can you comment on how long it would take for the sfmta to do something like that? >> i think what we will do next is we have a policy adviser group meeting tomorrow with the board. over time is on the agenda. we will bring this resolution before them and suggest that we put something together for their approval before bringing it to you. i do not anticipate, given the level of interest in the agency and the new director, that it would take a long time. we request that the mta board weigh in on it before we actually bring you the plan. i would feel comfortable with this and a 60-day timeframe to bring something back for your review. supervisor campos: ok, and part of the request is that in creating that plan bee, you proe some level of detail about how overtime is actually managed. >> absolutely. supervisor campos: i just want to make sure that is included. is there a specific target in terms of the kind of reduction that you would be aiming for, or is this something you are still working on? >> supervisor, this fiscal year, we spent about $15 million in revenue. if

in fact, the sfmta accounts for 42% of overtime overruns. recently, along with my colleague supervisor farrell, i introduced legislation that requires departments come before the board of supervisors for approval of spending over their budget, that they have to come before the board and seek a supplemental appropriation. we also urge that the sfmta, which, as you know, their budget items are not subject to action by the board of supervisors for the mayor. our only choice is to support the overall budget. but we have urged the sfmta to develop and overtime spending plan, and they have advised us that they are in the process of doing that. the first part of my question is will you support this good government piece of legislation that supervisor farrell and i introduced? second, as we seek to improve service, what will you do to ensure the ridership of the mta that the issue of over time will be addressed and we will not have the delays we have seen? mayor lee: thank you for sharing your concerns and making sure we pay attention to this because

specifically, the volunteers worked on the area involved by the sfmta. issues were raised at a community meeting this summer as we were informing neighbors about the project and a significant capital investment. turning to green and healthy topics, the sfmta will participate in a friendly competition among bay area employers to determine the best commuters in the region. they encourage their employees to forsake single auto commutes. employers can register online. starting september 1 and running through october 31, employees log their daily commute activities on line. the highest percent of employees will be the winners. in light of the recent american heart association awards, they also are wrapping up to participate in the american heart association's annual heart wall. it takes place friday september 16. the staff are currently recruiting walker's and if you're interested in participating, just let us know. as you know, their whole mission is to help nations and get rid of heart disease and stroke. that concludes my reports. >> thank you. but mr. with

the sfmta is engaged in unlawful activities. i bring to your attention city ordinance 101217 dated november 2010. specifically, the problem is that there are certain streets in the city that are private streets that the mta knowingly continues to write parking citations on. that is unlawful. how are collecting fines and that is also on lawful. i live in mission bay where this is an issue. we brought it to the attention of numerous people, we continue to have this problem, i have spoken with members of this board and they say they shouldn't do that. they have given us the runaround at this point in time. i want to see the mta corrected this problem. i want to issue refunds to all the people that have been illegally sited, and i have 27 pages that i have obtained, at just a random time covering certain streets of which many of them are unlawfully issue. one other item. i live on mission bay boulevard. it lacks speed limit signs in the stop signs on key intersections. where there was once a single speed limit sign which is about a m

>> i am going to let someone from the sfmta address what has been done. >> as part of the outreach, we both made in mailing to everyone on the golden gate park -- rec and park golden gate park interest list, in addition to the supervisor's office. we also use the planning department's web page to find out all of the contacts, neighborhood groups in the area. we are particularly concerned about the larger groups, like par, inner sunset neighborhood. we made additional steps to reach out to them. is there anyone from the public that would like to comment on this item? i different project, on folsom st., letting people know that they may be impacted, wondering what efforts have been done, will be taken, going forward? >> folsom was coming out of the planning department's mission streetscape program. there were a lot of things from the planning department reaching out on the designs from the project. that is why our project is looking at 13th to 19th. it is a time-into other things going on from 19th and further out. there have been a lot of effort from our office and from the community. c

why don't we hear from the sfmta? we have the cfo with us. thank you for being here. we know we heard from the budget and legislative analyst of the six departments mentioned in the report. the mta is the only one disagrees with some of the findings. >> thank you for letting us comment on this review. first, let me say there are a lot of areas where you could find fault with the mta, but we don't think this is one of the areas -- our revenues have gone up 5000%. we have over 10,000 to 15,000 had spaces. some of the -- dead is site visits are not feasible given our resource constraints, so we have not agreed with some of the commons because we do not believe the best practice for an advertising type like we do, with some ads and faces, we have embedded all the requirements in to the contract so that by making sure the contract is complying with our advertising policy, which we believe is very strong, and all the other restrictions, we have significant liquidated damages should and our contract has been requested by multiple systems as the best practices, so we feel ver
