let's take the last caller. >> i own rental property in san francisco. i urge you to vote no on the proposed notice. what it looks like is a lot of people don't know how the eviction process works in san francisco. there's already numerous safety valves for tenants, like court-mandated settlement agreements and mandatory conferences between landlords and tenants. this gives tenants plenty of time to avoid losing their homes even after an unlawful detainer is filed. the proposed notice does nothing that tenants need and it increases the cost of housing because most of us have to hire an expensive lawyer to send out each of these notices and higher legal costs and making the cost higher for tenants. that's what you're doing that. renters don't want that and housing providers don't want it either. please vote no. if you still think tenants need a little more than three days? how about changing the existing three-day notice to a four or five-day notice or 10 days, whatever. thank you so much. >> clerk: thank you. that looks like that was the last caller in th

portsmouth square is one of the san francisco's oldest public squares. it was established in the early 19th century and predates san francisco. it was originally just a plaza that served as a commercial hub of the early settlement of yerba buena. that settlement grew up around and adjacent to the yerba buena cove and i find this map just a really helpful visual way to understand why this plaza which was now a dozen blocks away from the water was essential to the early life of this early settlement. it originally was just one block from the edge of that cove. these early images from the 1840s should it's location in relationship to that wart. and just to note in these early images, you can also, and this happens across a lot of the earlier images. these early photographs show the square in 1861 and 1855. the square was sold to the city of san francisco at which time the land was developed into this more formal looking park on the right. it's very the finding of gold was first announced. it's very california was declared part of the union. and it was the si

in much the same way it spent 2021 setting a new all-time high. san francisco has the second highest rate in the nation behind new york. december says a median san francisco one-bedroom rental is 2000, $850 a month. a san jose one-bedroom will set you back 2000, $350 a month. both cities so rents increase, but the increases were smaller than some other cities. the median one-bedroom rent on some person. national index rose to $1374 this month. that is 12% higher year over year, talking about rent. the city of san francisco is taking new steps to protect people from eviction. >> the board of supervisors just passed an ordinance that is the first of its kind in california. the new law gives 10. it's a 10 day notice before the eviction process. so they have the opportunity to fix problems that would lead to eviction before the pandemic. landlords only gave a three-day notice before filing an eviction, the most common eviction filings are for nonpayment of rent according to san francisco board of supervisor dean preston, those filings drops during the pandemic. the

and the most recent time san francisco board of supervisors acted to designate pdas was in 2019. and prior to that, most of our priority development area was on the eastern half of the city of san francisco. we added the board of supervisors -- excuse me, the board of supervisors added four new pdas, so we had 15 total. what this means, these are areas eligible and will be competitive for regional funding from the obag and other programs. something else that the board of supervisors adopted in 2019 as part of this was a new priority pilot production area, or ppa. and that's the area shown in the hatched area. and this is a new part of the framework that the region has set out to promote middle-wage jobs. and so we now have one priority production area. next, please. the last thing to know is that we have priority conservation areas, the last type of designation. we have eight priority conservation areas and these designations may -- these areas are priority or competitive for the obag. next, please. so the tig is required to identify our trends in housing production. and the polic

the city. this is not just a san francisco problem, but an issue across the country. san francisco has doubled its effort and is averaging 10,000 tests per day. we will keep pushing to add more tests where we can. but the truth is we need more support from our private providers. in august 2021, the department of public health issued an order to require all healthcare facilities to provide a test in 24 hours of their staff who are symptomatic or who have been in close contact with someone with covid. this is an important responsibility to provide basic healthcare services like testing for their members. in order to ensure this is being followed today, i announced a mayoral order for all healthcare providers to submit weekly proof to the san francisco department of public health that they are meeting this requirement. if they don't, they could be subjected to fines. my goal is not punishment. i want to see more testing for residents from healthcare providers. we still will have a need for testing moving forward. living about covid means having the testing infrastructure

and from pedestrian. >> i want to take a moment to remember the people who have lost this year in san francisco to violence with a moment of sigh tense. in the past month we lost aram who moved to san francisco to be closer to his grand kids and made the city his home. he loved walking. he was walking home after working the night shift as a security guard and was hit and killed in the bayview neighborhood. we also lost andrew zieman. andrew was a paraprofessional who works at the elementary school he attended as a child. the school kids used to call him mr. andrew. he was hit and killed outside of the school on november 10. i was only 30 years old. only one block from here where we stand, antonio was hit and killed while, like so many others, simply trying to cross the street. standing with me today as you have heard from julie and members of the san francisco bay areas for safe streets. these are people who suffered incomprehensible loss. steve, gina and joe, we are here for you today. other survivors survived being severely injured with traffic crashes. the brave people are here to demand tha

the hon. london breed: good morning, everyone. i'm san francisco mayor london breed, and i want to thank you all for joining us here today to talk about public safety on a whole other level in light of the challenges that our city continues to face. you know, this has been a problem that has persisted in the city for sometime now, and the fact is that things have gotten worse over time, and i want to thank a moment to appreciate our public safety officials today, some of whom you will hear from in a short moment, but thank you to our police chief, bill scott, for being here, our fire chief, jeanine nicholson, our sheriff, paul miyamoto, our director of public health, dr. grant colfax, our department of public works director, shireen mcspadden, and our district supervisor, ahsha safai. in recent months, we've not only seen a rising number of criminal behavior, especially in the tenderloin that has become far too normal and cannot continue to be tolerated. all of our workers, our residents, and everyone who visits our city should feel safe no matter

the city. this is not just a san francisco problem, but an issue across the country. san francisco has doubled its effort and is averaging 10,000 tests per day. we will keep pushing to add more tests where we can. but the truth is we need more support from our private providers. in august 2021, the department of public health issued an order to require all healthcare facilities to provide a test in 24 hours of their staff who are symptomatic or who have been in close contact with someone with covid. this is an important responsibility to provide basic healthcare services like testing for their members. in order to ensure this is being followed today, i announced a mayoral order for all healthcare providers to submit weekly proof to the san francisco department of public health that they are meeting this requirement. if they don't, they could be subjected to fines. my goal is not punishment. i want to see more testing for residents from healthcare providers. we still will have a need for testing moving forward. living about covid means having the testing infrastructure

i mean we are the part of san francisco. most children under the age of 18. everybody likes to talk about how san francisco is not family-friendly, there are not a lot of children and families. we have predominately single family homes. as i said, people move here to buy their first home, maybe with multiple family members or multiple families in the same home and they laid down their roots.
