i am aware of your request to the t.a. this week to look into state legislation. but in the meantime, what are ways that the city, the state and even federal regulators can help ensure that these workers are making a fair wage? that is the goal here. so we will be using a set of metrics developed by the transportation authority to determine if the company's labor policies aligned with the labor principle. metrics like earnings, benefits, or lack of benefits. and their level of transparency with regard to pay. one of the big issues we have been hearing about lately is deactivation his. and whether or not there is a good appeals process when a driver or courier is deactivated we will also hire a consultant to do a survey and peer reviewed final report and that will offer a ground breaking glimpse into the gig economy workforce in san francisco. we have already been in touch with a number of academics who are interested in bidding on the r.f.p. we are talking to graduate students from usf and berkeley who have expressed interest in taking on some aspects of the study.

first of all, i wanted to thank the t.a. staff, including rachel for accompanying me on monday, and amy, from my staff captured -- to treasure island. we got to take one of the, what could become a commuter ferry. was incredible how fast and easy it was and then to realize that from the docking station, of what eventually will become the ferry, that pretty much anywhere on the island, is about a 50 minute walk. just getting to feel what that experience would be like was so instructive. i just wanted to thank you for that. i would agree with commissioner kim's comments. and i'm excited that next week, i'm going to los angeles to study with you they congested lean management program to see how that might work in san francisco. but i am worried, particularly about the low income residents on treasure island. i am assuming they paid the lifeline passed today for m.t.a. , but no tolls. so this is a significant challenge. and 20 rides for one toll credit sounds kind of high to me. i mean, as a parent, there is not a week that goes

month i'd like to first start by thanking several of our commissioners for joining myself, staff on the t.a., and a set of officials and planners from the san mateo c.m.a., county congestion agency, on a study tour to los angeles, where we visited the l.a. metro express lanes, heard from their staff and their policymakers regarding decision making at a similar juncture to where we are in our planning for potential managed lanes here in the bay area. that was a full-day tour. we were very appreciative of the staff for taking care of us, showing us the facility itself, transit centers, control centers, enforcement points and talking about the thorough process they undertook in their planning, particularly regarding the topic of environmental justice and equity and affordability of a potential toll facility in los angeles. they shared with us several policy strategies that they adopted ultimately that we're looking at currently in our treasure island mobility management program, as well as potentially for san francisco lanes, should we proceed with those. i just wanted to also extend our appre

morning, is that this regulation and this reform of the tax medallion industry is on the same day as the t.a.'s report saying between 2010 and 2016, t.n.c.s contributed to at least 50% of the congestion increase in san francisco. and i think that context is really critical. and i'll probably return to that at the end of this -- my comments. the other thing that i'd like to say is just a thank you to director and the m.t.a. staff who have been keeping our office fully briefed for at least a year on this. and i don't think that anybody loses the burden of trying to navigate the complicated issues in this problem and i have a lot of respect. i think that every supervisor would concur with the good-faith effort and our outreach to our office. that said, there are a number of reforms before you, i think that these are independent reforms, meaning that this board can act on one or two of them and against one or two of them, and not fear any -- any fear that the two that are supported are going to impacted by the two that were not supported. i think that there's a lot to gain here. the letter that
