that is what we do here in the city of richmond. we do that by showing a relationship between the administration and the police department, making sure people know that they are not outsiders. in richmond, we are being intentional about trying to attract a more diverse police force. louis, a retired police officer, david. go ahead. outer: mayor jones, i came the police academy in the 70's. during the time when community policing was one of the concepts that were becoming a vital tool to use in order to deter crime. when i graduated, once i took my th, it was actually prevention and apprehension. --t we need to get active when i became a sergeant. i used to sit back and look at my squad before i released them on the street. if the sergeants were paying close attention to anyone whose demeanor has changed, i used to pull them to the side and asked them if there is something personal going on and what we can do to resolve that. secondly, we always went from the term cosmetic. we would park the police car in a crime area and we would wal

i learned that i have inherited a jewel of the department and community here in richmond. i like to think that i am coming in and making changes but we are tweaking things the way we do. you talk about culture, just changing some things to say, hey, maybe we can do it better this way? i believe in inclusiveness. not only the men and women in my department but the community and the relationships. when there is a violent crime as a community, we go out as a group, police, community members, our faith leaders, and we engage and find out what were the problems and what are the needs because of this critical incident? i have inherited a jewel of a department and i cannot ask for more. most of the time when nu chief comes in is because a cheap is retiring, an issue with crime in the community, especially when you are coming from a union environment, sometimes there is a vote of no-confidence and whether there is a situation with the mayor, city council, city manager -- that was not me. i just came in to replace the retiring chief so i'm keeping the ship afloat. host: alfred durha

, and the 25th, the all-black corps. richmond was a very fortified place, especially approaching from the north, south, and east. weitzel built three observation towers to see the trains moving in and out, try to assess when the time might be to find a weakness in richmond's guard. april 1, general grant sends him a telegraph saying, "i need you to keep long street pinned in. i'm afraid he will send some of his troops to come down to petersburg to help reinforce lee. i need to keep him pinned in. in the morning, i need you to make an assault against long street's fortified position." long street was also a west point graduate and had constructed an impressive work outside richmond. obstructions like this were about 100 yards in front of the fort itself. any assault would have to go through these first, usually with an axe before you get there with a gun. the worst assignment in the union army was being handed an axe instead of a gun. behind that was the fortress itself. pointed spikes were jammed into the ground to prevent a cava

eric: this is something he talks about quite a bit in the memoirs. in richmond, having to deal with the segregation and some of the problems of being a person of color in the city, he talks about leaving richmond for st. louis in 1961, kind of not looking back in the rearview mirror, kind of wanting to leave behind the negative aspects of richmond that he remembered and find this better place, but i think this kind of reconciliation with richmond happen to really and the 1960's. there is an arthur ashe day in 1966 in richmond, where the town comes out to support him, and i think very, very gradually over time, he kind of comes to appreciate the good aspects of the communities in richmond, comes to see some of the benefactors who had helped him all along the way and really understanding what richmond like -- towner southern town is a complicated place for a person of color, and i think he saw some of the strides that theyn in town, and i think had fully reconciled with the city by the time of his death. over here. >> just wondering. were there other sports that a

richmond. theas born in 1943 in middle of the second world war. and growing up in african-american in richmond presented a series of richard -- racial challenges. there have been a number of historians who have looked at cities like richmond, looked at cities in the south and what they have argued is that places like richmond's north side early made of districts -- of communities, excuse me, that were connected to the wealthier white neighborhoods. they were essentially separate cities. although some of these historians announce greater racial -- cradle -- greater residential fluidity than other cities, they contend that the city's white leaders never reached out to middle class blacks. leaving it a separate city isolated by race and geography. for a young arthur ashe, racial discrimination was a part of everyday life. and this is how he talked about it. he said, i never thought much about it. life was that way. there were certain theaters i couldn't go to, certain soda fountains and playgrounds that went for me. there was no fuss about it. anymore
