today i'm at the presidio trust, a treasure within san francisco, because the presidio trust is really national park in the center of an urban setting. it dates to the very founding of the city. national park. toting me today to talk about this amazing exhibition at presidio habitat is cheryl hanes. can you tell me a little bit about the idea of the presidio habitat? >> succinctly, i have been long involved in the presidio. i was here when it was still a military base in the 1980's. i remember driving down walmart to the golden gate bridge and seeing the military guard at the gate and being utterly fascinated. >> so presidio habitat is an exhibition where you have invited, how many artists to think about the habitat? >> we put together a list of possible participants, local, national, or international, of people who are concerned with environmental concerns, made some sort of contribution to the landscape and conversation we're having here. we said that broke -- proposal requests and we received 25 back. from that 25, we went through and chose tend to realize in the landscape. >> inclu

i am the project manager 4800 presidio. i will briefly review of our financing of the proposed development. first of all, i wanted to let you know that the mayor's office of housing participated in the task force in 2007, convening the planning committee. the plan had the goal of creating 400 units by 2015 using various housing models. in 2009 we issued a notice for funding availability to initiate new projects. 800 is one of the three projects selected to create an additional 88 units. in july of 2010, the city wide affordable housing loan committee included pre- development funds for the proposed five story building. as you know, this would be a as you know, this would be a mixed population with 24 u

street, to the left, the right, the back, is a bit more descriptive of what the area is like on the presidio blocked. i know that across the street we have a muni building. five, six stories? >> it is a two-story building, but i believe it is also a three story building. across the street is in a location where the a lot of different neighborhood districts come together. if you are speaking to urban form, it is located at the top of a hill. it kind of reflects the national typography of the site. supervisor mirkarimi: are there any other buildings juxtaposed that are four, five, six story buildings? >> they probably occupy half of a block, but there are other large apartment buildings of a similar scale, perhaps 10 feet shorter along the avenue. supervisor mirkarimi: ok. supervisor wiener: in the planning commission discussions, there was a mixture between residential and commercial. is there a formal term the to use for that? >> i know that the jaycees the building on california might be one of the taller ones, there are buildings that might be about 45 feet tall that are very boxy. >> ther

some people say it's the ololdest building in san francio or the presidio officer's club. this is an adobe building built in the late 1700's and survived the earthquake. >> second location of the mission and original was two blocks down. >> and this was 1790. >> when they realized they built the original mission in the best farming area and moved it and 18th street had a creek flowing down it and that's why they move toda moved away and ae street used to be the barracks for the workers and i will use that term loosely and they weren't happy to be there. >> unhappy workers. >> they didn't want to be part of the mission at that time. >> how thick are the walls? >> probably two to 3 feet thick. >> and performed well in the 1 1906 earthquake? >> it does. does did. i think t to it didn't do well but this is so massive. >> another building and the sunny side conservatory and build in 1901 and fell into disrepair and people tried to demolish and got the permit and did a third of the building until the neighbors got up in arms. >> monterey boulevard. >> it's open to the public and

i am a resident of the presidio. i am here in support of the compromise that supervisor farrell laid out for you. i think this is a question of physical integration in the neighborhood. living on the street, i can tell you rebuilding of this size would overtake the streetscape of the east side of presidio ave. i have a deck on the roof of my house. i am on the far end of presidio. he would be towering over my residence. it does affect more than the height. it affects where people live and how they live in their residences. this would represent at least 10% of the allocated seats you would be looking to fill. i think that is a good percentage of this city of san francisco to represent 10%. i would like to say that there has been plans put forth in previous years. they did zone in. i think this would be going over the zoning too far. i think the compromise laid out would go along with with the neighborhood feels would be good. we're all in support of booker t. washington. that has never been an issue. we think the commu

including treasure island, the presidio, and the san francisco international airport. funding comes from the airport. command consists of myself, the chief of the department, two assistant deputy chiefs, and six regional assistant deputy cit -- chiefs. they come from homeland security grants at the airport. the next slide talks about $300 million for an operating budget. $275 million comes from the general fund. dominated by the general fund for our department, the second- largest source comes from the public safety sales tax and fee for services like ambulance transport. accounting for 10% of our resources. earlier at the airport we received reimbursement for staffing down there. regarding usage by typing, as far as budget expenditures go we are heavily limited in terms of 91% of the budget being satisfied by the salary of other budget members with approximately 9% of the budget for all other functions needed including maintenance of our facilities which total 50. utilities, maintenance, repair, but the administration side of the department. in terms of budget staffin

looking back from the golden gate bridge to presidio, you are more aware of the park land and less of the roads. and the viaduct will parallel the existing one and to the south and can be built while the existing one remains in operation. and the two bridges there with open space between them and your views constantly change and not aware of the traffic in the opposite direction and notice the views more. and the lanes of course are a foot wider than they are today. and they will be shoulders and if your car is disabled, you can pull off to the edge. and the next area, the tunnel portal will have a view centered on the palace of fine arts and as you come out, you can see alkatrez island and bay. and the next area is about 1,000 feet long. and when you come into one, you can see through the other end. it's almost like driving through a building than through a tunnel. and noise from the roadway will be sheltered. and the traffic will be out of view. >> when you come out of the last sort tunnel and as you look forward, you see the golden dome of the palace of fine arts and what more perf

it would be the same schools with the addition of presidio, but the routes which shipped based on where the elementary schools are located. president mendoza: can you tell us what some of those are gray? >> there is no muni transfer required, and it is less than 3.5 miles from school. so we would want this transportation to be in place the first time this choice process was used so that families would be able to avail of that. the next element i was going to talk about are the tiebreakers, so this table here shows the tiebreakers, and i think it is important to remind everyone that the superintendent's recommendation is still a choice process, and it would be a choice process for the next number of years, and that gives an opportunity to roll out all of the initiatives that they are planning for the middle schools, so in march, the tiebreakers were assembling and then random, and the recommendation of the superintendent is to add a feeder tie-breaker and to put it immediately following siblings, and then at the last board meeting, based on some suggestions based on the community, to loo

as i am speaking to you today, there is a process going on to close the presidio. the advisory boards were set up to make sure that before any land would be transferred from the shipyard, that it could be approved by the board. because there were two other committees that had been set up, dealing with the shipyard, the citizens advisory committee, you had the redevelopment agency that came later, the board spoke to whether or not that land would be transferred. in 2000, the year 2000, the voters voted and it was 87% of the voters who said, if any of the land is to be transferred from the shipyard to the city -- [tone] supervisor campos: thank you very much, ms. jackson. let me call more names. they have called themselves neighbors for fear planning and have called themselves the 800 presidio neighbors. our appeal is based on evidence that we have discovered as we have participate in the process for a number of years. in this instance, ceqa was never given an opportunity to work. the review of the impacts has been tainted from the beginning and they never have enough paternity to work properly for a review of the potential alternatives. not only alternative tadzhiks of different scope and size but alternatives as well. this defies the approval of the project as when the decision by the action of an agency to miss that to a definite course of action in regard to project. as with so much, this question has been debated back and forth, when does approval occur. when is the advocacy for the assistance to favoring of a certain projects, when does that ripen into the commitment of a definite course of action? we have trouble with that concept and i think that the municipality has struggled with that concept. the supreme court has weighed in on this and they said in order to function corre
