back when i worked with folks at the university of richmond, we built a 3-d model of the city of richmond. right here is a structure that is commonly known as lumpkin's jail. robert lumpkin was a slave trader. one of the large slave traders. farther north than others he , likely stayed here in an area very much like this in the main district, where it -- where you would have a combination of brokers, auctioneers, clothiers, you need special clothiers to support the slave trade because they would dress slave people up in nice clothes to sell them. his jail was a piece of this. now, robert lumpkin is interesting because he had a common-law wife who was a free person of color. she upon the end of the war, lumpkin put a number of enslaved people on a train. he took off with them and try to -- tried to get out of richmond along with the confederates. and actually eventually met his end. what happened in 1865 was his wife took his slave jail and turned into a school. so this became one of the first places of the education of african-americans in the city of richmond. there was this saying that

i live in the richmond district, where the rates of eviction is going up, and have investigated this,and i want to thank the legislative analysis that verified for me that the rates of reduction has been correlated about were corresponding, to the listing of air b&b in our neighborhood. so, i feel that with 82% of these listings not following the law, not being registered, is really important in terms of leveling the playing field. but this is very personal for me because my possessions in my parents garage of two-my friends so possessions are there. being stored because they been pushed out. they used to live in rooms that they could rent because they had previously been pushed out by gentrification. the air b&b trends, they were pushed out of those rental units. one now is living with her mother out of state. the other person is still looking for a place, but this is real stories. did the bill just go off? okay. for me, this is -okay. i'm in favor of the legislation and let everybody played by the law in him here to fight to protect rental units. >>[applause] >> supervisor peskin: n
