some of the largest programs are still in active construction. we have projects in the design phase. we completed 52 projects in the last year. some of our achievements are that we did satisfy the pipeline upgrades. that's on the agenda items today that relate to that project. we've completed construction on seven of the projects including some of the major projects that help us to get kremently closer to the level of those service goals to provide water within 24 hours after a major seismic event in the bay area, including pipelines in the east bay and on the peninsula and we completed a major water treatment plant project for sonoma valley treatment plant and reservoir which increases the operational of our system. we also improved the bay tunnel which are the two most transition upgrade projects. the bay tunnel is the 5-mile tunnel underneath the bay. it is currently being groutd. the space between the pipe that carries the water and the tunnel itself. we expect it to go under service this fall and the tunnel that takes water from the sun ol va

this slide shows the overall program status and the water system improvement program both regional and local combined are about 84 percent complete, 93 1/2 percent local. our primary is local with 16 projects worth nearly $2.7 billion in construction actively. we completed construction on 62 of 82 projects . we only have a few projects left of the ground water restoring recovery and the pipeline which will be going in in the spring. we have a number of accomplishments to report this last quarter. as has been reported in the last quarter we passed the instruction of the program. you can clearly see in august 2012, we had a much higher rate of work hours than we do in december 13th. we do anticipate that rate to come back up in the spring and summer months this year as construction gets more active in the summer months, but we are clearly passed the peak of construction but we have a long ways to go. 20 percent of a lot of program is still a lot to complete. we did obtain certification of the environmental impact report. we have received 5 bids and awarded that contract to a ranger pipel

we didn't hear too much about the cleanpowersf program. i was at the january 14th puc hearing and i strongly urge you to checkout the power enterprise budget information presented. a memo was available which i believe was the 14-15 two year planning cycle and indicated i think in one sentence that no work would be done on cleanpowersf by power enterprise. the focus seems to be on new high revenue customers and not on engagement. definitely a lot of information in those documents in terms of what the puc is thinking going forward and i don't think it do have dove tails what the lafco board is expecting. in-house scheduling is a comment that someone made earlier is something we heard the puc staff say they can do. and as mr. freed indicated that could actually not only not add to, but maybe even alleviate some of the funding issues that the puc is having. going to the rfp, we did as a group of advocates send a letter to the lafco staff and urged you to check that out and looking forward working on the lafco rfp going forward and assuming the

this is very similar to the asset and resource requirement for the ssi program. accountable income is counted a lot differently under traditional medi-cal. and also i want to make a note that the applications for traditional medi-cal have also increased since this year, since january. since a ca implementation. again, something else that amber has already mentioned. adults aging out of the expansion, going from 64-65, they are not automatically transitioned. we don't have enough information to do that because of those asset and resource requirements. they need to apply for medi-cal based on those traditional rules. and hsa is working in putting a process in place that would allow us to notify somebody 2-3 months in advance so they will know they are aging out and they can make the effort to get us the information we need so the transition can be seamless and hopefully automatic to some degree. again, there is specific considerations that an individual has to make potential tax implications from one rule to the other because there's no property tax under the expans
