majority of the city public utilities commission when they rejected the proposed rate package last month. i think that they were fulfilling what they believe are the charter responsibilities to protect city rate payers. i know you will agree with me that these three commissioners, the great senator art torres, [speaker not understood] local 261, and commissioner ann miller cain, are each accomplished, independent, and widely respected san franciscans who have together given years and years of service to our city and our state. i continue to be grateful for their services to our city on the public utilities commission along with commissioners moran and deter. i have been very clear in publicly stating my concerns with the community choice aggregation program for many months, including the compulsory participation, the higher electric rates, the lack of a real plan for local jobs and local renewable energy. but it's not just me. our friends and labor movement have also been vocal in their concerns. they voted back in may to formally oppose the cca progr

f this ordinance is important to build the trust in our public safety infrastructure. no one should fear calling the police when they need help. i'm excited about the passage for that reason i know there are angst and emotions on both sides on the amendments in order to insure passage of this organized. many are worried that any carve outs will continue to chill the public's willingness to seek help or serve witnesses and also waste valuable but limited resources on minimal crime. resources that could be used elsewhere incarceration is high therefore it's important but at the same time we've heard that the charge of the folks with the public safety they need to retain some form of discretion in order to do their job. so i'm introducing a set of amendments that i believe will as narrowly as possible address concerns on both sides setting a clear standard that will talk about the people who would be let go out of the incarceration. the dpoeldz are focusing open the goals with the most serious convictions. law firm will make sure that the public safety ofbdz are being met

this is the permit application for anyone that wants to remove a tree in the public right of way. it is the same application you want if you want to remove a tree on private property, but within ten feet of the right-of-way. the ordinance that lien we advised to include the same protections for what is called significant trees. those are trees located on private property that happen to be within ten feet of the public right of way and also meet a certain size requirement, it is not just anything, it needs to have, a diameter of the trunk. which is measured at 4 1/2 feet above grade, needs to be greater than 12 inches. the canopy with the -- width of the tree needs to be greater than 15 feet or the height of the tree would need to be greater than 20 feet. >> if that's the case, these would be significant tree, even if they were ten feet back from the public right of way. the public right of way is that edge of the sidewalk where it joins the building. >> that's right. >> at the edge. >> in most places in san francisco, it is pretty easy to tell where the public right of way ends, be
