, i was even critical because, you know, i see that the clean power sf program does the same stuff but on a much larger scale much more quickly. however, with that said, go solar sf is the one program that we have right now that is working and it's getting solar up on people's roofs. so, that, first of all, argues that we need to fully fund it instead of constantly underfunding the program. you know, if we threw a little bit more money into it, but we're not up to the 5 million a year that we should be on to fund that program and we need to keep it going. as to how it would tie in with clean power sf, well, part of how it ties in is that 2 million, the 2 million that was appropriated from clean power st is predicated on the fact that the people that take part in using that 2 million in incentives will be clean power will agree to be clean power sf customers. and then what staff didn't mention but is equally important is that the energy efficiency component. so, there's a couple million for energy efficiency. and as we did on moscone center, you never want to just put in solar by itself

this is the promise of hope sf. this is personally what i recognize, what gavin started with his -- with the board of supervisors and make a big promise. but i get the lucky opportunity to see it through. i get to see the smiles of the people that are moving in and see their hopes continued. and again, it's the first of three phases for this project, but we have plans for alice griffith, for sunnydale, for potrero hill, for west side courts, every one of these will be touched. (applause) >> not just with their own money. we're going to see to it that our private partners, too, whether it's benny house or the sf foundation, the san francisco foundation that we are working very closely with already. they're helping me raise many of the private funds that go into the training services in support of services. and, of course, even our own staff at the mayor's office of housing at the cii. we're all buoyed by this. we all know at the end of it it's such a goal for everybody to have decent living lives and environment. that

so we did have as i said our commission meeting on tuesday did address the cleanpower sf. we did get a presentation from local power, our consultants that are advisingous how to structure the program to accelerate the local build out. that presentation involved quite a bit back and forth and questions from the commission and we're compiling the questions and working with local power to provide the commission specific questions and i am happy to share those with lafco board members as interest is expressed and with respect to california public utilities commission activities on the cleanpower sf front it's really at this point a focus on direction by the california public utilities commission to engage the parties interested in pg&e's green tariff option and settlement discussions so we have been participating with those parties that expressed interest in meeting the commission's direction on that. the commission -- the california public utilities commission has set hearings on that request by pg&e for february 15 and so that's pretty much the deadline if there is going to b

dark green medium green precincts going door to door and through phone to educate about what the clean power sf power offering would be and to get peoples' feedback on it, we're also planning on doing partnership with non-profit organizations and we are in the process of figures out who those will be and how that will roll out to help support us in doing overall education about the program so that early notification work is scheduled to happen and we're currently on track for that to happen in april, may and june. then, you know, in june, we have a key decision from our commission around the contract the purchase energy, you know, assuming that that were to move forward, then we enter into the mandatory opt-out period which is another big opportunity for education where we will be doing agm for power barbara hill has described, that would focus on broadcast media, radio, etc., educating about the program, so we continue to move forward in our efforts around customer education and notification and then commissioners are happy to provide factual responses if you would like to, to some of the mail

lauren is a principal administrative analyst on the sf park team. she's been a member of that team since november 2009. she has led the planning implementation of difficult and complex parking policy efforts including policies related to city and sfmta employee parking as well as various neighborhood parking management proposals, all of which have been very popular. her general responsibilities include acting as project manager for on street parking pricing policy and implementation which is really at the core of sf park. she is the coordinator for the neighborhood parking management proposals, including all the technical work and outreach. and let me just say i've been able to witness firsthand in both small community meetings and large that she really has i think an exceptional ability to deal with what can be a very difficult and contentious issue and a very professional and responsive and open way. but i think even those who may not be convinced of the merits of what we're talking about, i appreciate the professionalism and the openness with whic

deborah landis, the admin deputy, [speaker not understood] youth commission director and don duran from the sf appeals board. on friday the 30th we presented to the board of supervisors fiscal year 2013-14, 14-15 draft budget based upon the budget instructions this committee provided in december. and today before you is the department's proposed budget which should you approve will be submitted to the mayor and the controller's offices on thursday, february 21st, which will be before you for further consideration in june. since the january 30th hearing, there are no changes to report to our department's budget. as a reminder, the draft budget proposal, the operating budget totals 12.9 million for fiscal year 13-14. i'll put a slide up to show the public watching at home. and for fiscal year 13-14, 13.2 million dollar budget and for fiscal year 14-15, these are compared to a current year budget of 12.4 million and a base of 13-14 million. we're happy to review the details in-depth. i want to quickly mention one anticipated change for the june presentation. it's been 14 years since we've moved i

not a city wide program in the fact it's only effective where signs are posted and authorized by the sf mta board of directors. this will continue to allow over sized vehicles to park on some san francisco streets but it gives us an additional tool to address the issues related to over night parking of large vehicles on a focused location specific basis. these -- some of these locations have resulted in some negative impacts from parking over night vehicles -- over night large sized vehicles and that's what we're attempting to address. i also want to refresh your memory. we did a sampling of the neighborhoods in the city prior to the legislation being considered and over 450 type of vehicles that far in this classification we found that 42% of them were motor homes but more importantly over 50% of them consist of trucks and buss and trailers so this legislation will also capture those types of vehicles and it's very important because i think a lot of our -- the concerns that we received from the neighborhoods were for those vehicles being warehoused on the city streets, and from our sur

we realized about two years ago we discovered the innovation office. we discovered sf data sets, and we were absolutely delighted to have the resources available to us through these offices. and they really were the driving factor behind our development moving forward. obviously they weren't exactly where we needed them to be at that time, and we had worked with multiple departments now on cleaning up the data sets obviously. and then putting that back out there. one of our biggest pin points or struggles has been with the legislation and the old models of the [inaudible] the regulations and laws which are being slowly worked on through the legal departments and the san francisco's legal department. but essentially we found the experience through innovation office has been driving the initiatives through and helping us develop and the data sets have bon become cleaner. they have become easier for us to use and the process has become a lot more efficient. >> school. -- cool. i was told if you have a question you should line up at that microphone right there. if you're c

we stumbled into the sf data website and started looking. it was unbelievable, actually. so, some of the data sets we really needed were already there in very, very good format. and random things that i would never think of like movie set locations in the city of san francisco or every piece of civic art that was there, just really interesting things all with, you know, latitude-longitude, tags and information about them. it was really interesting. and then in my first meeting, in our first meeting with the innovation group, the city i heard of 10 other things that i clearly should have been using and didn't even know existed, literally within the first 15 minutes of the meeting. ss things like street safety, sidewalk safety scores and quality scores so we could wrap people around places. * route people around places. really unbelievable. we availed ourselves of resources going forward. we had the same -- like any data set, you find great things about it. then there's missing values or is thisxtion that got auto populated. we fixed a lot of things. we fixed a lot of gps co

this is part of the cities stock, city residents and housing. we hope that sf, with future plans of development of public housing, -- we believe that because of the departments of public health and human resources provide a lot of services to residents of this housing, the city has an interest. we also have a prior audit. we did an audit last year in response to complaints of there were problems, referral to city properties etc. there is a relationship. we focus on -- we know that hud would look at things within a certain level of criteria. i believe that there will still be areas in terms of the financial performance, financial policies, strategic planning, procurement -- there are many areas where we believe that there are benefits of looking more strategically at some of these areas. financial policies, we do have experience of conducting a similar audit of the last couple of months of the los angeles city housing authority, looking at their financial condition. that was looking beyond what hud would look at. we have that as a model. if there are other quest
