the southeast utilities commission was located here and was established in 1987 with the southeast community facility was built as a measure in return for the bayview unemployment community's acceptance for the southeast water treatment plant in the middle of our neighborhood. additionally and in order to contain -- obtain approval, the city agreed to operate and maintain at city cost the facility for the benefit of the community. members of the commission served at the pleasure of the man and are facing the purpose to review and provide guidance regarding operations of cells of these facilities and other facilities under its jurisdiction. the yearly goal is to continue to promote, advocate, and improve the physical, health, public safety, and welfare of the hunters point community canfor all residents of san francisco. i thought maybe you needed to hear that so that you understood what our mission was here in the southeast part of this community. so, thank you so much again for coming. many of you here are from the community the day and you can hopefully have a say in what you hear here today. do no

having plenty of opportunity for public comment particularly had the joint meeting with the southeast facilities commission. for right now we will open it up for public comment. >> commissioners, my name is francisco decosta. first and foremost i would like to welcome you to the bay view hunters point area. at this time i would like to speak on a few issues. the first issue that i'm very pleased speak on is that some of you commissioners do have a detailed history of the infrastructure in this community. and having had that history, i would presuppose that because some of our advocates have come to you for a long, long time to speak about the changes that are going to be happening here with the infrastructure. as you know, we are already doused with the clean water or the water system improvement project, and now we are going to be dealing with the other system known to you as the sewer system improvement project. my plea to you during this public comment is that we cannot address the issues rather than to our community with all that is going on in our community unless we have -- we should have

our goal is to make the southeast treatment plant a state-of-the-art facility, which is an asset to this community. working with tommy and his staff, we will start off with initiating a project office at the southeast facility where all the treatment engineers, project managers, and project control staff, as well as program management staff, will be situated. we have an office in the community, as well as our office at 525 golden gate. today, for your consideration, an item to approve the selection an award of the program management services to assist with planning, implementation, technical support, controls, and construction. the next stopping point for us, after receiving your approval to move forward, will be to go to the board of supervisors. we will be going in july and probably have the consultant on board by the very beginning of september. are there any questions for myself or any of the program management team? president vietor: commissioners? commissioner moran: karen, we have talked from time to time about the need to take some of the program elements that are not terribly we

the puc. part of it is a rent for facilities for the southeast campus, which is one of our 10 campuses. we also pay the up-keep on that building, which is unusual for the tenant to provide the janitorial services. we have 10 campuses. we're looking to see if we can still keep them. we have 100 satellite locations throughout san francisco in the neighborhoods and the communities. we are also looking at setting some of those down, as well. as far as where things come from, i do not know where the quarter of $1 million -- i do not know where that came from. i would welcome wherever it came from -- something like that. this $2 million represents over 300 classes that could be saved. supervisor mirkarimi: thank you. >> thank you very much. supervisor chu: thank you for your question and perhaps we can also ask the puc later on to explain. i think that the san francisco unified school district pays their electricity bill, as well. next speaker, please. >> good afternoon. i residents of bayview hunters point. and currently at the design training program. we work hand in hand with the go solar

the southeast? it's an exowe tension question. >> juliette ellis, assistant general managers of affairs at p.u.c. we've been thinking about reprogramming 18 oakdale, the southeast facility. the chancellor to asked for nor has the vice chancellor for us to fully subsidize their lease at 1800 but what we've talked about is covering some of the -- we'll take on the janitorial, we'll take on the security issues. we're also talking with them of providing to shuttle buses that would go from 1800 oakdale and hit the other city college campuses. so that's been the request in conversations and the collaborations that have been happening with city college to date. and so we've had over a dozen conversations with the chancellor and vice chancellor and some other board members about the new direction and new collaboration. the other items have been about programming classes, class demand and the new focus really on jobs, education, etc., with 1800 oakdale and so that request has never come up. supervisor mirkarimi: but i want to pay respect to the elected body, too, that helps govern city college. so if the request had not been made by the chancellor or vice chancellor, a request h

whether it is the southeast waste water treatment facility, or the work happening in alameda, there's a lot of areas we are having an impact. the last two principles -- leveraging and developing partnerships with other city agencies. we've been in conversation with efforts in district 10 around the mayor's office of housing, or the redevelopment agency, to look for opportunities to put arts enrichment dollars in place with city agencies. lastly, making sure the art is accessible to people with disabilities. that has been coming up with folks we have been talking to. historically, the arts enrichment dollars have been administered through the arts commission in the public art program. moving forward, we've been in conversation with them around identifying the resources to go to the community arts and education program. it would allow us to go deeper into districts to support local artist and have a greater impact in particular neighborhoods. we have been in those conversations trying to get a sense of how we can better access that program while still supporting the public arts program.

in the southeast part of the city, we don't have many homeless facilities. there is one that i know of, providence baptist church. every night, i have seen this line wrapped around the corner. it is cold. this is a men's shelter in particular. they're coming in, they are on a floor of a gymnasium. we are not talking a lavish existence. four seasons here. definitely, i think we are a very compassionate city and just continue to extend the compassion to the homeless community. >> what is happening with crime in your district? how do you think the police department is doing to address the issue of crime in district 10? >> statistically, we have a lot of crime. homicides, there were two in the last week in my district. i am vice-chair of the public safety committee. safety and how we define safety, not just in terms of crime, but over a public safety, is something that is very important and one of my priorities. what i would like to see is more of a community policing approach. maybe engaging more the community. that includes organizations like safe, which is a
