that the authority will provide that same $80 million, plus other local funding aggregate and by the authority. the transportation authority -- >> [inaudible] >> it is nominally a $80 million. the transportation authority it and sonoma county authority are collectively committed to provide $5 million. the agreement, and the 2008 memorandum of understanding allowing them to elect, in lieu of making contributions directly to the authority, to make those contributions instead to other bridge district projects. in which case, the bridge district would increase their contribution from $70 million to $80 million. both agencies have made an election. commissioner farrell: just for everyone's edification, could you describe the times that the golden gate board put on that? >> i will try to give you the short version. the major times, as commissioner elsbernd mentioned, is a condition that we not impose tolls n doyle drive. this was a major issue in 2008, and weaver struggling to finance the project, in fact, the urban planning grants that the transportation authority obtained was to look at congestion pricing that could

[applause] >> thank you, supervisor. there is another body that the voters have empowered to essentially manage and regulate traffic, and that is the sfmta board, and they took an action a couple of weeks ago to legislate the first batch of these zones to create, which has enabled under our recent 2007 state law, the creation of these school zones that allow us to create the 15 miles per hour safety zone in front of schools. on behalf of the sfmta board, i am happy to welcome up to the microphone, one of my bosses, director brinkman. [applause] >> thank you. i am so glad to be here. there is a growing body of research that shows we can make the schools -- the streets safer, and one of the ways we can do that is reduced speeds. if all else fails and a collision results, this speed limit s

the next significant action is for this board and the transportation authority board to decide on a locally preferred alternative. in a design alternatives current what should the city move forward with? we are targeting data for march of next year. this sly gives you a breakdown of some of the major components of the project budget. we had to revise this slide so i will speak to the key points in this. the information has changed slightly since this slide was originally prepared. the brt improvements have would be made, depending on the options, it would range from $67 million to $210 million. in are a number of things the need to be implemented, including new bosses, the repaving of the street, the overhead system, in the 49 commission uses as well as upgrading the signaling system. when all of those elements are taking into nomination, the projects range from $162 million to $216 million. we have a variety of funding from many sources, federal, state, and local. totaling about $175 million. depending on the alternative that is chosen, we either have the funding or we have a small gap tha

on october 18, the transportation authority staff told a citizens advisory committee that "the central subway project remains the highest-rated pre-full-funding grant agreement project in the country." there are 39 new starts projects, and -- new starts and small starch products. 14 of those projects have a medium-high rating. if you want to see a high rating, go across the bay to the olson drt. it got a high rating. what does a medium high rating mean today? 20 years ago, cost effectiveness was counted. it was very difficult to get a high rating, but no more. as summarized in the "wall street journal account, things have changed -- in the "wall street journal" accounts, things have changed. as a result, all it takes these days to slip a transportation project through the federal process is an ability to track real estate development and engender a local political support. cost effectiveness as a transportation facility no longer counts. supervisor campos: thank you. next speaker? if there's any other member of the public who would like to speak, please come forward. >> [inaudible] sup

but the transportation who commission, which is the funding body, that is a possible source. the transportation authority, which is the sales tax measure. we need some specific things about where the money is coming from. and where it is going to be taken from. we have been through this a couple of times before where, you will do this and take it out of something else. it is almost impossible to do. those are my thoughts. director reiskin: i do not know if your list meant to ex glued exploring a low-income option -- chairman nolan: i did mean to say that. director reiskin: ok, good. i wanted to talk to the young leader of power. he pointed something out -- this is not just us all of a sudden deciding that it wouldn't it be nice to hand this out. the explanation is there is a cut in school bus service that is out of our control. the school board would tell us is out of their control. there is something new that has arisen. it is not just us trying to give something away. this is our responding to something new. that is an important point that was brought up today. i am sorry i did not mention it earlier.

the transportation authority was principally responsible for those forecasts. we have the best travel demand model in the west, bar none. i am fully confident that those ridership estimates will materialize. there is also an estimate for the 25-year mark, which is around 63,000, 64,000 riders a day. i think we can achieve that. in addition to the basic ridership that is essentially there, we would have reaped the benefit of the right to land use decisions along the corridor. it is absolutely a program to talk about employers along the third street corridor, and to be part of the beneficiary of the central subway. that is precisely the point of building a subway in a congested area. it increases connectivity, not just to the areas, all the areas it connects to. the other comments i wanted to make, there has been talk about this system-wide impact of opening the subway. you heard john talk about how this is a fraction of the% of the operating budget of the mta every year. similarly, we are talking about a mile and half of service within the subway with only three

identified in the legislation, one each by the director of the planning department and the transportation authority. three by the district 6 supervisor. there is some truth to a statement that was uttered in public comment last week but not all of us live in western -- that was by design. we certainly want local expertise of the task force but we did not want to be susceptible to the charge of parochialism. basically, we had appointments right down the middle of some of the residential requirement and others being appointed citywide. there are some components such as transportation, open space, preservation where the most qualified applicant might not be the resident. and willingness to learn and to understand all aspects of urban planning was a key factor. i'm joined by a resident. since we began in 2005, two of the members died. one of them died alone in their apartment. an extremely dedicated group of people. this is until the end of 2012 or the adoption of the plan. whatever comes first. that cannot come soon enough. we continue to be here. >> is there any additional public comment? public comm

nathaniel ford is the director of the transportation authority. prior to joining the municipal authority. he served for the atlantic authority for 5 years. he started as a train conductor in the new york city transit system. let's give it up for director ford. jim dierck is a principle, but not only a principle and an educator. he is someone who designd and developed innovative concepts where there was an incident that involved safety. for the work he was recognized at the national principle of the year. and he is somebody who is on the ground and has worked to empower young people at his school. he took his school from a different circumstances to be one of the highest performs school districts in the state. jim dierck. margaret brodkin is the director of the department for children youth and families. i emphasize that because it is one of the most critical agencies in the city and county. margaret was a former director the colman advocates who is responsible for many of the children and families here in san francisco much he served as director. i
