[applause] >> i am so happy to be here to celebrate this project. i think it is appropriate, the weather we are having, as we dedicate the reservoir. it is a little strange to be getting this rain, but we appreciate every drop of it and we are happy to have a big reservoir. i am excited to announce that we have plans to install three small hydroelectric generators here on site. that is a clean, renewable energy source, something that we are committed to. it will replicate on a smaller scale of our large scale hydro project up that hetch hetchy dam . we are thrilled that will be on line. that will be done by 2013. 200 kilowatts per day will be generated by those three facilities, those three generators, enough to power approximately 200 homes. we are excited about that as part of our efforts t

supervisor chu: if i could ask the puc to clarify. >> certainly. the larger projects we are talking about, the wsip project, we said the rates would go up dramatically to have a reliable water system. we suggested rates would go from about $40 a month for the regular water bill to about $41 for the wsip program -- from about $14 a month. that is that part of it. $49 million is somewhat in addition to that with the commercial paper. the commercial paper is really just a financing tool. we can borrow money at 1.25%. if we are borrowing for long- term debt, it is 5%. we issue commercial paper while the budget is happening and then we will look into the long-term debt after we stabilize the project, and we hope to get a better market for the bond rates. it is not a separate discussion. it will roll out ultimately into the regular bond issuance. it is a bridging tool to make sure you get the best rate when you do not need to go out and borrow the money long term. supervisor chu: to be clear, the issuance or item one, the dollar amount that would be raise

i was wondering -- do we do that here with the puc where we provide the ratepayers with an expenditure of jobs that have been created? because that is taxes coming back into the city, back into the state that we ought to at least at some point delineate to the ratepayers and let them know where and how their moneys are being used effectively to create these employment opportunities, these construction opportunities, and just the contributions that the puc -- i have been here just a short time -- are approving. i think it would be good if we had -- and you may be doing this already. it just brought to mind to me recently working in my office is what we had been doing in terms of an economic impact report of this agency, on federal government, state government, and on local governments. we just built an incredible facility at ucsf. \ mission bay has been the recipient of many of the projects there. we wanted a document so the taxpayers knew exactly where their money was being spent and how well it was being spent. >> assistant general manager for business services. that is a very helpful

i was the first to get solar in the neighborhood through puc. i was coined the name the ambassador of solar. i would like for you to write down three things. one is commitment. committed to funds. go back 40 years, prior to the puc to the department of public works. the expansion of the sewage plant in my community. i would like to say to you that from that expansion of the sewage plant in the 1970's, we got a southeast community college. that is a responsibility that the city owed to bayview hunters point. i'm not like to talk about any other community. as most of you may know, presently, bay view hunters point has changed quite a bit. we have a lot of asians that do not speak english. we have a lot of latinos that do not speak english. what we need in bayview hunters point is truly education and training for jobs for the people in the southeast sector. i really pray and hope that you take this under consideration. there was a task force set up two years ago because we are going to be having 5 coming into the community that will help create jobs

[water rushing] >> good morning. it will be the afternoon very soon. i am here today on the hottest day so far this year at o 'connell high school in san francisco. it focuses on our children, our youth, our kids. not only do we want them to keep busy, but in doing that, clearly, i am very lucky because i get to work with wonderful in the smart people that are working collaborative lead to provide all of these programs and make sure that the kids in richmond's are kept at a high level. they will be very much enriche

the puc is set up under the charter. building facilities are under the jurisdiction of the puc. the southeast historic community association is set up by the board of supervisors, not by the charter or the people of san francisco. as such it was set up specifically as an advisory commission. all of the words in the entire ordinan >> so, certainly we work closely with the southeast community but one is a charter commission and one is a commission by ordinance and the charter authority rests things like facilities with the p.u.c. that is why we support this facility and why we also pay for much of the funds to run it. one of the items in the same ordinance talks about any surplus funds being available to this commission to use. any of our search there's never been surplus funds. if you look at the current year budget the rent is a little under $500,000 and expenses over $800,000 so the p.u.c. subsidizes the annual operation and pays for virtually ail the large capital expenses. without the p.u.c. involvement there would be no funds to take care of this facility in the way it is tak

it was based on fe bic -- based on feedback from the sf puc. per supervisors cohen's request, we provided a one-for-one replacement for the existing preschool child care space on site. this is to clarify the notice of special restrictions that would be recorded against that property to ensure that no matter what, over time, there will always be 4000 square feet of preschool on the site, even if the service had to be moved. nsr would essentially say it does not have to remain in a particular location, but there always has to be 4000 square feet on the site. supervisor mar: it does not mean that the school that currently exists will be there, but it locks in a future child care center. >> correct. presumably any number of child care providers could bid or offer to use that . we are not going to predetermine who the ultimate user is. as section 3.15 added, at request of supervisor chu, this agrees to contribute seed money to the school project. this will accelerate pedestrian safety improvements on sunset boulevard. section 4.1.3. we've clarified t

i guess i just wanted to caution, even if we were to find funds from the puc or wherever, to get back to 11, we feel it would be appropriate to pursue rather than the course of relinquishing. it will take a long time to happen. we can only do it as the trees are prepared to do so. the sooner we can get real funding in place to fully maintain our forest, the sooner we can stop -- supervisor avalos: we are going to end hearing very soon, but i think if we could look at some hybrid approach, a joint response. as a person mentioned folsom street, there are some trees that are very difficult for property owner to maintain because of their size. those protected by the city. the city maintaining that it is probably what makes sense. i have a small tree in front of my house and i can easily maintain it. that is something that is completely viewable. but there are probably hundreds of others who have a tree in front of their house that cannot do that. they need an option. i can see the property owner had been added responsibility, and also for the city. that is where i wanted to go. thank you.

little snippets of what is being done in the manual that we have been working on with the puc. it shows different systems, different requirements, what we are expecting at dbi, what puc is putting out there as well and how we're planning to help them. one of the biggest things that will help everybody would be plumbing plan check for especially these types of systems. it will make a lot easier for everyone and save everybody, like i said before, time and money. commissioner murphy: last time you brought it up, there were some issues with the device. the washing machine pumping the gray water out. >> one thing that is actually in the code is the gray water for laundry to landscape. that was in the newspaper the other day of somebody will put one of those in. it shows how you take from the laundry as a single pipe. there's no cutting into the plumbing system, a changing of any piping. that is already installed. all that stays there. then you have the three-way valve, and that takes it directly to the landscape. that is not permanent. we do not see those. because it has no typing

i just want to thank the inspector for being involved in this, and we would like to stay involved in it. i think it is important for us to communicate with puc and other policymakers. we want to support the gray water initiatives in san francisco, but we also want to make sure they are done safely and that it does not infringe upon other properties and cause other problems later. commissioner walker: the part about being able to identify certain areas that are going to trigger issues -- i think that is an important issue, especially as we experienced the water rise that we know is coming. if there is a way that we could make -- you know, pay more attention to those or a process that catches those, i think that would be helpful. commissioner murphy: that is great that you are willing to help the public and advise them on it. very important that it is kept as inexpensive as possible. homeowners are not going to be able to afford a soil report. it costs all kinds of money, and they are not going to go there, and they are just going to go into their own system. if we keep the money out of it, then you're going to get people that will come for ad
