in the wake of this event, this incident, i have been working with the mta and sfpd to better understand the policies and programs they have in place currently and to obviously offer a public voice. this request is in direct response to any particular the harding shooting. the request has come from the community, so i am honored to bring this to the forefront today. today, we will hear from both and the staff on this particular issue, and we also have a representative from the san francisco police department, should there be questions for them. without further ado, thank you, mr. chair. first up, we have the mta director, ed reiskin. >> good morning. very happy to be here. want to thank supervisors cohen -- supervisor cohen for her leadership and bringing forward an issue that is very important to us. since i am here, i want to reflect on and apologize for the rush hour this morning. we had a very unfortunate occurrence where we had a private vehicle drive down into the portal that disrupted all the subway activity for this morning. the police have arrested the individual who was driving

then the question on the duties between sfpd who are on board as well as inspectors -- sfpd, are they doing fare inspections as well as their scope of work? that was one of the concerns, where the community felt that that was the prime work they were doing on board, and there were a lot of concerns that the presence was a little bit heavy. although a lot of people in the community what that presence as well, but your answer would be great. >> our primary focus -- our officers that are assigned to mta is simply to ride the lines, have a presence on the lines, and prevent crime on the lines. they assist inspectors with operations. they do not participate in those operations. they are simply there in case they are needed in support of the fare inspectors. the captains to conduct proof of payment operations in their enforcement plans. i would not categorize it as something that we are doing constantly. the books assigned to 78 from the police department are really in a supportive role -- the folks assigned to mta. supervisor avalos: just a follow-up question on that -- when officers are e

the sfpd does not, and i do not think you do either. whenever on social activity goes on, it lands directly on our doorstep. we are right there. one of the major reasons the problems have lessened is because of our efforts. we managed after years to get the parking area closed off, and that is the only reason. this has been a constant effort with all of the businesses in the neighborhood, particularly the grocery store owner. there was a lot of opposition from the bar owner. it is great for the musicians, but we do live there. it is a very small residential neighborhood, and we are right there to bear the brunt of it. there is plenty of evidence that this does not fit the neighborhood. president newlin: thank you. appreciate your comments. the matter is at the commission, and since we are in expedited mode, i would like to ask the commissioners to make an amendment to the hours so that they are allowed, if this is approved, that if the holiday falls on a monday that they can use the normal -- normal weekend hours on a sunday. >> i move t

internet, and in terms of sharing the date outside of sfpd, which we have done, public information, this creates a new set of challenges for us, because we handle security by paper because you have to go to the records room. this is a challenge, and we are working on how that is going to work. commissioner kingsley: thank you. president mazzucco: how many officers will this put out? how many more personnel will be available? >> certainly, it will put some of the officer's back on the street, but the greater benefit is once, but some type of electronic tablet, it is the amount of time that will keep officers back on the street because they will not have to come back to the station to use the desktop computers at the station. they will be staying outside, that half-hour trip back and forth that they make three or four times, it should increase their time on patrol by about 30% per officer. president mazzucco: that is incredible. that is a question we had before, so thank you for building the system. >> and thank you for the controller's office for getting it right. president mazzucco:

successful direction -- there are a lot of successes you could point to -- the collaboration between the sfpd and the mta, to the extent that a successful, it alleviates some of the burden from the operators. that has been something i have always been concerned about, just as a rider. so much falls on their shoulders. so glad to see this is moving in a positive direction. supervisor avalos: thank you for your presentation. we will go on to public comment, and we might have other questions that, after that. thank you very much. very informative. this item is up for public comment period and a member of the public who would like to comment, please come forward. >> good morning, supervisors. i have lived in san francisco for 59 years. i would like to thank supervisors cohen -- supervisor cohen for having this hearing. it was a little strange that i noticed it was assigned to public safety back in july but it did not come up for hearing until today. i am wondering why it took six months before today's hearing. i just wanted to bring that up for discussion. second, i would like to question why the

next speaker. >> i am normally very positive, but tonight, i am going to be very negative about the sfpd. i did not like one remarked. put that aside. number two, there was one in the bayview with someone who shot at one of our officers. his name was public within 12 hours. we have a guy in northern who was shot at one of our officers -- who shot at one of our officers, but it was quiet for seven days. no one says a word. calling the capt. he is white. and i was asked, "how do you know?" "the way you are handling it." the guy in the bayview, wait a minute. he is from seattle. who knew that guy? no one. only the cops. front page on "the chronicle" the next day. chief suhr told me, "in the interest of family." wrong answer. this is perceived as racist. next topic. what are we doing here? i mean, come on, people. we talk about this, we talk about that, we play all of these games. i read the occ. the quarterly report. i read every page of it, every page. police misconduct. but we also have police on our force who are bigots. right to my face, he walked up to me and said, "like chi cken." tha

going back to finding out if there are incidents, you can check with the sfpd. we have been sued for having confrontations' because our security is trying to keep the neighborhood quiet because we have a condo on all four sides. they are coming across the bay. they cruised into the lot. they wait until our patrons finely go to the parking lot, and and they end up parking themselves there and start making noise. we have to send security to try to mitigate the problem and keep the noise and down a period of police and everyone puts pressure on us in that situation. sometimes if there are no altercations and we find out our customers' cars got broken into and they are crying and screaming that they lost their credit cards and purses and all about. there is an attendant in the beginning, and at 12:00 they take up and split. i think it is irresponsible. i understand the small business people, but what about us among we incur a lot of costs to protect the neighborhood. on fourth street i practically secure the whole street. i have a guard who monitors the parking lot t

when i came to the sfpd, one of the first things we did was create an internal affairs unit with the criminal section. i recognize quickly the sometimes criminal misconduct internally was not being handled appropriately. i am not an apologist. when i tell you that there are people in positions of authority that do not abuse their authority, there are. when people in positions of authority abuse their authority, you have to make sure that you have the fortitude to make sure the right things occur. >> what do the polls say about an initiative repealing the death penalty? you kind of address that a little bit, but i think you address it in -- addressed it in that it was based on financing and cost. the other question -- can you talk about what would happen logistically if all sentences were commuted to life without possibility of parole? >> the most recent poll i mentioned was on the question of the governor converting all the death sentences to life without parole and the potential cost savings of $1 billion, which shows 63% support. polls consistently show that when california voters

i watched the coast guard and the homeland security and the sfpd just crews back and forth. it seems that we have an oversupply. i am not saying they do not do anything, but now we want to spend money to make them explosion proof. i do not know if that is needed, and we still have a budget in this city which is going to be three times the deficit of last year, and i think that this should be taken into consideration with this commission that costs should be controlled. even in the police department. we still have an exploding pension situation, things that are not necessary, and i am going to get a copy of the police chairman mirkarimi that mr. hennessy never gave me relative for the cost of tasers that we have yet to what that that will come up again this year, so i just want to bring up to this commission that there are a lot of costs that should be talked about and not just rubberstamp and saying it is ok -- not just rubber-stamped. where is the money? i think you for your time. president mazzucco: thank you. anymore public comment on line items -- anymor more public, and

seen over the previous year, fewer people expressing dissatisfaction with their interaction with the sfpd, i appreciate your reporting on a year-to-year basis. the trend has been so dramatic and continuous through my 1.5 years at the commission, it might be useful the next time you do the report to comment on a longer-term, the two or three or four years, because i just think the decrease in the number of complaints about police officers is testament to your work, to the police work, to the commission more, and to the officers, most importantly, their work, and i think it deserves recognition. these numbers have been going down and down and down and down, and is not due to lack of outreach to people saying we are available. it is not for lack of events going on in the city. maybe we will see an uptick in the next report in light of the but occupy, or maybe we will not -- in light of the occupy. i think it is worthy of recognition of the officers and the chiefs department, because it is good news, and we do not always get good news, and i think we should recognize it when it comes. >> comm
