i want to thank some of the puc staff who have worked to improve the calaveras project. i know a lot of people are here today who have worked very hard. there have been quite a number of changes from the draft eir. the changes to the dam and reservoir operations we think will contribute significantly in bringing back the steel that fishery and this important creek for the entire area. i'm sure you are familiar with what those changes are. we do think this is a step in the right direction for the puc, moving forward towards a more sustainable management in the watershed, and we think you have a project that san francisco can be proud of, not just going to restore the water supply capacity, also going to provide a number of jobs, and it will be a piece of the puzzle in restoring our native fisheries and bringing back some of the natural habitat in alameda creek. there is always a caddy at -- caveat. this was a long and controversial process from our point of view. a lot of things happened backwards. the benefits to the environment were tacked on at the end, mostly because

the puc has a budget shortfall, and we want to reward conservation, and encourage conservation, and people have the low flow toilets, the low flow shower heads, i have done everything i can, and that is one question, and the other is, in order to do that to some extent, you need to invest in these and then get the rebate, so you're actually putting money out to eventually get some savings, and you are sitting water ultimately, so i guess i just wanted to address those two, and how we can discuss this to crack this not -- nut. >> we showed conservation information. in the case of the individual rate payer, for those who already have a high efficiency toilets, their bill is probably as low as it would go. it would be a lower dollar amount than if they had not done the high efficiency toilets. what that means by 2018 and 2020, 2025, we are able to live just as well but using less water, so we can do that. i think it is a community of view and also check book of view. -- a community view and also a check book -- checkbook view. >> they knew that rates were going to increase substantially. whil

we clerked both the lafco and puc revenue oversight committee. we had citywide labor concessions, a package that equals 4.6%. we downgraded and reassigned positions in the clerk's office to provide more entry-level career ladder positions and reduced costs by shifting resources from the corpse of this to other divisions, like the -- from the park -- from the clerk's office to other divisions, like aab and sunshine. the "low hanging fruit" has already been taken. the next slide reviews the mayor's instructions. the mayor is projecting a 8 $378 million shortfall next year and is requesting a 2.5% reduction in the current year, and a 10% contingency. the budget instructions serve as a starting point for the mayor's office to work with city departments to balance the overall budget. some departments grew differently under the last decade and have been better able to reduce the others. it is the board's practice to treat these instructions as advisory, applying protection where they can while still being party to the solution to the city would budget d
