i represent the lost block of st. luke. we have 11 buildings, most of which are two and three-family homes on caesar chavez, guerrero and 27th street immediately adjacent to the proposed st. luke's site. cpmc's plan to move the hospital the lengths of a city block from the corner where it has reasonable buffer from the residential neighborhood right next to existing homes is an unprecedented industrial encroachment on an existing residential neighborhood. there's nothing like it in the city or even anywhere in california that we can find. the plan is in conflict with the existing character and zoning of the block and proposes to place a massive building with an ambulance entrance and 24-hour loading dock immediately add jate sent to homes. over the last three years the members of the lost block have participated in every public forum we were aware of. we've met with supervisors and submitted written comments. we're not paid to be here. we're here as concerned neighbors deeply affected by the cpmc project. we know nothing abo

st. luke's is an integral part of hospital care in san francisco. the commission had asked st. luke's be operated as an acute- care hospital with emergency needs for at least 20 years. health commission has requested a long-term commitment on the cpmc operation of st. luke's. provision 1.8 relates to the current commencement of construction and the provision of 1.9 relates to the blue ribbon panel recommendations i mentioned. these are items cpmc has agreed to. professions 1-10 and 1-11 provide centers of excellence. ait would be an anchor in the community and respond to the committee pause health needs -- and respond to the community's health needs, individuals in the neighborhood surrounding st. luke's. at the center of excellence senior health, which we would believe would be comprehensive needs of san francisco seniors. 1.12 insures access to the most up-to-date technology, which we believe is an integrated way to provide access to care. we have a lot of concern about special care access and how the mechanism is developed. at st. luke's. 1.13 would require the building of a

the next 150 years. next, begin construction of st. luke's prior to constructing cathedral hill and operate cathedral hill only after opening st. luke's. only logical. the construction time is less than st. louis, and the need is even greater. concurrent on new operations are absolutely essential, because they argue that the specialty care to be provided is needed to supplement what will not be available at st. luke's. they have to be concurred. next, implement the recommendations of the blue ribbon panel. i think we have gone over this, and that is pretty well-settled, as well as i can tell. the office building should be operating no later than three years after the hospital opened, and we continue to refurbish the building. i have a slight disagreement with the mayor. i fear in my mind for years is too long. i would like to see that open no later than two years after the hospital is constructed at st. luke's. i think it is vital to the st. luke's operation, and i am going to have more to say about that later. the next section is the charity

this is the year of a 2001 services list that st. luke'sused to provide and which sutter agreed to maintain which came out of bankrupting st. luke's by cpmc and the law firm. this needs to be a starting point. the planning commission must ensure st. luke's 137-year-old continuance. inadequate st. luke's is poor urban planning. we oppose any planning commission approval of this l.r.d.p. inequitable. president olague: thank you, sir. and you can submit anything in writing that you are unable to express. thank you. the st. luke's issue, i agree, commissioner moore, a longer time would make sense to keep it that much into the hospital. it should be here hopefully in definitely, but i think it's size is appropriate. it was a private hospital years ago. it was able to function. as times change and neighborhoods change, it became nonfunctional. it was long before cal took over that it was not going to work. and the fact they are rebuilding the hospital i think is something that is not economically the best thing for them, but it is something that the committee wanted and everybody agreed. it is not built now, and i think that is the appropriate size. every service assault on that list is being continued, as far as i can see. it seems like it is a full- service hospital, probably appropriate in size for the area. president olague: something else i wanted to mention, we are talking about, yeah, increasing the size where venice is coming up and the size in general, which we approved. mission bay i think is limited to

the poor and underserved. our project is about rebuilding st. luke's at a cost of over $270 million and building a new hospital to replace our existing california and pacific campuses in all in response to a state seismic mandate to continually serve the citizens of san francisco or be threatend with delicensing. we reviewed the city's proposal in detail and it does contain a framework for us to move forward. and based in our review and discussions with the mayor's staff and i would call them frank discussions, we have resolved about half of those requests and the other half is going to require more discussion and little bit of flexibility. before we submit our formal response to the city -- president olague: i'm sorry, i have to ask folks that are standing to please -- those who are not members of staff and i do see a staff member there, to please go to room 416, which is the overflow room. unless you can find a seat in here. there are a couple of seats here. i'm sorry about that. >> before we submit a formal response, i want to walk through a few cri

beds were closed, it was brought at the prop 2 hearing at the closer of the 32 bed at the behavior health unit st. luke's the health commission passed a resolution finding it would have a detrimental impact on health services of san francisco. the testimony that was received indicated the decision to close the unit was not a sutter and cmpc decision but was a st. luke's decision prior to obtaining that and st. luke's is ongoing financially distressed low volume changes in the community standard of care. if we are going to ask for that, i don't have an opposing issue regarding additional psych beds but we do have to have the other complimentary services attached to that or what we end up doing is keeping people in the hospital longer and that's not healthy for clients either. so i would look to talking about a community health care of excellence and they brought up the tenderloin clinic and that might be the place we can do the outpatient programming. if you're going to ought inpatient beds, you have to add the rest of them. you can't just have an inpatient bed by themselves or we're not doing the right -

in terms of medical planning facility distribution counts, the patients who come to st. luke's are least able to afford a car. it is three bus lines away from any. st. luke's is the only hospital south of market from san francisco general. we wouldn't put all five stations -- fire stations north of market. we want a full complement of hospital services for 370,000 people who live south of market . regarding the proposal to build a, quote, center of excellence for diabetic care, you can't exclude vascular surgery, renal, dialysis and wound care when claiming to specialize in treating seniors.

invest $272 million for the construction of the new seismicically-safe and planning to the future of st.'s luke's. and we are committed to contributing amounts to the city to offset potential impacts of transit, pedestrian safety and housing. with that said, the current asks for affordable housing assumes a ratio that would be appropriate to a condo developer, but they are not appropriate for a hospital seeking to provide a community health benefit. we believe the number may be higher than our actual impacts and committed to work with the city to resolve these items. we agree with mayor lee that it is critical to reach a prompt agreement. to that end we will meet with the city staff and mayor and work towards finding common ground for all of these issues. my goal is to have an agreement in place prior to the july 14 informational hearing to ensure we can stay on schedule. many in our organization are questioning whether this project is feasible. a delay of this magnitude at this time would only increase the pressure for us to consider alternative solutions to continue our commitment in health car
