the santa clara valley water district took the first step. they approved a plan that would make it a goal to reach a 10% reduction in water consumption. in addition to the reduction, the district authorized half a million dollars of its budget to go towards public outreach and education for water conservation. new incentives will be given to people who work with their surroundings and water incentives. santa clara valley gets half of its water from other parts of the state eight if those sources start to dry up, there could be a problem. >> as a result of the years of management during what years we continually recharge our ground water supply so we have our ground water supply still in a normal range, and that water is there for us for years like this and it's why we've invested in ground water recharge problems for years. >> reporter: these conservation efforts are currently voluntary but that could change to a mandatory situations if things get worse. kron 4 news. >>> a look now at water restrictions elsewhere in the bay area. marin county

days later on june 3rd, the santa clara public guardian conserved cook. aughter and says they tried to get ventura county to take over the conserve tore ship, two doctors said she did not have dementia, one said she is capable of making decisions on her own, no medicines necessary. the conservetorship was closed. >> at this place where she was out of her money, the first couple of months in 2009. >> reporter: the santa clara public guardian continued to spend cook's money after the conserveship, they used the money to pay assisted living money and fees to santa clara county. >> she had to pay for it out of her money against her will. >> reporter: the santa clara county public office refused to be interviewed for this, citing ongoing legal procedures. the county makes the case it spent the money in cook's best interest, saying the public guardian had had a duty to make sure her bills were paid. but in a tentative ruling, the judge ordered santa clara county to pay cook more than $19,000 plus interest for the money it spent after the conservetorship. cook is

now after two years inside the santa rita jail, his trial has gotten under way. t clothes he's allowed to wear in court are a painful reminder of all he's lost. >> these are my work clothes. this is my life. this was what i looked like out on street. this was who i was. the judge in his case has not allowed cameras in the courtroom and holbrook has been advised not to discuss the proceedings, but he is bracing himself. >> i have been preparing mentally for the worst. which is obviously going to prison. but i don't think anybody can truly prepare themselves 100% for what that's going to be like. >> ready? >> every day after court, holbrook returns to his maximum security housing unit. >> to be in a maximum classification house, you have to have some pretty serious charges or an extensive disciplinary history within the jail system. with holbrook being in here, it's his first time but it's a serious charge. so that's why he's placed in here. >> holbrook has been incarcerated for the two years leading up to his trial because he could not make the $3 million bail set
