but from the standpoint of the transportation authority and the funding we are pleased to be a partner in that as soon as those issues are addressed. i also would like to and i'm really glad that the union brought up the issue of operator rest rooms and because even under prop k, the money that was ear marked for operator rest room thises is a serious issue in the city that the operators needs to have the ability to go to a rest room at the end of the line or somewhere, safely, and in a dignitied, way and we see the buses double parked, and the issues with the operator rest rooms that the mta and even before it was just mun i has had decade long engagement process and it is difficult to find in the neighbor as to where to locate these facilities, whether it is the end of the line or other places there is always an issue with that as a recall and this was a long time ago, we started with 14 locations city wide and then the number, as the muni representatives engaged the neighborhoods and worked through the issues and so on, shrink to about 7 or so and we were posed to fund whatever was

item 5. >> chair campos: it is now time to elect chair and vice chair of the transportation authority. i would like to begin by nominating my colleague, commissioner john avalos who in the last year has served as the chair of the plans and programs committee for the county transportation authority. all of us are very familiar with commissioner avalos's work in one of the things that i think he will bring to this body is a commitment to ensuring that there is equity income resources are allocated by this agency, making sure that the needs and interests of every district are met. and to make sure that when it happens it is done in a transparent, open way that is inclusive and allows people to voice their concerns. i had the honor of serving with commissioner avalos for four years. i am proud to have the opportunity to nominate him. he has demonstrated leadership qualities in so many ways. i know the authority will be well served, the entire city and county of san francisco will be well served, especially important as we are going to this transition, as we will find a new, who knows, a p

hope happens- especially with the major projects - that we continue to focus on how the county transportation authority interacts with the mta and other agencies involved in various projects that we are funding. i know that in the state of the city address, mayor lee indicated that public transportation % specifically the mta is going to be a top priority for him. i know he is putting together a working group that is going to be looking at those issues and i hope that at that work continues the county transportation authority is an important part of that discussion. the reality is that we as an agency fund many of the projects that make public transit work in the city and county of san francisco. we have to have a seat at the table. we look forward to working with mayor lee in that endeavor. the last thing that i want to say on a more personal note, this will be my last meeting as chair of this county transportation authority. i want to thank my colleagues % some of them are not here because they were termed out, forgive me the vote of confidence in selecting me as chair. has been an honor serving in t

and i would like to wish the board good luck and god speed in fearing the san francisco transportation authority into many successful years and cutting edge work in the future, so thank you all. and now, for the actual substance of the report, a few things that i would like to announce, the first one is that the american road and transportation builders association and its 24th meeting in washington, d.c. gave the city and parkway the project of the year award as or because of the outstanding contributions to the advancement of public, private partnerships. and we all need to be aware of and proud of. the project was the first public partnership in the state of california, based on availability payments. in a way it was a leap of faith for the folks approving the project and in many ways it was not. because we did a tremendous amount of work to assure everyone, starting with this board that this was a, it was a great thing put passed and braise the trails of the future that will give us cost certainty and schedule certainty and we looking forward to that. i am looking to 2013 which i promise tha

>> i know there is question about work between the mta and the transportation authority. can you talk about those issues and how they were resolved? >> both agencies have responsibility especially mta which has legislation for originating parking in public policy of the transportation authority addresses transportation strategies particularly because half of the -- in the city is regional. in fact mtc is providing local match for the study. the two agencies have come together to propose jointly managing the study. will come back to this committee the memorandum of agreement between the two entities for how we will jointly conduct the study. we both feel that it is important for us to join forces on this one. it is an important sector of transportation and we need it is important for meeting not only parking base goals of the overall cities economic development goals. >> joint operation makes a lot of sense. >> any other questions or comments? is there a motion to move item 3 two the full authority with positive recommendation? >> so moved. >> colleagues can we do that with

collectively believe are necessary in the next two years to guide various agencies work and input to other regional and federal authorities working in transportation. they also suggest areas for innovation, and experimentation and piloting. by now many of the new lands were approved happily. these include the large capital of vestments that you see here, venice and gary brt, etc., as well as many of the area planning studies, market octavia studies, these are basically acknowledged that the land-use transportation plans need to be done more in a coordinated fashion. in addition the transportation sustainability program has come to focus with a cbc streamlining work. the second initiative from 2004 but we make a progress on is the idea of streets as public space. we don't have enough public open space. we have been using the available space more innovatively through things like sunday street, pavement to park, streetscape improvements such as avalencia and leland, and pilots, things like a better market street pilot. that we eventually got legislated. the idea of using public space. by time of day. the third one, was tdm, travel demand management.
