amos brown, president of the san francisco branch of the naacp, the san francisco unified school district board of education recognized her dedication and service to students, parents and the community by unanimously voting to change the name of the burnet child development agency to the leona m.havard early education school. the sfusd has bestowed this honor on only two other living persons. she was preceded in death by her parents, her husband, charles, brothers and sister-in-laws lawrence and gladys morgan, clarence and evelyn morgan, and her sister, jean simms. her love, generosity, graciousness, tenacity will be missed by many. her nephews and nieces include debra simms, a former administrator in our district, and a loving church family. the board of education and superintendent of schools extends sincere condolences to the havard and morgan families. commissioner walton? >> thank you, president mendoza-mcdonnell. this is in memory, honest aring the work, advocacy and life of barbara brown with the san francisco unified school district, the mission district and the community at large

thank you to the san francisco bool skoord and dr. matthews staying so late tonight and giving me the opportunity to speak. my name is margaret reyes. i am an employee here in san francisco, and employee i.d. 18505. i am here requesting the school conduct an audit with respect to sfusd's skelly hearings. this is about civil rights. skelly hearings was about civil rights. i was put through a skelly hearing on march 23, 2018. i'm certain that the people involved in it knew that the -- that this was not up to code, and they proceeded any ways. again, i ask that you take civil rights seriously and look into this. my own union refuses to deal with it. they have acknowledged that it was not a skelly hearing. they have acknowledged in writing to me and on audio that the procedures were not followed, but they are not holding the district accountable for not following skelly procedure. again, on may 11, 2018, i was put through another hearing that was not up to california code. labor relations is now calling that hearing a skelly hearing. they

this is the heart of san francisco. it has become unfortunately a glimpse into the homeless and behavioral health issues that we have here in san francisco. it is not safe. it is not acceptable anymore. so today i'm proud that we are announcing a partnership between our san francisco police department and part that is going to increase staffing here at civic center bart station. san francisco police department, we are going to be increasing foot patrols by over 300 hours per week. bart is also going to be increasing their staffing levels as well. we need to make a difference for the commuters that use bart. we need to make a difference for san francisco residents and we need to make a difference for visitors who come to our beloved city of san francisco. let's also make sure to know that this is not a police matter alone. i'm proud to be joined by barbara garcia who runs our department of public health. this is also a public health issue and an issue that we are going to be dealing with through our healthy streets operat

that is a dramatic increase here in the city of san francisco. it equates to dispatchers answering approximately 1,000 more calls perday. that's 1,000 more calls perday since seven years ago. with a growing population in the city of san francisco, we have to anticipate that this call volume will not decrease but will only increase here in the city of san francisco. and last year, our 911 dispatch center, despite many efforts, was falling short on response times. recognizing the importance of this, mayor lee created a task force to look at the issue, along with many of the people standing behind me here today. along with increased hiring strategies, the task force came up with a number of innovative approaches to help our dispatch center, tapping 311 to handle non-emergency calls. welcoming back recently retired veteran dispatchers to duty, and hiring, training and retaining more dispatchers than ever before. as mayor it has been a top priority of mine to continue to improve our 911 dispatch times. we have put a number of policies in place over the

i'm shana longhorn with the san francisco league of women voters. i'm here to discuss proposition c. the city collects a gross receipts tax from many businesses which receive revenue from the lease of commercial property, such as office buildings, warehouses and retail spaces. the current tax rate ranges from.825% to 3%. businesses with $1 million or less in san francisco are generally exempt from the gross receipt tax. several other businesses are also exempt including some nd nonprofits. proposition c would impose an additional gross receipts tax of 1% on the revenues of business received from the lease of warehouse space in the city, and 3.5% on the revenue the business receives o additional leases in the city. it would not apply to revenues received from leases to businesses engaged in industrial uses, some retail sales of goods and services directly to consumers or arts activities. this additional tax would also not apply to revenues received from certain nonprofit organizations or from government entities. the city would use 15% of funds collec

the san francisco general hospital. my office heard today from the san francisco sheriff they are not able to be here. they do not have concerns about the resolution. it is following months of discussion between my office, the sheriff's department as well as office of contract administration and the department of environment to explore what good food purchasing policy could look like for san francisco hospital and jails. i was proud to author the policy for the unified school district in 2016 which is actively implemented. this has been adopted by the public institutions across the country. it focuses on developing standards for food procurement in animal welfare, nutrition, work force. environmental sustainabilities and the economy. it is four key departments in san francisco specifically the jails through the jail department and hospitals through the department of public health. city and county spends millions of dollars every year on food procurement a good food the dollars are spent to pachot ensure good working cond

he enrolled in the san francisco art institute in 1970. renee worked on his most significant projects here in san francisco. alongside several other mexican-american artists, he helped to found a cultural institution in the mission district. in 1972, he brought the traditional mexican holiday through art installations, which shape how the holiday is celebrated in our city. and helped countless artists make their way in the city, looking for hopeful creators and nurturing and developing their talents. 7 saw his work as the distinctiveness of mexican culture, not totally mexican, not totally american, but its own character. "i came to realize that not everything that happens in this country is hybrid. it's not totally pure. in fact, we're creating the culture here." he's been a creative force in the san francisco bay area for decades, renee himself was an incredibly modest man. he told an interviewer that more than anything he wants to be remembered for how lucky he was to have such good friends. fittingly, he spent the last weeks of his life

last week, the supervisors and i announced that the city of san francisco and i will be backfilling thefour-point $2 million for hiv and aids funding that a federal government cut. [applause] together with claire farley, we have created a transgender advisory committee here in san francisco. and legislation that our board of supervisors was proud to pass through and i was proud to sign. creating all gender bathrooms in our sros across a city of san francisco. and also signing legislation naming terminal one for harvey milk at our san francisco airport. [applause] it is with great pride i stand here as your mayor to kick off this month. and to be part of some amazing celebrations yet to come. i would like to say a few comments about the next person who is going to be speaking. she is going to be the recipient of the teddy witherington award, which recognizes individuals for their long-standing, and lasting contributions to our lgbtq community in san francisco. kate kendall has served the executive director of the national centre for lesbian rights for 22 years. i think the house for hosting us this morning here in san francisco. you know, we do not have to remind anyone why we are here this morning. why we are here today for this announcement. homelessness is a crisis in the city of san francisco. our city government needs to step up. our city, our region, our state, our country is dealing with this tragedy every single day on the streets. the roots of the epidemic are complex. there is no single solution to solve the issue. we need to pursue a wide variety of initiatives. we need to fund programs that have been proven to work. we need to be flexible to fund programs that will work. we need to measure ourselves by the success of the individuals living on our streets today. and when they get off a street and get into shelters and onto their own 2 feet and onto better lives. today, i am announcing approximately $30,000 in funding to address the homeless crisis in san francisco. first of all, i'm doubling down on the homeward bound -- bound program. this initiative helps struggling individuals with family members

and i work for the san francisco police department. i have been working at the police department for 11 years and in 2015, unfortunately, i fell and broke my leg. prior to the fall, i had never had a bad review. i had never had any bad words about my work ethic, but there was a new captain that came into the office and when i returned, she had taken all my duties and gave it to an officer. when i requested that i be given my duties back, i was not given my duties back. i asked and asked. i felt like i was being discriminated against because there was no need for the officer to have my duties. i am a civilian, secretary of my unit. and i asked and i asked. i wrote letters. i made complaints. and because i spoke up and, i guess, complained, then i was retaliated against and never given my job back. and so now i am basically put in the back of the office and have nothing to do with the department. i worked there for 11 years, like i said, and was a very good employee. i don't think this was fair. and i think something should be done within

during the construction, we reclaimed 500 acres of land in san francisco. it provides flood protection to the reclaimed land and our san francisco neighborhoods and provides critical regional buildings and infrastructure. in fact all the buildings between san francisco bay and first street are made possible by the seawall. however that filled land was created way before modern engineering standards, and that land -- that filled land is subject to liquefaction during a major earthquake. city director kelley describes the seawall being on the city's lifelines of critical infrastructure in 2014. we were described as one of the most critical lifeline engineering study. we found in a major seismic event, the land behind the seawall will liquefy, causing many problems. quite simply, it is an unsafe condition which we cannot stand by. in addition to this earthquake risk, the embarcadero faces current flood and future flood risks. we're already experiencing annual close you ares of the embarcadero during king tide. we know that the muni and b.a.r.t. tunnel is at ris
