we have generated thousands of jobs, both in the philippines and in san francisco. we have donated thousands of dollars to various events, such as the cleanup of the river, the symphony of the philippine cultural center, and the list goes on and on. we would not have been able to do that without being partners with the philippine consulate general. [applause] and in the five trade and cultural missions led in 1994 and 1998, 2005, 2006, 2010, one of the key posts for our entire committee and all of the various leaders, the people that head of the business circles, the political circles has always been the filipino channel, and we thank you. the most wonderful addition, the fresh blood that is going to come in and lead the sister city committee from this point on, as represented by the very beautiful and multi talented. the stark reminder is underscored in san francisco. the african-american population is less than 6% in the african- american population in our county jail is less than 6%. what this suggests is that while there has been great focus, and i know as a member of the border supervisors and as a representative from a district that has been the epicenter of the black community, we have a great deal of work that we must do. while there is a great lament over the lack of access to capital an opportunity itself, it is time that we recognize that it is through the prism of the criminal justice system that society is going to need to pull together, led by the kind of institutional support that certainly deals with the sobering reality that it is not just about the out-migration of blacks from san francisco going to cities that are last costly -- less costly to the very fact that many in the black community of san francisco, especially adult males, are going into the criminal justice system. one out of every 15 black adult males are in a san francis

while we look all around us in america and we hear about the 99% and the 1%, in san francisco, we haveeone from the 1% who is still actively involved with the 99% that we are standing in line to speak praise of him. only in san francisco do you have a man so generous and gifted that he shares it in every regard. the arts, parks, education, public policy, medical care. his daughter is here, who started the san francisco free clinic. i can go on and on. only in san francisco do you have a billionaire who walks down the street to have lunch with the firefighters. only in san francisco do you have a billionaire with a banjo on his knees throwing a great concert. i think i was most touched recently when i went to the fund raiser for san francisco free clinic. you can gauge a man or woman by their accomplishments in life. buildings, rich's, etc., but i think the real measure of a person is if they pay attention to the most important things in life. hearing his daughter's comments and a love of family that was demonstrated, i know that i had become friends with a very great man. i think all o

i'm a member of the san francisco community. i have been going to the festival for the last eight years. i have seen the transformation of the park. they clean up when they are gone. it is miraculously. from 12:00 midnight until the next morning, you would never even know that millions of people have that incredible experience. for me and my car with the school district, there's an extraordinary opportunity for our kids. there is no "no." it is such an efficiently run event for most important is the safety of our kids and the optimum experience. they have both. i want to share a couple of comments with you. i know warren hellman to be a man with a generous, humorous, and kind spirit, to be a man who loves and supports all children, and one of the most extraordinary things i know about mr. hellman, having been a middle school teacher and middle school principal, i have been a mom of a teenager. he intentionally invites nearly 4,00012-year-olds to his birthday party. as they are leaving this event, i could close my eyes and in a mi

my issue is with the san francisco police department. i want you to listen to what i have to say today. every place where i go, i always feel the presence of the san francisco police department. on friday, around 3:50 p.m., when i was in the part in mission, i heard the peculiar noise of the police car. with that in mind, i stopped. i did not see any cars. i proceed walking. all of a sudden, i see this black car. i do not know how many miles per hour. of course, i saw inside the black car a san francisco police officer. i stopped, but of course i had to wait. i probably would have been run over by the san francisco police department. i am tired of being harassed by the san francisco police department. i am asking the mayor -- i am in your district. i would like to find out if anybody in the board of supervisors can assist me in this issue. president chiu: thank you very much. next speaker. >> supervisors, i am glad most of you are in your chairs. i think that people address you. it is right that you be in your chairs. when you have the si

the beacon would survive. san francisco began to rebuild itself after the quake with the ferry building as at hub of the rebirth. ferryboats service was like new blood being pumped through the heart of the ferry building into the veins of the recuperating city. if you were going to san francisco, the ferryboat was the last leg of your journey. people would step out of ferry building, smack into the broad faced exuberance of market street and be greeted by more trains. >> that is the first thing you saw were the streetcars and muni rail and the railway both had tracks. and all of it being fed by the ferry building. the golden age of the ferry building is generally considered between 1915 and 1932. the ferry system with 43 boats carrying 47 million passengers a year by 1932. the things were beginning to change. what happened? by the mid-30s the ferry building had two brand-new rivals. the bay bridge opened in 1936 with the golden gate bridge open the following year. the automobile lurking in the wings now took center stage. f

the feds did, too, but san francisco was going to find a way. i want to give a big hand to the coach, the quarterback. we are calling the play now, right? san francisco, we want to score for affordable and moderate rate housing. thank you. this is a beautiful illustration of that. the one and only rev. dr. mcrae. a brother, an advocate. he can do better than i could. >> the mayor used the word promise. for many in the religious community, we live with the promise. the promise is that the cities will be repaired and that the former devastation will be reversed. the mayor said we come together because of a promise. i stand with brother roger's. his mother five years and years in this community for the promise -- this project took many years, many iterations, did it not? it took the whole community working together because we believed in the promise that san francisco will be repaired. san francisco will go into the future, and san francisco will remain a model city for all of these united states. mayor lee, thank you. because you gave us a promise

the san francisco municipal transportation authority and the san francisco police department regarding impacts and suggestions to mitigate destruction of commercial tour buses and shuttles, and then finally, i have a couple of in memoriam mentions. one, i would like us to close this meeting in memory of susan and dr. robert, dedicated members of the san francisco public health team who were both killed last weekend in oakland. this is a tragic loss to our community. susan was a physician assistant with the housing and urban health clinic and will always be remembered for her sense of humor and deep compassion for the city's disenfranchised population. the doctor was a psychologist with the haight-ashbury free clinics, working with the jail health. he was committed to mental health treatment for the san francisco inmates. we are thankful for their years of service and share our condolences with their colleagues and loved ones, and finally, along with supervisor campos, would like to close in memoriam of the redevelopment agency. tomorrow will mark the end of the san francisco redevelopm

i am here speaking on behalf of the san francisco rod blagojevich christoff of voters. -- the san francisco pissed off voters. we research everything on the ballot. we write up a description of it. we raise money to print up a voter guide and we go out nine and a passing it out around the city and we are exhausted by the idea of a runoff election. by the end of the season we are done and we want to take a break and go home for thanksgiving. the idea of starting for a runoff election is exhausting. from my manpower perspective and a money perspective. and looking back in the history, runoff elections are before our time but we saw time and time again brought out -- runoff elections have less turnout and the turnout is a demographic shift. it is older and wiser and richer. it does not look much like san francisco and we're concerned about that. especially for supervisor races , there is a huge drop off and turn out in interest and we have a hard enough time exciting people and getting people interested in local politics when this coincides with national ticket races. trying to go out and say

the other is technology. parking is important in san francisco. there is a lot of competition for the public rights of way. parking is something that people in san francisco care about. it is something that we at the sfmta have to manage to make it work, to enable transit to flow in keeping with the city transit first policy. parking is important. to manage it, we create rules and regulations. a lot of people may not like them, but it is what we need to do to make parking and transit work. the purpose of the rules and regulations are not to get people caught up in them, but to make transit work and make transportation work in san francisco. that leads us to technology. technology is important because it helps us to be able to do things more efficiently and effectively. most san franciscans like and have technology. we are bringing technology to where people are. most people have cell phones come smartphones. we are adopting our systems to work with what people have in their day-to-day lives. i am joined by a great group of people behind me. they will talk about an exciting initiative we are launching today

i would like to ask the san francisco county transportation authority to address the heavy congestion on some of our avenues and streets, like market street, lombard, 19th avenue, third street, stockton, of van ness -- i could go on and on. san francisco is very well known all over the world. but when it comes to ingestion on our streets, we do very poorly. so we can talk about conceptual plans and we can talk about international agreements, but when we go to ground zero and if you have the guts to address our issues magdalene to empirical data -- our issues by going to empirical data, particulates and more, and seeing that all of you who are supposed to be addressing quality of life issues impacting our constituents of san francisco have done very poorly. and there are some tricks that people will bring. they're called machinations. [bell rings] and you can see that whatever is going to be done on a van ness, the comment period is kind of focused during the holiday season, and and what has been extended to december 19, i think from december 12. and i spoke about this before. more tim

and, eventually, san francisco. the peninsula segment of the plan is anchored by stations in san jose, with options for intermediate changes between the two. as has been mentioned by others this morning, san francisco has long been a proponent of high- speed rail in california. the city is the only entity within the nation that has committed personal, direct local funds to the construction of a high-speed rail system. $1.6 million to begin construction of phase one. it is to open in 2017. it is not only a dramatic architectural accomplishment, but it will provide connectivity to the regional and local bus system, with local activity presented to bart. phase two will connect regional and inner-city high-speed rail systems within california. the san francisco high-speed rail working group was established two years ago, primarily to respond to challenges that were identified within the alternative analysis report that was released by the authority, calling for the construction of various options for high-speed rail within

we have to go back to where we were when the epidemic started in san francisco set the model for the tion in the world in stepping up and taking care of people here in san francisco. we are a city of compassion and justice, and we are willing to use our resources to take care of people here in san francisco, even when other governments are not living up to their responsibilities. this is san francisco stepping up to assure the people living with hiv continue to get the services and treatment that they need. also, we need to continue to invest in hiv prevention, which is also taking a cut this year. there is a sense among people who work in hiv that the end is in sight, the end of this epidemic is in sight for the first time ever, but that will only happen if we continue to fully invest in effect of it said the prevention efforts and if we ensure that everyone can access hiv/aids treatment and can stay on it and get the full benefit. san francisco, as we have since the beginning, in showing how to do this, but we need the resources to match our heart and brain. there is work to do. how

of community is the thing that keeps a san francisco vital in the tech world. it keeps all of these restaurants filled, by having these industries attracted to and constant in san francisco. when the san francisco board of supervisors passed of this legislation, they were thinking about the economic vitality of san francisco. how do we stay competitive in global world and in the global economy? i would like to go to the overhead if i could and show you a couple of pictures. excuse me, to the computer display. i did some research in the history of mobile foods and found a lot of pictures like this, mobile food vendors in chinatown, pictures were credited by children. this one i found particularly interesting on the 1600 block, the oyster loaf. you can of that script. these are a couple of street food vendors. years later, we see the same on the restaurant. it is the brick and mortar that accrue from this. this is not a new idea, but change is constant in the restaurant world. right now, 35 at the corner is replaced by, i believe, a 12- story building. that is goo

i am a native of the city of san francisco. use] i grew up here in the haight ashbury and the sunset district. this city holds an extraordinary place in my heart. i am making a personal appeal to everyone here. i have been living in los angeles for about 20 years now. [disgruntled boos] i am petitioning to migrate home city to find a way to get me back here. [laughter] i have a 4-year-old son that i want to go up in the same incredible environment that i did. [applause] i am just putting out there. i am ready to come back. -- putting it out there. i am ready to come back. this is a momentous occasion that i am honored and proud to be a part of. it is an amazing situation. i met ross at the airport a couple of years ago. i have not, since the airport, i have not been able to get away from him. i did a little bit of work on his campaign. as i said earlier, i am so excited about what is going on here. the tradition of progressive politics will continue in san francisco in the sheriff's department. there are numerous stores already in the san francisco chronicle and the examiner about family homelessnessward to tell the stories, it is very difficult. but those types of synergies between advocates telling their stories and media picking up on them are ways that we can actually shed light on our troubles and how we can come up with a response. i was very pleased to see, this morning, the story in "the chronicle" about a family making commitments to help families who are homeless or at risk of homelessness. i think those types of support that come from time to time are essential for us to be able to support struggling families and to show the kind of city that we truly are. so we owe a great thanks to the efficacy effort for bringing this july, to the attention of city officials, and also to this family as well for their commitment to the families. i believe we have much more to do. as a city, not looking at -- and no, fixes in the last 18 months, we're looking at long-term, how we can put our services in place and how we can support struggling families. i know we are greatly challenged
