how does the rnc prepare for the resentment? mr. ginsberg: i think the rules is the rules. as the chairman said, the rules say that you have to have a majority of delegates to the convention. it is not a plurality. historically, conventions have majority winners, not plurality winners because you want the strongest possible candidate. you have to get a majority have -- of your days agreeing that should be the candidate. that is the historical reason that you have the majority in the rules and it is in the republican national convention rules, it is the majority of delegates to the entire convention. host: what question do you think the campaigns need to ask themselves going through this process in terms of what the rules say, what the delegates will be up to? mr. ginsberg: first question to be asked is how do i win delegates in individual states? this is still about winning elections for now. the second question is how do i go to enough states through the convention process or the -- or when the executive committees named the delegates to win delegates who are sympathetic t

, can you sort of measure out the freak-out factor at the moment for the rnc and the rule changes?>> it depends who you talk to. look, brooke, forget the candidates for a moment, critiquing them. i would say we ought to critique the republican party and its leaders right here. they are focused on -- well, they focused on politics and strategy and how do we get somebody in without having to go through a tough primar as opposed to focusing on a bold policy agenda that people could get excited about. look, voters in 2014 gave republicans control of congress. instead of really painting a contrast of here's what a republican idea machine would look like versus a liberal machine, the obama administration. th they've tried to play it safe. frankly, the base was fed up with that. in a year that cronyism and outside washington became a big theme, they could have focused on that, but they didn't. and they played with electoral maps and primary dates. now they're not getting exactly what they expected. >> this is now -- so let's say with present day and david, what about -- we fixate so much

the rnc. ld trump is not giving a lot of money to the rnc, the supporters aren't giving a lot of money to the rnc. so he's got the rocket fuel on one side of the establishment, and he also has to keep the trump supporters at bay. and he has to convince the establishment that if donald trump is their nominee, they've got to support him. that includes people like mitt romney, speaker ryan, kevin mccarthy. and so i, it's a prisoner's dilemma for reince priebus. i tell you, it's got to be tough back room conversations with him right now. harris: i'd like to know exactly how they know just how unbound these delegates are. remember, dr. ben carson comes with a number of those unbound delegates. maybe not a huge number, but it starts the trend of others looking, you know, are there other people who have gotten out of the race that may step with a donald trump that just may have a few of those unbound delegates? it's hard to say. >> well, harris, you said it better than anybody, he's been playing this

here is a statement from the rnc they released moments ago. i will read from it, quote. the chairman and mr. trump had a productive conversation about the state of the race. he chairman they say is in constant communication with all the candidates and campaigns about the primary, general election and convention. meeting an phone conversations with candidates about their campaigns are common. and will increase as we get closer to november. so that is the statement from the rnc about this trump meeting. however, deirdre, keep in mind, this meeting took place 24 hours after donald trump made comments about abortion which he then reversed and 48 hours after he said he would no longer abide by the republican pledge. it has been a busy day for donald trump in washington, d.c. it started out earlier in the day with him taking meetings with his foreign policy team, his advisors, that he unveiled just a couple of weeks ago. he met with that group. he also rolled out the house leadership committee that will help him bridge ties between himself, his campaign and the folks in washing
