government doesn't seem capable of doing that. - no, honestly, the way we're investing transportation dollars at the federal level is very stovepiped, and it's very pre-programmed, and if we were actually thinking about the country we're becoming, we would do it very differently. out of every dollar in the highway trust fund, 80 cents goes into our highway system. and we need highways. but in these increasingly congested communities, the traffic is getting bigger, the lines are getting longer, the travel times are getting longer, and i don't think that's gonna go away. and the only way we can really solve for that today is a multimodal approach, a person integrates transit, even bike paths and pedestrian facilities, all these things give people choices. and our funding mechanisms don't give us those choices. - politically, is it easy to sell bike paths and pedestrian paths and rail or alternatives? they all sound so squishy politically. you get these bond issues, or you get people back home and they say, "no, we don't want to do bike paths "we need to build more roads. it's called the transportation rail preparedness program. it looks at providing best practices for incidents involving flamable liquids and it gets to emergency responders allowing them to represent kate the emergency directly. we have a guide book that's the go-to manual for first responders. they carry it on fire trucks and use it to understand what type of hazardous material they're working with. it really does help emergency responders in a very immediate way by learning immediately how to manage hazardous transportation incidents within the first 30 minutes which is critical. it will transform us as an agency. it will enable us to better leverage data and research to develop a more proactive regulatory agenda and it will ensure meaningful and early engagement with stakeholders and enhance emergency preparedness around the country. it will establish processes to develop rules and it will empower us to consider the full scope of regulatory and nonregulatory options and enhance our own capabilities as well as provide additional program cons

the nation is investing about half of what it should be in the transportation area. we are not saying this is just a federal issue. the feds and the state and local government are all involved in this. you are seeing more private sector involvement in infrastructure. have been built across the country. he see high occupancy toll lanes. public-private partnerships. as a rule of thumb we are investing about $100 billion a year and we should be investing twice that as a nation. that is a big number. when you look at the economic theequences and the size of u.s. economy, $18 trillion is our annual gdp. we should be able to figure that out between the levels of government and private sector. these generally exist on a state level and primarily should be a state problem. guest: not completely. the states and local governments do have a big role in this. about half to two thirds of the spending occurs at that level. that still leaves a federal role. the interstate highway system which is one of the modern marvels of engineering in this i sure someone give a speech last week

the average time for an environmental review for a major transportation project in the united states has increased to a staggering eight years -- eight years. to get a transportation project approved in terms of permitting -- eight years in 2011. and that's up from 3.5 years in the year 2000. so we've more than doubled the time in less than seven years because of federal permitting requirements. the average environmental impact statement was about 22 pages when nepa, which requires e.i. sigh's -- which are -- which requires e.i. s.'s. today's highway projects often have e.i.s.'s that are well above 1 ^,000 pages. and, mr. president, it also takes, on average, over five years to permit a bridge in the united states. nobody wants this. as a matter of fact, former president bill clinton highlighted the need for reform in this area in a well-known "newsweek" article in 2011 where he was on the front cover, where he was talking about thousand get americans back to -- about how to get americans back to work. how do we get americans back to work? and one of his top recommendations was to mak
