the fbi. some are approached by san francisco or other local law enforcement officers working in the joint terrorism task force. they are working as to san francisco officers assigned to the joint task force. my colleague is going to speak about this. to give you a taste of the things we have been seeing, our fear is that san francisco police officers are not abiding by local lal in california privacy laws. rather, they are abiding by federal guidelines. in december 2008, one of law last things president did -- president bush did was to change the fbi guidelines. for the first time, agents are allowed to initiate interviews. they are allowed to infiltrate political and religious organizations. they are allowed to surveil people using invasive techniques without any criminal suspicion. they admitted they have over 70,000 files with 11,000 files growing and requirements on innocent americans who they have no suspicion of committing any wrongdoing. in san francisco, we have no assurances from sfpd that san francisco officers are not involved in this activity. one thing this report speaks to is the majo

we're 30th in the world in broadband access and that's the united states. san francisco is considerably lower down the ladder in terms of city standards. the type of small start-up companies in san francisco, the garage companies, the social media companies taking root here in the city require broadband access to be viable and successful. large employers also require broadband access in the economy where companies ask employees to work at home two or three days a week to meet environmental obligations and it's important for them to have broadband access at home. san francisco is not a theme park. it needs to keep up with the times if we continue to be a viable place to work. i conclude by asking you to lock around this chamber. it is full of modern infrastructure and technology. it might offend the aesthettic sensibilities of some but i don't think anyone would argue that it doesn't provide a net benefit to those who work here and to the citizens of san francisco. thank you. >> next speaker, please. >> my name is tony harris, i'm a resident of noy valley and proud san fr

so the right price for curb parking in san francisco is rather like the supreme court's definition of pornography. i know it when i see it. and because san francisco set this policy goal for curb parking and how it should reform, the demand for parking will set prices. 30% of the households of san francisco don't own a car. and the city uses all the parking meter rev lieu to subsidize public transit. up until now, many poor people ride in buses that are mired in traffic, congested by richer drivers who are cruising for underpriced curb parking. you pay every time you board a bus, and that makes you think about whether you want to ride the bus. if you also pay the market price for curb parking every time you pull into space t. will also make you think about whether you want to drive. after shifting for a revenue goal for parking to an outcome goal and choosing the occupancy rate as a way to desire the effected outcome, elected officials will no longer have to vote on pricing. if too many curb spaces are vacant, the price goes down. if no curb space is vacant, the price goes up. wanting

the f.b.i. and san francisco police department in the joint terrorism task force. for the last several years, the san francisco police department has been very open about its relationship and it has been very clear it was participating in it under the constraints of 8.10, the prior memorandum of understanding has specific pro villageses that says san francisco police officers comply with 8.10. the special agent in charge of the f.b.i. promised us that was still the case. but the one that was finally released shows the opposite. we can have a disagreement about the interpretation but the provisions that protects the policy are gone. i don't want to talk about the implications of that tonight. that is very serious from the standpoint of the policy, of people's right to privacy under the california constitution. i want to talk about the role of the police commission. the san francisco police commission has the authority to set the policy for this department. orders can only be passed after a public hearing or amended. there is no exception for side agreements with the

we were able to work with the city government of san francisco, and the city of san francisco recognize scavengers were experts in the solid waste management business, for lack of a better term, and we developed what we called the palace of garbage, which is the transportation mentioned a while ago. the company has grown and expanded, keeping in mind that the city is surrounded three sides by water. has no place even two-part garbage. but working with the city and county of san francisco, and i'm talking about now recology, and we have one of the best comprehensive waste management programs in the world. that is no bread. that is a fact. it is coming from a biased person in a sense because my roots began with the company, the i have seen it grow and prosper, and everything they have done is done exactly right. the more important thing, the rate structure, the way is done, you have to show every expense before a public hearing to get through. i would like to refer to the point that we get rewarded for the time for our efficiencies because we are able to work with the city and county to c

he was very proud of the san francisco community and gave back on the board of the san francisco opera, the commission of agency -- the commission on aging, and the university. people were asked to send donations to the holocaust center and the jewish family children services of san francisco. up next, i am submitting a resolution in support of a resolution introduced by state assemblywoman nancy skinner. it would remove a major barrier to a successful reentry for incarcerated individuals. it would increase the opportunity and public safety by insuring more people are able to drive. it would allow people who have only non-felony vehicle code violations to drive after being released to county jails. the realignment is likely to redistribute tens of thousands of inmates from state to county jails throughout california. this law would create uniformity in the rules for formerly incarcerated individuals. we strongly support this bill and it is requested that the board of supervisors support an advocate for the passage of such a bill. this thursday is the wonderful art walked in -- art walk
