the state of california, the seventh biggest economy in the world, never ceases to amaze me. i am an adopted child of the u.s., state of california, and reading the secretary of the epa's biography, he oversees 40,000 employees. the only have to do with two issues. housing and transportation. he has 22,000 employees that he needs to look over. a $20 billion budget. i was just noticing his budget is about half of the entire agricultural exports of the country of argentina. that is fascinating. he is a fascinating man, someone that i have been privileged to partner with over the past couple of years on what is a tremendous groundbreaking initiative, the delivery of the second phase of the project. just as the victor is a visionary, i believe dale is also a visionary. many fruit of his vision are likely to mature after he has left office, but his imprint is clear on the san francisco infrastructure. i want to acknowledge that by welcoming him to the podium. please welcome secretary

there are 12 other authorities in the state of california, all based on state legislation. as a health and maintenance organization, which is what the health authority is, it is regulated and licensed by the state department of managed health care. part of that requirement, because it is a health plan, is the ongoing review of financial stability and liability and integrity of the organization. so on a monthly, quarterly, an annual basis, all financial statements of the authority are submitted to the state for review. all of those various financial reports are put on the state's website so that individuals can have an opportunity to look at the financial integrity and soundness of the health plan that delivers service. so while it is true that the board of supervisors and the controller's office has not done that review, the state of california understands the importance of making sure there are financially sound hmos. so that review is on the state level. we are happy to support any controller office review. >> mr. chairman, just as a follow up in connection with your quest

single biggest contributor factor to the deficit has been the loss of state transit assistance revenues, operating funds from the state of california. that is because of the nightmare in sacramento for the budget. over the last three years, we've lost $179.1 million. if we were getting the revenue the voters have approved from the state, we would be getting $78.3 million next year. that is more than our deficit. many of you may have read and followed some of the measures passed by the state legislature that would direct $400 million statewide immediately to transit. the sfmta share of that would be about $36 million. it would also enact a complicated gas tax scheme that would begin to give us ongoing revenue sources again in the second year of the budget. last week, the governor sent a letter to the state pro tem saying he did not like various portions of it and was planning to veto it. he has not vetoed it yet. he has until this monday to make a decision. the legislature is taking some actions to address some of his concerns and other areas. we're not counting on that revenue but we're working to advocate for it. we've been sendin
