bridge has certainly improved for the past hours, clifford reports some commuters spent hours on the road when traffic was at its worst. >> reporter: monday morning a big rig truck coming off of the bay bridge san francisco got a flat tire near the fremont street exit. the driver pulled over of the right hand side of the road and got out to checked the tire a noticed smoke coming off of engine. >> he did what he was suppose to do, hold onto the right shoulder out of the lane. >> the san francisco's fire department arrived and put out the fire. the highway patrol had to shut down the lanes and caused up the back of the bridge of the east bay. >> it usually takes me about an hour and now about 3 or 4 hours. >> it takes me about 3 hour to get in this morning. >> what was it like? it is been very backed up and it was kind of a slow day. >> crews were able to remove the truck in the afternoon. part of the reasons the clean up took so long was that the fire made the truck too fragile to be toed and it had to be removed carefully from the road way. >> reporter: we may never know why it caught on

using up the roads to do it. need money to fix the roads. roads help us make more money. hink it would connect as a cycle, right? right. but no. the way that it is working in texas right now is the oil companies are making more money. they are grinding the roads into dust in order to make their more money. and then the end is there can't be roads anymore. what? what is going on here? it's like nobody's ever been able to figure out the missing link. the relationship between private enterprise, private individuals making profit, and there needing to be public infrastructure to facilitate them making that profit. what could possibly connect those two things? what does private profit do to contribute to public infrastructure that it needs in order to -- quoting from the "texas tribune," "efforts to increase taxes on the companies profiting from the energy boom to cover the road repair costs failed to gain traction." in texas politics. so texas as of today has started converting its roads to gravel. the state in some cases will be reducing speed limits on those roads to 30 mile

so by the rules of the road, who has the right of way? >> bicycles are required to obey the same laws in traffic as vehicles are. so it really depends on the situation and the traffic pattern. if the bicycle, for instance, is behind the car, the bicyclist can't go past the car until it is safe to do so or it's an up safe pass. >> reporter: the -- it's an unsafe pass. >> reporter: the bike coalition it teaches safety for bicyclists and drivers. the left picture shows how the far is too far over from the curb when making the turn driving right into a cyclist going straight. the right picture shows how close the car should be to the curb and the cyclist should go around to the left. it's a rule many drivers and cyclists don't follow. >> it's scary. you got to be defensive when you're on a bike because you don't have much protection other than a helmet. >> sometimes you are in a place where a car don't see you. so they just go faster. you have to be careful. >> reporter: a bicycle coalition member rode through city streets with our camera str
