he let the public speak. we were told we could access this room, and so we went through a side corridors to get up here, and a notice was put on the door at room 250. and two sheriffs were stationed outside the door, and they were directing people up to room 400. the notice said we are now meeting in room 400. i've been told since that the sheriff's office also escorted a large number of members of the public up to room 400, and i believe that because they ultimately were there, and if you watch the video, you'll see there were two -- two hours of testimony that were given by both public members and experts. the task force criticized the commission, and i guess turman for not allowing people to speak. he had every right to shut the meeting down, and he did his best to let as many people as possible to speak. he limited it to two minutes. there was no discrimination among the public. the invited speakers who were subject matter experts are entitled to speak longer. that's set forth in the charter. the public wa

the employment relationship between city, company and drivers. some public agencies are taking on practices of the gig economy companies to have on demand services in the public transit options. they are saying, yes, put the buses instead of regular buses late at night with ridership low we will have it on demand. some companies down south have the program where they are partnering with lift to provide the public transit service. that does include accessible services. you call and i think rides are $2. they are subsidized by the city. it is for all users, but, yes, basically lift is the public transportation. in ontario there is a transit partnership with uber to save the town more than $8 million in comparison to door-to-door bus service. in texas, you can book a mercedes-benz through an app subsidized by the city for $3 a trip. you can call to book a ride. you do not need a mobile phone to do that. these are all interesting ways to do that. what we are interesting in are the labor practices are the lift and uber drivers performing the city's public operati

we made a decision when we opened the hotel we did not want to open the rooftop to the public. one of the reasons is because we wanted to keep it as someplace special and amenity to hotel guests. we didn't want it over run and to, you know, over run the neighborhood and the hotel. we wanted to have more control over that rooftop. the rooftop is only open to hotel guests and for private events. there were a lot of people unhappy with that that wanted access to that rooftop. we tried to come up with a plan for maybe a couple sundays a month to allow the public to have access so we decided to do the music events on the roof but we don't do them all of the time. we only do a couple sundays, not when there are giants games because we don't want to add more confusion to the neighborhood. we don't do them when there is anything at the ballpark really. those are only from 1:00 to 8:00. the reason we do them on sunday is because it is ada when the hotel -- day when the hotel guests are leaving and corporate people are coming in. we have a window of opportunity be when we are not going to

the public sector function is to bargain with the government. what you had in union shop agreement is the government was to attemptividuals to influence the government. it is unconstitutional under the first amendment. it would bring this private sector dichotomy to the public sector. it did so without applying any first amendment scrutiny. with respect to the public sector, employees could be forced to play for union bargaining with the government but could not be forced to pay for political expenses. says thatt distinction doesn't make any sense. bargaining with the government is political and that dichotomy doesn't work here. the majority for failing to apply constitutional scrutiny. but that was the law of the land in 1977. in between that time, there is a great deal of litigation. that is somewhat passed now because starting in 2012, a court started to signal that it wanted to overrule. it started in 2012, a case called knox. a court called it a first amendment anomaly which is strong words from the high court. it also chipped away some of
