the teacher measurement is absolutely crucial. that's what you built into the new teacher's contract in washington, but that's the they think that the teacher's unions tended to resist ferociously. do you think those are locked in, those changes in d.c. and can't be ruled back at least for the terms of the current contract? >> at least for the terms of the current contract, that we negotiated, those things are pretty safe. and are' absolutely right. i think one of the biggest problems in the public education system today is that we hesitate to differentiate. and i think that's the biggest mistakes that we're making because to be quite frank, there are, there are thousands and thousands of great teachers here in washington d.c. doing heroic things for children every day, but we also have some ineffective teachers and we have to differentiate between our highest performers and we need to recognize and reward those, but then we also need to be able to identify the lowest performing teachers and professionally develop them or move them out of the system. >> i'm looking at baltimore and they rejected a contract with some of the same elements that had bee

trying to do and why it is important for that differentiation to happen. >> paul: you battled the teachers' unions for pretty much the whole tenure during your time there. have they made any progress or is it the same group of opponents? >> well, i think it is important to differentiate teen teachers classrooms and the teachers' union. the union leadership, i think they have a vested interest in maintaining the status quo. what we saw specifically, with our contract vote in d.c., the teachers union leadership was saying we are not going to get it past the rank and file at the end the end they pass it 80% to 20%. it is knowing everyday teachers in the classrooms are not afraid of accountability they want a fair and transparent process. they want to make sure they are going to be treated as professionals. as long as those things are in place they don't have a problem. it is the teachers union leadership that is sending a different message. >> paul: we are going to follow what happens after you are gone. is there another job in your fit in teaching? >> i'm definitely going to day in education and in

how -- you know, how do you think that will proceed, because that is another thing that the teachers unionwhich poured $1 million, as has been widely reported, $1 million into the incoming mayor's campaign, many people feel to defeat you and the mayor based on these reforms, is the teachers' union going to roll over andç let th happen? >> one of the things we wanted to do is for the district to gain chartering authority. i'm a huge fan of effective charter schools, i think we should have more of them and we should allow those most effective to go to scale so that there are more spots in those schools for the kids and families who want them and certainly, that will be another tough call to make, because you're right you can the teachers unions nationally and in general are not in favor of the charter school movement, certainly not in favor of expanding charter schools aggressively. so, that will be another bellwether as to whether or not the reforms are going to continue aggressively to or not. there are a couple of other things, expanding specs education and improving secondary education.

i have with me the president of the baltimore teachers union. your sense about how things will go today? >> it will go well. i see a large turnout, and that is a good thing. >> what happens in the event that it is approved today? >> it goes to the board, they approved it, and we go from there. the contract is retroactive, so teachers can look forward to receiving their retroactive pay soon. >> questions still about evaluation, about where the money is coming from. what do you hear most, and what are your answers? >> questions about the evaluation, which is right now the same as they had last year. the state is developing a template for an evaluation, and we are sitting at the table, so we want to shape how it looks. we want to be at that table and make sure that it is fair and just for teachers. >> to this moment, you are still answering questions. you are answering more questions after the vote? >> there is always going to be some questions. there are questions we did not think of that they are thinking of, so there will always be questions, and
