this is one hour and 40 minutes. >> the 114th congress i stated that my emergency management priority and cost reducing disaster legislation and launching a public policy debate about the costs of disasters in the terms of both the loss of property and the human life. we followed that hearing with several roundtables to help us understand what it costs the country. who pays the cost and whether the problem is getting better or worse. early last year thinking member carson and i introduced the disaster assistance reform act to call fotook over the first comprehensive assessment of disaster costs and losses in over 20 years. we also wanted to reform federal disaster assistance programs to make them more efficient and more effective. in february, the house passed this legislation and we hope the senate will take up hr 1471 and pass it soon. the purpose of the hearing is to discuss what he learned so far iand begin exploring potential solutions, particularly the principles that should be driving those solutions. while there are significant variations from year to year we found the disaste

i want to ask a quick question about the priority of the government right now.oes it have to do with locating the wreckage or getting black boxes? where is the priority? >> they have to find the wreckage before they can find the boxes. also, they're very intense at getting the human remains back to the families, recovering as many as possible. at the same time, making sure that they identify them and get them pack to the families. >> in regards to the black boxes, tell me about the challenges. how long will the boxes be sending out pings, and how deep is the water there? >> the regulations require that these boxes have a battery that can emit the signal for at least 30 days. we may get lucky and get a few days more, maybe a week. we're dealing in 10,000 feet of water. and that is a very challenging depth to be trying to locate these boxes. >> we've been hearing reports that there might have been smoke in the cabin prior to the plane going down. does that tell you anything about a possible link to terrorism? >> no. we're still very, very far away from understandi

authorities haven't told us where the plane is, that is the priority. >> we have said this was an air dplt bus, we have it on the screen, the aircraft that is now missing, authorities giving any information, what do we know? >> we know it was an a-320, 45 minutes ago. egyptair has been updating on a regular basis what has been taking place. letting us know when they -- what has happened. they are going to be looking for a range of possibilities, of what could have happened to this plane, everything from foul play, they are not ruling anything out at this moment. they are trying to locate this plane. for them, that is their main priority. saying that this plane was traveling at 37,000 feet when it disappeared. really high up in the air. if it did have a problem at that altitude, as we have seen in other plane crashes, the search area can be very wide. right now, waiting for them to locate the plane, tell us where they plane is, if they can find the plane, and if it did crash, it would have crashed into the mediterranean, we can expect some sort of water search, egyptian navy and coast

but that's the priority for the government is addressing the needs of the families at this point.and they've also gone to some lengths to make it clear to the egyptian authorities they're willing to help in any way they can logistically for the search effort going on. the french do have a number of military assets in that part of the mediterranean. there might be some ships and air force planes out in that area that could be put into play if the egyptians feel it's necessary. and of course they're going to be very involved once they find the wreckage of this plane, if it is a crash that's taken please. egyptair is not confirming that. but if it has crashed and there is wreckage found, the french investigators would be deeply involved because this is an aircraft that was made in france and of course it departed from france. they'll want to know exactly what happened. rosemary. >> and still we don't know very much about what happened. but we're trying to stay on top of this. our jim bittermann bringing us up to date from paris, where egyptair flight 804 departed. we'll take a very s
