there's the city administrator program. the community challenge is met, formally known as the communication fund. this provides matching grants to local residences, nonprofits and organizations to make improvements to the neighborhood. there was an increase in the money sitting for the business tax. our budget will include $800,000 a year for a total of $1.8 million. the budget is decreasing by about $500,000 for the office of disability due to changes of priority. there will be legislation before you today that proposes a new plan for the mayor's office of disability plan review foresight kick -- for a site construction and new construction. the office of labor standards and enforcement, a slight increase due to increased costs of installation contracts, which is an automated government contract that is payroll, management, and more. the majority of the budget is the purchase of insurance premiums. which risk-management there is a transfer of function of the jury bond program from the human rights commission. it is about a

the status of i.c.e. secure communities program, along with the agency's plan for the secure future of the program. removing aliens from the u.s. has been a congressional priority since 1986 with the passage of the immigration reform control act. the department of homeland security and its predecessor agency have operated programs targeting criminal aliens for removal since 1988. today under the secure communities program when participating law enforcement agencies submit the fingerprints of arrestees to the fbi for criminal background checks, the fingerprints are now also automatically sent to dhs for i.c.e. to check against them for dhs databases. i know when i was traveling -- my congressional district because i wanted to have all of my congressional districts. i travel with i.c.e. we told the folks it was a very simple thing. when they put the fingerprint, you used to go check the criminal background. once in jail and they give the fingerprint, now they send off for the immigration status. i think it's just a very common sense approach. of course, you all are all 254 counties in texas and all ac

the bill leaves the sugar program and the sugar program alone untouched as if the sugar program were perfect and in absolutely no need of reform or even debate. i respectfully disagree. the sugar program needs to be re formed for many reasons. studies have shown the sugar program increases food costs. economists at iowa state university estimated that food price increases resulting from the current sugar program have cost consumers up to $3.5 billion a year. the current program has harmed the competitiveness of u.s. food manufacturing and the sugar program costs jobs. the same iowa state study estimated as many as 20,000 new jobs a year could be created if sugar policy were fully re formed. further, the sugar program constitutes an almost unbelievable government instrugs into private business decisions. under the market allotment system the federal government tells every sugar company the exact amount of sugar it can legally sell down to the pound. can you imagine what we would call that if we did it in any other industry in america? it is a pure command and control regime. for all of
