the rate of unknowns went to something like 10 percent in the next big war, the spanish-american war, and then 3% became the standard in world war ii. world war i and world war ii. and we have gotten so good at this particular part of warfare, that by the time the amount came along, there was only a handful of unknowns at the end of that war. this is a headstone that says cornelia brown citizen. what is this section? >> this is a section for slaves at arlington national cemetery. before the words a cemetery, this was a working plantation owned by the robert e. lee family. and there were slaves living here, working here, dying here. when the civil war broke out, many slaves, thousands and thousands of slaves, came to washington. began to trickle into washington from virginia and other slave states. searching for their freedom. and that trickle became a flood with the emancipation proclamation of 1863. so thousands and thousands of slaves came to washington. they live here. they died here. they died in great numbers in the early years after the emancipation proclamation, because we were

the irish-american bartender, mr. duly and mr. dooley always speaks with his irish brogue which unfortunately i cannot imitate but his most famous of his statements referred to cases growing out of the spanish-american war, and the issue was, did the american constitution apply in the territories that we acquired from spain? and in the short form of it was, does the constitution follow the flag? the democratic party's platform in the 1900 election was that the constitution does follow the flag. the supreme court in a 5-4 set of opinions held that the constitution does not fall-- follow the flag and dunn as mr. duly telling a customer, that i don't know whether the constitution follows the flag or not, but i do know that the supreme court follows the election returns. [laughter] and i think that is as fundamental and insight about the supreme court is you can get. now, remember it is a nine member body, or at least that has been since 1870 and that doesn't mean all justices are following the election returns, but it does mean that majority are, and i think that that has been a truism throughout american history with a single, huge exception. in 1935 and 1936, the supreme court threw out ten freshly minte

if you read the history, mckinley was kind of rolled into the spanish-american war. didn't want it and there was young bucks under him who pushed him into it. no, roosevelt was the president to look-out happenings in north asia and was very, very confident based upon his theories that he could see the future. when he wrote that it is his job to look into the future and see the future and make intelligent decisions now based upon what that future holds, and he could see that again, china was collapsing like an old barn and powers were going to rush in. the three powers that for going to control asia for britain, japan and america. he was sure of this. there is some subtleties here. did you just hear that theodore roosevelt said the future of asia is not about democracy. the future of asia is not about self-determination. the future of asia is not about liberty. they feature-- asia will be controlled by outside powers and it is important that america be one of those powers. congress would not green like this, so roosevelt used the japanese army as a surrogate. >> one of

the roots of the national guard date back to our early colonial and state militias with a revival during the revolutionary war. they made up the ruff ryders in the spanish-american war. more recently on this date the japanese attacked pearl harbor and the greatest generation went to war and it's fitting we pass this resolution today in memory of all those who served, but in particular, those who were in the national guard. more than 60 million americans fought in world war ii and about two million of them are still alive today but they are dying at a rate of about 900 a day, according to the department of defense. the national guard is made up 40% of the u.s. combat divisions and include 300,000 members in 18 infantry divisions in world ar ii. since the establishment of the national guard, men and women have served valiantly in every american conflict, including our recent efforts in the middle east in operations enduring freedom and operations iraqi freedom. as a father of a former national guardsman who served in iraq with the army, i have the greatest respect and gratitude for the national guard and the job that they perform. earlier this year i had the privi
