it's always great to be here with the puc commissioners. i wanted to thank jeremy and the enernex report. we already had some discussion at the lafco meeting, but i wanted to reiterate the point by commissioner vietor that a clear timeline for the puc commission and lafco from the puc would be really helpful with concrete dates and hopefully more aggressive goals as people have said. i also wanted to say that i also support as a few other commissioners mentioned expediting this as soon as possible and i understand what was laid out and the environmental groups, there is strong support and the coalition for clean energy. supervisors breed and kelly and thank you for what you have done on moving our city forward. i want to say in education outreach, i don't think we have to wait to start raising awareness in communities and low income and community of color as well. i know there is a backup of pieces hopefully in the timeline where we can think creatively about how we are building this as quickly as possible and as mr. kelly said of course we

i want to thank the sf puc staff. we were at the hearing on tuesday and it's so gratifying to see this and to be able to see this a second time. it's like a movie that you want to see again. i would come here everyday to look at this timeline. we did hear from commissioner avalos and mr. fried that both hearings there seems to be like 1-2 months that we can shave on this. i guess without even getting too outside of the box. the piece i would like to talk about on page two, we are at row no. 3 in february and row no. 6 when pg & e files their green tariff with the rates. as i said at the puc, we basically have a two 1/2 month period here to get this major step that we want them to take. we want them to take to publicity for that and we want there to be publicity for that but we don't want them to take away all the excitement and momentum that this great san francisco is making with our power program. so i would just hope that between now and may 10th we can do as much public work as possible and i think a great catalyst

we do believe that the puc commissioners should set the not to exceed rates as soon as possible. there is no reason we were #r5ed -- ready to do this, the puc commission was ready to do this when they set the breaks on it. there is no reason to wait for pg & e to come out before it's going to charge. there are ways do that as people have said. we are living at a time when not only is this a good year right now because of the energy prices to start a program that we may not have in a year 1/2 from now, but it is a time of climate crisis and we read about this in the newspaper everyday. a new york times poll that just came out today said that two-thirds of americans, not two-thirds of americans want their government to act to fix climate change. it is our obligation to do this. so we need to do this as soon as possible and to do it now while we can, while we still the climate to save. this is the most important thing on climate change that the city of san francisco can do is to get cleanpowersf up and running this year. thank you. >> mr. chairman, can i just ask mr. rizzo a questio

i'd say the puc is an outreach oriented institution but we really have to get that word out because all the measures we are putting togethering with accumulate over time and judging by what our scientists say the environment is going to get more challenging for us. so i think that is probably no. 1 on our list. i also have concerned about emergency preparedness which i think ties into the drought as well. i think the city has done a lot but we need to do much more in terms of preparing our city for a major disaster. >> just this past week there was an article in the san jose mercury news about opening up the watershed along crystal springs and currently people are allowed access with docent tours to look at the area around the watershed. it's along 280 and 92 goes through this as well. what are your thoughts about how we can, a little bit more the public utility commission can do to open land in that area? >> i think it has to be done very carefully. that is a beautiful space. my youngest daughter used to think sasquatch lives there. >> they just haven't seen him yet. >> that is a prist
