so in just before world war ii, the sea wall was actually finished. it was overseen by 12 separate chief harbor engineers and so there are, i believe, 42 segments to the sea wall and many of them are constructed differently depending upon who was the chief harbor engineer. in 1913 during the port's tenure, the port adopted a state law for civil service reform for purpose of being able to hire its staff based on merit and not for political reasons. and back in 1913 the port began establishing its advisory committees. and at that time the advisory groups consisted of ship owners, merchants, labor and other interests. of course, in 1914 the panama canal opened and the port had to be very responsive to that and at the same time world war i started. so there were some very chaotic times for the port. during the depression era, the port actually partnered with the federal public works administration, which was the agency set up under the new deal to do construction throughout the country and then, of course, in 1934 there was an 83-day strike, labor strike a

it is my pleasure to begin this presentation describing the revised proposal for the sea wall lot 337. in september of 2010, the court entered into an exclusive negotiation agreement for the next use development of the lot and pier 48 with seawall lot 337 associates which includes the san francisco giants as a partner. there is a two phase approach. phase one allocates up to 30 months for the parties reach agreement on a party plan and financial terms culminating in a term sheet approval by the board and the port. phase two allocates three years to complete the entitlement and permitting process, resulting in a disposition agreement and construction of the project. the giants have completed 5 of 12 or 42% of the phase one benchmarks with a remaining seven benchmark scheduled to be met over the next seven months. pursuant to this, on march 15 of this year, the giants' submitted a revised proposal describing an excuse program that balance is residential, office, retail, exhibition, and parking uses distributed over a network of 10 new city blocks. all was in a sea wall lot 337, the park

we are talking about for the systems like levees and dams, the sea walls. what we are more and more focused on is wanting projects where we allow the natural systems flood plains, what plans, coastal wetlands, every year beaches to also performed flood of litigation services. so we are doing a lot of projects like that both in the mid part of the country and floodplain restoration. some of that involves setting back the levees far enough from the river to dewaal the flood plains to perform their natural function, and along the gulf coast we have goal of building 100 miles of oyster reefs along the alabama coast. the cost comparison compared to the great infrastructure is new and we are starting to work in partnership with some insurance companies to measure those not we have some preliminary figures on the oyster reefs but it's very new and i don't think it accurately reflects what the true cost benefit of the green verses their gray would be. >> thank you very much, senator wicker is coming here in just a second and i want to make sure to get his perspectiv
