the postal service, the operations were profitable. our $6.6 billion in losses were due to a $7 billion mandated retiree health benefit payment that no other business would have made. given the volume declines we experienced, that statistic says to me that we do a very good job at controlling cost, but we're working with insurmountable constraints. over the past four years, we've reduced the

why is the postal service in such serious financial shape? >> well, the 200-year-old postal service is going bankrupt because of the internet age, in part. it has too many mailmen, not enough mail to carry, too many post offices and really not enough customers. the most obvious thing is the internet. people these days are paying their bills online. and because of this, the volume of first-class mail has dropped about 20% in the past five years. and with that drop comes a drop in postal service revenues. so, last year, the postal service lost about $5 billion, but it would have lost about $10 billion if congress had not extended the deadline for bills it actually owed the u.s. treasury, and that comes on top of the losses from 2010 as well, $8.5 billion. and donahoe has basically said that revenues are going to continue to drop now, since people are using the internet, rather than licking the backs of stamps and affixing them on envelopes. >> well, senator susan collins of maine, ranking member of the governmental affairs committee, called the

the postal service. under our legislation it says if you haven't figured out, the flexibility that we provide, if we haven't gotten there, you haven't gotten there. in two years you can go from 60 -- that's it. but we provide two years to see if this will work. and i think actually that's a pretty smart approach. i said earlier what it does is git i haves labor and management the opportunity to see if they did what the uaw and the auto industry did and that's to benefit a different wage structure to maintain the business in this country and to start to grow it. so with all due respect, i appreciate the arguments that our colleagues are making. i think when you actually see what we have done in the legislation, i don't expect -- it's a huge thing and i'm still getting my arms around it as well. but i think when you get your head around it and understand the flexibility and what we do in terms of doing what the postal service needs to do, you'll feel a little bit better about what's before us. i hope a lot

right now the postal service has half a million postal workers. it has too many. it needs to buy out. they will also be phasing out door to door delivery. allow people to buy fishing licenses at the local post offices and also to be consolidating. he wants as much flexibility as he can get. since the postal service is partially a government agency, it needs permission from congress to do a lot of things. so he basically supports the buy out. he would like to move from six-day delivery to five-day delivery. but they would have to show that they have implemented several other cost saving measures before they would be allowed to move to five day delivery under the senate bill. >> in one of your articles you wrote about an alternative bill offered by senator john mccain which mirrors the house version. how do these measures differ from the current version? >> john mccain offered a bill that is the companion version of republican darrell issa of california in the house. they would approve millions of dollars worth of closures. basically the commission would be the one w
