the postal service puts a lot of money in it. the commission is ordering and looking at improvements and any party at any time can come to the commission and start a rule making to improve this process. so the good news is on this score, we don't necessarily need to have an act of congress. we have a vibrant regulatory system set up from 2006 that can handle it. my last point to go to what you had raised was these areas of new products. the law set up the commission is the one that calls the balls and strikes on can the postal service get into new products. the law made a decision in 2006, for better or for worse, that the postal service could only offer postal products. nonpostal were barred by law. that would take an act of congress to change. within that framework of what's postal, there's a lot of flexibility and the postal service, as they have, have come to the commission and can continue to do so. i would add if the laws change, we now have what we didn't have in '06, a regulator that has been in place looking at these thin

it's been left to the postal service. commission by law annually estimates what is this cost of universal service. our current estimate is about $5 billion a year. so the challenge for the postal service it seems to me, given the other financial challenges on its plate how do we insure the cost is continuing to get into the postal service so it remains self-sustaining? where do we look for those answers? look at ourselves. what is it we, as the american public need from a postal service in 2015 to provide universal service? what is it we as the americans expect from the universal service, and what is the cost? once we know that it seems we can insure the postal service is structured in a way to insure that money gets to the bottom line of the postal service. elaine mentioned both congresss house and senate move forward bills. they didn't get enacted. administration has had its proposal. all have been helpful, but none deal with the issue what is it we expect from our nation's postal system? it's that from my perspective we

the postal worker had an incredible view from atop his gyrocopter. he raced down the runway preparing his takeoff from gettysburg, pennsylvania. this was the beginning of his 80-mile trip to the capitol. you could see d.c. below him as he made his approach. the 61-year-old landed on the west lawn of the capitol to deliver a political statement about campaign finance reform. on an exclusive interview on "good morning america" he told george stephanopoulos what was going through his mind. >> i'm a mailman and i was delivering the male and i don't think the government was going to shoot a man who was not threatening anyone. >> he's on leave from his job and is facing four years in jail. he began house arrest in florida. still his daughter says she's standing by her father. >> i was proud. he's a patriot you know? he did it for the country. >> it's up to the american people to decide whether or not they're going to catch the mail that i threw. if they picked this up it's in their power to fix the problem and then it's worth it even if i lose my job and e

one month after our first report aired, the oakland postal facility changed its policy to say in case of an emergency anyone can call 911. and lee spoke with the post master general. >> this tragedy unfortunately, brought to my attention some procedures that were wrong. >> reporter: so wrong, that usps office of inspector general issued this report and sited our investigation. she spoke with us by phone from washington d.c. >> we felt that employees sld the capability ofcology calling 911 directly. >> reporter: in fact the oig found the national policy was different than the usps's own handbook which was different from the pailolicy in oakland where sam worked. and now they're making a sweeping change tostruct structinstruct employees to call 911 in case of a medical emergency. and this man's agency responded to the 911 call. and he says the usps isn't the only organization that needs to change its 911 rules. businesses public and private may have rules that prevent employees from calling 911 first. the usps declined multiple interview requests but said in a statement that they respec
