chairman, appreciate the tone of senator durbin's comments in the other comments that senator mcconnell's. let me make a sit session. i suggested this in a republican lunch today that we have a discussion among ours does about what the amendment process actually is and when corporations come to the floor because so many senders haven't seen it before. that is really been the problem. we can change all the rules in the book, but if alexander objects to the durbin amendment, then durbin objects to the alexander amendment and then the whole bill stops. we will have to have a consensus within each of our caucuses as senator shelby and senator leahy to be successful but as senator mcconnell moves to bring a bill to the floor that there is not an objection to that. he doesn't have to file cloture on it. that will delay things. the senator durbin moves an amendment that some of us don't like, we need to vote on it. we need to agree to a time consent or vote on it. that requires some unders handing at each caucus because i'm not sure senators know exactly how that works. >> will the senator yield
