we do more than taxis at the sfmta in case of folks have forgotten. san francisco, this past week, was part of the kickoff of the green lanes project. it is a new project that is being launched by the foundation with the intent to bring more protected by ways to -- bike ways to u.s. cities. we were one of the cities chosen to participate in the project. it will be supporting development of these kinds of facilities and networks over the next two years. we were selected along with austin, chicago, memphis, portland, and washington, d.c. we had our kickoff last week in chicago, and were we were joined by the administrator of the federal highway administration. strong support from the u.s. to permit a transportation for this initiative. cities were recognized for their ambitious goals and their -- ambitious goals. we, for example, presented not just be recently implemented jfk bike way, but as well as the polk street project. we were selected also because of the quick work we have done since the injunction. people have been ty

the way that i have proposed this legislation is that there is an sfmta staff decision. there is no change there. number two, there is a hearing. instead of the taxi commission or this board, it is in front of the hearing officers that are part of our sfmta staff and have experience in the various types of hearings. third, if you do not like that result, you can pay for a lawyer and go to court. i do not believe there is any limitation on due fact, i thinkd by the professionalism of our hearing section. if there is a problem with the perception of the fact that our hearing officers are within the sfmta, first of all, we face that with respect to all of our hearings. second, i want to refer you to our experience in one event where we had a hearing by the hearing section and there was strong, repeated requests for a rehearing. the staff referred that to an independent hearing officer of the rent board. $40,000 later, we had one decision. we are happy to follow any procedures of due process that this board and agency see fit to impose. we like due process and we like transpa

i want to thank the sfmta for these proposals to amend the code. we support this proposal to restrict contractor permits in front of the workplace. we have been in a partnership to manage part in for several years now. i have been privileged to be a part of that journey. we are at a time when every parking stall counts. one of the goals for parking meter management is that we can always find a stall in san francisco. that is done through dynamics. s that tell us the occupancy level at various times throughout the day. these contractor permits give a false reading. they allow for unrestricted use. there really is no way to regulate the permits. the port of san francisco now pays for parking citywide. suzanne and i issued parking at a city leader. we asked if they approved of this regulation and a proposal. they said they get paid for parking in front of the business. this would promote parking meter management goals in san francisco. thank you. >> that is the staff presentation. >> yes. >> that is what they claim? >> right. and that is in the tender

the perception in a lot of the distain for us at the sfmta, both because of teh tac -- the tac, which would benefit sfmta if you had quarterly reports from the tac, kept updates on things, and had us deal with other matters. also, the fact that the taxi section is under the finance and information technology section instead of being its own division also adds to the feeling that there is disdain. if you're going to sock the cab industry dry, at least give us the dignity and the fig leaf of having our own division. afford us that minor bit of lip service. of course, it is probably more truthful, having us under the finance and infotechnology department because it says what you want out of us is cash. it does not say what you want is a division of your transportation system. but i think you should seriously consider moving it out of the finance and infotechnology section, where it does not belong and where the message is conveyed to the public and the cab industry that we are there for one thing. thank you. it was to create a new logo for the sfmta for the next 100 years. the contest recently completed, and after review from public input, and a panel of judges, we had a winning logo that was selected at an event last tuesday night. it was a local artist or local graphic arts person who was the winning -- had the winning design. i think we will try to put it up on the screen for you so you can take a look. that was the winner. i do not remember the number, we got more than 40 submissions. we had hundreds of comments that this is what came out as the winner. we will be working with our internal staff, to implement this in various types of mta presence. this was done at zero cost to the taxpayers. we were able to leverage some of the best creative minds in the city. that is the way this process is supposed to work. i will just mention with regard to the part-time operators, since that has come up a little bit in the public, and it came up today, the part-time operators have worked and worked well and have helped to meet particular part of our service need

i got to observe a lot of the bicycling infrastructure and culture in their with some sfmta staff. it was phenomenal, the things that we saw there. i would love to get an update or a report or something from staff that may have been there. at least have a follow-up meeting in terms of what we can do about changing the bike culture here in san francisco. develop the kind of support they have in and denmark for bicycling and the structure. -- infrastructure. those kinds of things cost money, up but there is support for it in the public in terms of prioritizing. bicycling over there is not seen as an environmental statement. it is not seen as exercise of quetta. it is just seen the way we might see a subcompact car, and mode of transportation. maybe we can further some discussions. >> and some of the alumni. director ramos: anyone that has been. >> i think it is an excellent idea. we can ask the director to schedule some sort of presentation in the near future. i am asking members of the board to concur in adjourning the meeting this morning in memory of chris heinicke. thank you. ok.

to renew access transit liability personal injury and property damage insurance coverage, return the sfmta to complete self ensuring personal injury and property damage claims by third parties and placed on reserve the amount of the premiums for any such coverage to cloud cover future potential claims. >> i have read the written report and i understand a recommendation to be that we not renew the coverage. instead, we take the premium amount and put that aside in our reserve. i've spoken with the director offline about this too was polite enough to call me that i am in favor of having an excess liability coverage. i still favor that, but i will not jump up and down and do anything other than vote know. i respect the staff's recommendation. i have one question. how can we ensure good faith that we are setting aside money that would have been spent on a premium and not just calling money that we would have spent on the reserves, you know, how can we be assured that we are accruing an extra two or $3 million each year? maybe we maintain our reserve policy and say they are reserve policy apply

substantial completion. h/as we discussed, but i wantedo let you know that yesterday, we published on the sfmta web site, the collective bargaining agreements for which we had just completed negotiations. we are responsible for negotiating eight agreements in total, five of which are expiring in a couple of weeks at the end of this month. in conjunction with the city, we completed successor agreements for those five contracts. there were local 1021, international association of machinists, local 1414, the electrical workers local 6, and a very small unit of twu that represents one category of maintenance workers. we did reach agreement with all five of those. they generally have 31% wage increases to about the term of the contract. the timing of those increases it varies slightly. the previously emplace 12 furlough days have been eliminated. there are some modest welfare cost savings benefits. there were some incentive pay is that we eliminated. there were a number of language cleanup updates, such as eliminating committees and removing out dating or expiring language. those agreements were all

agency that has jurisdiction over 19th avenue, the department of california transportation, and approval to move ahead with that that is being coordinated with sfmta transit effectiveness project. i will turn control of the presentation back to ben. >> i am going to touch on 83 projects. -- touch on 3 projects. the first one is the 19th avenue median idle planting project. this is planting in the median on 19th avenue between lincoln way. the construction project has been awarded, and the project is expected to be completed in february of 2013. i also want to touch on the sunset boulevard pedestrian safety and education project. this is to upgrade six intersections with accessible pedestrian signals along sunset boulevard and includes pedestrian our region education component. this is funded by prop. k. commissioner campos: commissioner chu, did you have a question? commissioner chu: i can wait until after the project. >> this project experienced delays in the design phase and issues in terms of getting the construction obligation approved. we were able to work with mta staff to shift the construction project from fiscal year 2012 to fiscal year 2
